Task Order VA 261-12-J-1972 P a g e | 1
Per Task Order VA 261-12-J-1972, TETER was requested to develop two schematic concept designs for the replacement of the HVAC systems for the VA Central California Health Care System (VACCHCS) Fresno Campus Clinical Lab HVAC Systems located on the second floor west wing of the main hospital Building 01. This report is an outline of our proposed concepts.
The Clinical Lab is currently served by three separate HVAC systems. The north half of the space is conditioned by an extension of the original building ventilation system. The south half of the space is served by a dedicated air handler located on the adjacent Out Patient Clinic roof. The Microbiology lab space on the furthest west end of the floor utilizes an attic mounted DX heatpump system.
The replacement HVAC system design shall utilize a single dedicated air handler to serve the entire Clinical Lab area in accordance with the VA HVAC Design Guide (March, 2011). The air handler shall utilize 100% outdoor air with heat recovery incorporated between the general exhaust air stream to recover energy and temper the outdoor air before introducing it into the heating and cooling coils. Constant volume control boxes shall be provided for each zone to maintain required pressure relationships between spaces. Supply and exhaust fans shall be provided with variable speed drives to allow the fan systems to adjust and compensate for intermittent fume hood usage. Each volume control box shall be equipped with hot water zone reheat coils to temper the supply air as required by the individual heating and cooling demands of each space.
Two separate concepts for the replacement air handler system have been evaluated.
Concept A - Provide a new air handler on the adjacent OPC building roof, ducted down between the buildings and into the second floor attic space, similar to the existing south air handler. A separate exhaust fan system will be provided with a runaround loop water coil for heat recovery. The air handler will utilize hot water supplied from the Building 01 subbasement for heating. The cooling source will be either central plant chilled water or an air-cooled chiller located on grade adjacent to the ER driveway.
Concept B - Provide a new air handler installed indoors on the second floor centrally located along the north exterior wall within the Clinical Lab area. The proposed location for the indoor air handler is in the current location of Pathology and Lab Medicine Service Office W-213. The north windows in this location shall be removed and replaced with louvers for outdoor air intake. A separate exhaust fan system will be provided on the OPC Building Roof with a runaround loop water coil for heat recovery. The air handler will utilize hot water supplied from the Building 01 subbasement for heating. The cooling source will be either

2.1 Clinical Lab HVAC System Heating & Cooling Load Calculations
To determine the estimated heating and cooling loads in the spaces, an energy model of the Clinical Lab was developed using Trane Trace 700 Energy Modeling software.
The energy model was limited to only the 2nd floor Clinical Lab area of Building 01.
Dimensions and wall constructions were taken from existing building plans to determine the heat gains and losses through the building envelope.
In addition to the HVAC system field verifications, all heat generating lab equipment was surveyed and cataloged to more accurately define the space internal heat gains.
Diversity schedules for the lab equipment usage were determined using ASHRAE guidelines for Laboratory spaces. Refer to Table A1 in the Appendix. Occupant densities used in the calculations are based on the actual space usage and staffing schedules as provided to TETER by the VA Lab Manager. Refer to Table A2 in the Appendix. To develop the expected cooling loads for the future expansion area (3,690 ft2), the interior heat gains from equipment and the occupant densities used for the existing lab area were averaged and applied to the future expansion. At the request of the VA COR, 108°F was used for the cooling load outdoor ambient design temperature.
The resultant calculated cooling loads for the existing and expansion Clinical Lab areas are summarized below in Table 1.

Per the VA HVAC Design Guide requirements, air handler fan systems shall be sized with an additional 10% capacity above the calculated required air flow. See Table 2 below.
TABLE 2
Required Air Flow Rate
Calculated Air Flow Rate 17,500 CFM
Additional 10% 1,750 CFM
Total Design Air Flow 19,250 CFM
For laboratory areas, the Design Guide requires a dedicated air handler providing 100% outside air ventilation. For this preliminary schematic level concept design, the air handler shall be sized at a nominal 20,000 CFM. The summer design outdoor air temperature for Fresno is 103.6°F as listed in the VA Design Guide and ASHRAE.
However, the standard design temperature utilized by most design professionals in the Central Valley is 105°F as temperatures of 105°F and greater are commonly seen during the summer months. At the request of the VA COR, 108°F was utilized to provide an additional level of safety factor. Conditioning this volume of outdoor air becomes the dominant portion of the required cooling capacity of the system. Refer to Table 3 below.
TABLE 3
Air Handler Cooling Loads
Because the outdoor air ventilation component of the cooling load is the dominant factor in determining the total cooling load on the system, incorporating energy recovery into the system design is highly recommended. Assuming a run-around water loop as the

Air Handler Cooling Loads with Energy Recovery
By incorporating energy recovery into the system design, the total cooling load can be reduced from 96 Tons down to 66.8 Tons, a reduction of 29.2 Tons (30%).
At the request of the VA COR, the replacement HVAC system shall be sized for approximately 20,000 CFM of supply air delivery with a cooling capacity of approximately 100 Tons to allow the system to maintain temperature in the event the heat recovery becomes inoperable.

3.1 Proposed Demolition of Existing HVAC Systems
The existing attic mounted heatpump serving the Microbiology Lab shall be removed.
The existing air handler located in the OPC building roof penthouse shall be demolished and removed. All ductwork located within the OPC roof penthouse, on the OPC building roof and within the seismic gap between the OPC Building and Building 01 shall be removed. All existing supply and exhaust ductwork serving the 2nd floor west wing of Building 01 shall be removed. Branch ductwork from subbasement air handler AHU-8 shall be demolished and capped at the entrance to the duct shaft. Refer to concept Drawing MD-1 for proposed extent of mechanical demolition work.
3.2 Proposed HVAC System Description
The replacement HVAC system design shall utilize a single dedicated air handler to serve the entire Clinical Lab area in accordance with the VA HVAC Design Guide. As shown in section 2.1 above, significant savings can be achieved by incorporating energy recovery. Therefore the proposed air handler shall utilize 100% outdoor air with energy recovery incorporated between the general exhaust air stream to recovery energy and temper the outdoor air before introducing it into the heating and cooling coils. To prevent any potential of cross-contamination or leakage between the exhaust air stream and supply air stream, a run-around loop system shall be utilized for energy recovery. Utilizing a run-around loop also provides the flexibility of separating the supply and exhaust fan systems into two different air handlers.
The air handler shall utilize hot water generated in the Building 01 subbasement as the primary heating source. The recommended cooling source for this system is chilled water from the campus central plant, via the Building 01 subbasement. Connecting to the central plant allows the system to benefit from the overall efficiencies of the central plant and will require less maintenance since the only cooling component in this system will be a coil in the air handler. However, the cooling source for the proposed HVAC system will be dependent on the timing sequence of the eventual construction of this project relative to planned upgrades to the central chilled water plant. The central chilled water system does not currently have the capacity to support the additional 100 Tons imposed by this proposed HVAC system. If the planned upgrades to the central chilled water plant are completed prior to the construction of this Clinical Lab HVAC replacement, then the system will have sufficient capacity for this proposed additional load.
An alternate cooling source shall be an air-cooled unitary chiller. This will facilitate future transition of the air handler to the campus central chilled water system.

Task Order VA 261-12-J-1972 P a g e | 7
The supply and exhaust duct systems distributing air throughout the space shall utilize constant volume control boxes for each zone to maintain required pressure relationships between spaces. Each volume control box shall be equipped with hot water zone reheat coils to temper the supply air as required by the individual heating and cooling demands of each space. Supply and exhaust fans shall be provided with variable speed drives to allow the fan systems to adjust and compensate for intermittent fume hood usage. The constant volume control boxes in conjunction with variable speed drives on the fans will also allow for future localized changes in the system zoning without requiring a complete system rebalance.
The campus currently utilizes a Johnson Metasys direct digital control system for HVAC controls and energy management. Incorporating DDC controls into the proposed design will provide the maintenance staff with the ability to monitor the supply air and exhaust air temperatures and flow rates in each zone, facilitating the diagnosis of any future temperature control problems experienced by the laboratory staff.
Task Order VA 261-12-J-1972 P a g e | 8
4.1 Concept A1 – Air Handler on OPC Building Roof – Central Plant Chilled Water
Provide a new supply air handler on the adjacent OPC building roof, ducted down between the buildings and into the second floor attic space, similar to the existing air handler. A separate exhaust fan system will be provided with a runaround loop water coil for heat recovery. The exhaust fan system shall be installed within the OPC penthouse in place of the existing air handler. Refer to concept Drawing A-MH-1.
Chilled water shall be routed from the subbasement west crawl space up through the basement level Laundry WB-116 and first floor Patient Travel W-108 to the first floor attic space. Piping shall exit the building into the seismic gap between the OPC Building and Building 01. From there it shall be routed up along the side of the OPC building to the roof for connection to the new air handler. Refer to concept Drawing A- MP-1 and A-MP-2 for pipe routing.
4.2 Concept A1 – Architectural
To accommodate the demolition of existing ductwork and installation of new ductwork, the majority of the existing lay-in tile T-bar ceilings throughout the Clinical Lab area will be removed and replaced. New penetrations through the exterior wall of Building 01 will be created to allow passage of new ductwork from the OPC roof into the Building 01 2nd floor attic space. These penetrations will be made through existing window openings which were covered after construction of the OPC building. Soffits will be created at the wall penetrations to allow the new ductwork to transition up into the ceiling space. Refer to Architectural concept drawings.
4.3 Concept A1 – Electrical
Disconnect the existing HVAC equipment and remove the equipment branch circuits back to the source panel where existing HVAC equipment is indicated to be removed.
Refer to Table 5 below for a summary of the electrical load of the existing HVAC equipment being removed. Refer to Drawing ED110 for the locations of the electrical equipment being removed.
