About this file
This document is an amendment to a Request for Quote (RFQ) for the recompete of a Department of Veterans Affairs (VA) contract for an Application Management System (AMS). The amendment provides answers to vendor questions and extends the due date for quotes to October 28, 2024. It also includes updates to the Performance Work Statement (PWS) and the price schedule.
The base period of performance is December 6, 2024 to December 5, 2025, with four 12-month option periods. The requirement is for a subscription-based Software as a Service (SaaS) solution, including associated support services as detailed in the PWS. Key details include no required level of effort or key personnel, and the acceptance of previously submitted past performance references. Pricing is provided on a line item basis for the base and option periods, covering SaaS subscriptions, FedRAMP Authority to Operate maintenance, and configuration support. Optional tasks include transition in/out support.

CONTINUATION PAGE
QUESTION 1: We are performing independent research on the Presolicitation (36C77624Q0372).
We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
ANSWER 1: This is a recompete of a contract currently in place. 36C77619C0022 was awarded to HRWORX, LLC (DBA: INTELLIWORX) on September 5, 2019 for a 12-month base period plus four (4) 12-month option periods.
QUESTION 2: We would like to clarify some of the language in the respective attachments, Attachment 1 – PWS Task and Attachment 36C77624Q0372. In the attached document, I have shared the original language and would appreciate confirmation if the clarifying revisions are aligned with VA's intent for the base and operational periods of performance.
ANSWER 2: See the updated PWS Version 2.3, Dated October 16, 2024. Section 5.4 and the delivery tables at Section 6 have been updated to clarify the transition in and transition out plans and support tasks along with delivery estimates. Further, the price schedule has also been updated to reflect these changes.
QUESTION 3: Level of Effort: Can the agency clarify the expected level of effort for this opportunity, as to how many FTEs would be required for this effort?
ANSWER 3: This requirement is a subscription-based Software as a Service (SaaS) acquisition including associated support described in the PWS. An expected level of effort will not be provided for this requirement.
QUESTION 4: Resume Clarification: If we are required to provide Full-Time Equivalents (FTEs), do we need to submit resumes for the corresponding positions as well?
ANSWER 4: We are not requiring a proposed level of effort and key personnel. Therefore, resumes are not required.
QUESTION 5: Past Performance: The solicitation requests at least three past performance references relevant to the Statement of Work (SOW). As a small business, we have one strong past performance directly relevant to the SOW, along with additional past performances that demonstrate our capabilities but are not as closely aligned with the specific project requirements. Given this circumstance, I would like to inquire if the agency would consider an offer that includes one strongly relevant past performance and two additional past performances that are less directly related to the SOW. If this approach is not acceptable, we would appreciate guidance on any alternatives or accommodations available for small businesses in our position.
ANSWER 5: One (1) strong past performance and two (2) additional past performances can be submitted. As stated in the RFQ in Section E, Evaluation, “In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror may not be evaluated favorably or unfavorably on past performance.” Please be sure to follow the instructions for past performance detailed in Section E, Instructions to Offerors.
QUESTION 6: I wanted to email regarding the DA10--WMC Application Management System Re-Compete - Rios/Rhodes (VA-24-00059799) opportunity that you may be associated with. From my understanding, this effort remains in post RFP, and solicited on 07/16/2024 as a 1 year base plus 4 x 1 year options SDVOSB with an estimated value of [redacted] task order on SAM.gov under NAICS 541511 with award likely around September 2024, but I’m just making sure that I’m correct on these details and am not behind the times? Even if not fully determined, are assumptions at least in the right ballpark would you say?
ANSWER 6: This requirement is for a 12-month base period plus four (4) 12-month options to begin around December 6, 2024. We cannot provide the estimated value of the procurement. It is currently in a new RFQ period (as the first RFQ 36C77624Q0260 was cancelled via modification A00004 on September 20, 2024). The due date for quotes under this current RFQ 36C77624Q0372 has been extended. The new due date for quotes is no later than 1:00 PM (Eastern) on Monday October 28, 2024. The instructions to offerors can be found in the solicitation posted to SAM. Please be sure to follow ALL instructions carefully to receive consideration.
QUESTION 7: In addition, would you please clarify that solutions proposed to meet the solicitation requirements may still begin VA ATO processing/review/approval upon notification of award?
ANSWER 7: In accordance with the PWS, the proposed solution must be FedRAMP certified and VA ATO and VA SSO (Single Sign On) (or ID.me) must be in progress by the start of the contract. See Section 3.1 and Section 5.2 in the PWS Version 2.3, Dated October 16, 2024.
QUESTION 8: My apologies for a question on an active RFQ, but on our previous submission for this recompete back in August, we sent reference forms to 3 of our clients. I am assuming that those were returned directly to you. If so, are those completed reference forms still available to be used for this current submission?
ANSWER 8: We will accept previously submitted past performance questionnaires. Please make a note of this in your response package.
