R405--Total Compensation Analysis (VA-23-00011103) RFP Questions and Answers
1. RFP pg. 51: Instructions state: “Each paragraph shall be separated by at least one blank line”. Can the government confirm that there should be a full line of text that is left blank between paragraphs, and not simply a hard return so that each paragraph starts on a new line?
Answer: Each paragraph shall be separated by at least one blank line, a hard return is acceptable as well as a new paragraph.
1. RFP pg. 51: Instructions state: “Page numbers, company logos, and headers and footers may be within the page margins ONLY.” Can the government clarify that the intent here is for headers and footers to be in the 1 inch margin space between the boundary of the main document text and the edge of the page and not that the 1 inch margin page should also be around these headers and footers as well as the main document text?
Answer: That’s correct.
1. RFP pg. 52: Instructions state: “Cover Page, Table of Contents, and/or a glossary of abbreviations or acronyms will not be included in the page count of the technical Volume”. If the offeror chooses to include a cover letter between the cover page and Table of contents, can the government confirm that the cover letter will not count towards the volume page count?
Answer: The cover letter doesn’t count towards the volume page count.
1. RFP Attachment D: Can the government clarify which volume should include the Small Business Plan? Can offerors include it in Volume IV Veterans Involvement?
Answer: The small business plan can be included in Volume IV.
1. RFP Attachment D: If the Small Business Plan should be included in the Technical Volume, can the government confirm that it does not count towards the page limit? Answer: Please see response to question 4.
1. RFP Attachment A, Past Performance: Can the government confirm that the offeror only needs to fill out Attachment A Past Performance Questionnaire if a project included in Volume 2 (Past Performance) does NOT have a CPARS.
Answer: The questionnaire must be filled in regardless of CPARS.
1. RFP Attachment A, Past Performance: Can the government confirm that if a project included in Volume 2 (Past Performance) has a CPARS, the offeror can include the CPARS instead of completing the Past Performance Questionnaire?
Answer: The questionnaire and CPARS can be included, however the government will pull the CPARS report.
1. I hope to clarify the requirement in the subject solicitation. The title of the Solicitation Notice on SAM.gov (Total Compensation Analysis) is the same as that of Sources Sought 36C77623Q0099 posted back in December 2022 for the Compensation Analysis & Total Rewards System (CATRS) effort. However, the solicitation document and attachments indicate Salary Survey and is the same as that of another Sources Sought posted back in October under 36C77624Q0019.
Can you please clarify the relation of these two efforts? Can you please confirm that Solicitation #36C77624R0042 is for Salary Survey services and a follow-on to Contract # 36C77620P0104 held by Deloitte?
Answer: Confirming that solicitation 36C77624R0042 is for the same requirement as Sources Sought Notice 36C77624Q0019. Confirming that solicitation 36C77624R0042 is for Salary Survey services and will result in a follow-on contract to contract 36C77620P0104 which is held by Deloitte.
