1.0 BACKGROUND

Department of Veterans Affairs (VA), Workforce Management and Consulting (WMC) and Scholarship & Clinical Education (S&CE) Program requires an Application Management System (AMS) that leverages technology to improve transparency, accountability, and agency reporting capabilities while streamlining operations for the program and program waivers. Additional benefits of automation include timeliness throughout the entire application cycle, ease of use for the customer, centralized library content for standardization and consistency, and transparent record repository to ensure record retention guidelines and audit compliance requirements are met.

The S&CE office is requesting a contractor-hosted Software as a Service (SaaS) AMS with a dedicated database for the VA to manage the Health Professionals Scholarship Program (HPSP), Visual Impairment and Orientation and Mobility Professional Scholarship Program (VIOMPSP), Specialty Education Loan Repayment Program (SELRP), Readjustment Counseling Service Scholarship Program (RCSSP), and VA- Student Trainee Experience Program (VASTEP) application process for approximately 8,000 scholarship applicants, and 300 waiver applicants annually throughout the application lifecycle. The requested web-based cloud solution must have the ability to automate the complete workflow, upload completed applications for review and manage the entire application lifecycle. S&CE is requesting AMS subscriptions, project management, configuration of VA scholarships and waivers processes, operations and maintenance, data migration, training and help desk support services.

The Department of Veterans Affairs (VA) currently manages HPSP, VIOMPSP, SELRP, RCSSP, and VASTEP applications and waivers using a contractor-developed Application Management System (AMS) along with some features currently worked outside of AMS. Programs are governed by VA Directive 1426.01 (2), Employee Incentive Scholarship Program (EISP), established by Title VIII of Public Law 105-368, Department of Veterans Affairs Health Care Personnel Incentive Act of 1998, and codified at § 7671-7675 of title 38, United States Code (U.S.C). Congress established HPSP on August 26, 1980, under Public Law (P. L.) 46-330. The original authority for HPSP expired on December 31, 1998. HPSP was re-authorized through December 31, 2014, by Section 603 of P.L. 111-163, The Caregivers and Veterans Omnibus Health Service Act of 2010, and extended through December 31, 2019, by Section 302 of P.L. 113-146, Veterans Access, Choice, and Accountability Act of 2014. HPSP was extended through December 31, 2033, by Section 301 of P.L. 115-182, The VA Mission Act of 2018. It is codified in 38 U.S.C. 7601 through 7619, 7633, 7634, and 7636. The Consolidated Appropriations Act (Strong Act) expanded the number of scholarships available to those who are pursuing degrees or training in mental health disciplines. Readjustment Counseling Service Scholarship Program (RCSSP) in 38 CFR 17.545 through 17.553 pursuant to section 502 of Public Law 116–171, the Commander John Scott Hannon Veterans Mental Health Care Improvement Act of 2019, enacted on October 17, 2020.
