About this file

This is a technical questions and answers document related to RFP 36C77624R0114 for EHRM Infrastructure Upgrades at Loch Raven, MD. The document contains four questions and responses addressing specific technical requirements for the construction project.

Key clarifications include: guidance on conduit requirements for data drop locations, identification of Optimum Fire Protection as the fire alarm maintenance contractor, confirmation that mini-splits must be tied into the campus Building Management System (BMS) via BacNet compatibility, and clarification that while an RCDD certification is not required for the CQC Manager, the VA prefers the prime contractor to hold the RCDD certification. The document primarily serves to provide technical clarification rather than establish new requirements or modify the scope of work.

Addendum#4 question & response#28, 29, 46 & 50 indicates we are responsible to provide new conduit at any existing location that is already at greater than 40% fill and new conduit at any existing drop location that is being replaced and currently has no conduit or box. This would be impossible to quantify without intimate knowledge of the existing infrastructure. Please provide a means of quantifying sleeves / conduit at data drop locations.
This is essentially impossible for us to accurately check. The time it would take to check every single conduit run on campus would be exorbitant.

Addendum#4 question & response#11 indicates the fire alarm manufacturer is Cerberus pro system and the maintenance contract is held with the loch raven facilities team. We are requesting to know who the fire alarm system maintenance contract is with as they will be the ones to perform the “smarts & Parts” portion of the fire alarm scope. Please provide info. for the fire alarm maintenance contractor.
Optimum Fire Protection is the company that holds the maintenance service contract at Loch Raven.

For VAMC Loch Raven EHRM Infrastructure upgrades project, there is a specification section: Advanced Utility Metering System (Div 251010) that is part of the project documents. I could be wrong, but I believe this may be a spill over spec as the mechanical/electrical scope of work laid out in the plans for this project mainly involves multiple split systems in Buildings 1, 5, and 7 with a handful of VAVs (Relocated and New). I have attached the referenced spec; I want to confirm if there is a requirement to tie-in to the meters for each of these buildings? If yes, which utilities are required to be integrated to BMS? What are the quantities and locations for these meters in each building? JCI can provide BAS integration if the spec applies to this project but will require meter vendors to furnish the meters with BACnet MSTP cards along with an indication of intended location and quantities per building.
Yes, the mini-splits get tied into the campus BMS via BacNet compatibility. See note 4 under the heat pump schedules.

GCJV is requiring clarification on the specifications section 1.4 PROJECT MANAGEMENT TEAM.

Question 35 in the RFI log asks if the cable installer is to have on staff an RCDD certified individual. The response states that it is confirmed per 270511 1.10-E and division 1. Division 1, 1.4.E.3. states that the CQC Manager must have an RCDD certification. Further Division 1, 1.4.H.a. requires a Communications Project Manager that may be a subcontractor must possess a RCDD. Since the Communications Manager has an RCDD, can the RCDD requirement be removed for the CQC Manager? The RCDD certification is not normally a requirement for a CQC Manager that is employed by a Prime Contractor.

The RCDD certification does not have to be the CQC Manager. However, the VA would prefer the prime contractor to hold the RCDD certification.
