( ) (6) National Security per FAR 6.302-6;
( ) (7) Public Interest per FAR 6.302-7;
5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):
These items have been standardized throughout the Iowa City VAMC. Installing a different manufacturers’ system will create significant duplication in cost for the facility, and in most cases the equipment will not function properly. New components must be able to tie into an existing and operational system including the use of software. At this time, there are no vendors whose products are fully compatible with the existing systems being used at the Iowa City VAMC other than those that are listed. The specific impact for not using the brand name items is listed below:
a. Ceiling Tiles
i. Armstrong acoustical ceiling tiles
ii. Impact: Armstrong acoustical ceiling tiles are the facility standard. The facility only stocks this brand of ceiling tile and due to extremely limited storage space, the facility is not able to stock replacements for other brands. Additionally, alternate brands that manufacture similar styles, do not actually match and look very out of place.
b. Lock Core and Keys
i. BEST CORMAX, lock cores and keys
ii. The specified door hardware is the only item meeting the requirements of Iowa City VAMC.
Standardization amongst our medical center’s physical security system is imperative. If a different brand of lock cores and keysets are introduced into the medical center, it would cause confusion for maintenance staff and contractors, and would require the medical center to store additional parts for different manufacturers which would require additional storage space that is not available. Additionally, there is added cost to training staff on different systems. Lastly, the different lock core sets would not match the current lock core sets which is not aesthetically pleasing. This small requirement of this overall project is a minor extension of the existing system. At this time there are no competing vendors whose products are fully compatible with our existing masterkey system.
c. Aluminum Panels
i. Dri-Design, uninsulated aluminum panels
ii. Impact: The project will be constructed directly adjacent to the existing facility which includes uninsulated aluminum panels manufactured by Dri-Design. This type of exterior cladding is very difficult to match in style and color using alternate manufactures. Without a matching product the entire addition would look terribly out of place.
d. Building Automated System
i. Johnson Controls Inc.
ii. Impacts: This small requirement of this overall project is a minor extension of the existing system. . The addition of the garage connects to the main hospital, which requires controls to be connected to the existing system. If the new garage were controlled via a new system, a new head-end system and home run connections would need to be made at an unnecessary expense to the medical center. Additional components for the new system are not stocked and would have to be purchased and stored all at an additional cost. At this time there are no competing vendors whose products are fully compatible with our existing system.
e. Door Closures
i. LCN door closers
ii. Impacts: The specified door hardware is the only item meeting the requirements of Iowa City VAMC.. The medical center has standardized on this system to ensure building security.
Adding different door closers would require additional training for VA staff, maintenance time, and cost to stock parts. The VA already has spare parts for the current door closures in stock. Additionally, maintaining spare parts and expertise in repairing/replacing other devices could jeopardize security to the medical center. This small requirement of this overall project is a minor extension of the existing system.
f. Physical Security System
i. Lenel access control system
ii. Impacts: This small piece of the overall project is a minor extension of the existing system and would be cost prohibitive to change The current facility has a Lenel system instsalled for physical access to the facility which will have to also be installed for the new ambulance garage. The physical security system must tie into the existing system in order to maintain a cohesive security plan. Installing a different physical security system for one part of the facility jeopardizes the security of the staff and patients, requires additional training and storage of parts, and would require two separate systems to operate in one facility which is unreasonable. Other security systems are unable to tie into the Lenel system due to the proprietary nature.
g. Video Surveillance System
i. Milestone video surveillance system
ii. Unique Qualifications:. The video interface and operating system are proprietary to the company and adding any additional video camera must be compatible with the system. No other brands to date are known or shown to be compatible available. Installing a different video surveillance system for one part of the facility jeopardizes the security of the staff and patients, requires additional training and storage of parts, and would require two separate systems to operate in one facility which is unreasonable. Using the same system as the rest of the facility reduces cost. This is a small portion of the overall project and is a minor extension of the existing system.
h. Nurse Call System
i. Rauland Responder 5 nurse call system
ii. Impacts: This small requirement of this overall project is a minor extension of the existing system. The nurse call system for the new garage must tie into the existing system and only Rauland components are compatible. Having multiple nurse call systems within the facility s not cost effective or practical for patient safety. The facility does not have the correct headend or master stations to work with other nurse call brands. In addition, the medical center staff is currently trained n the maintenance and operation of the Rauland system, and spare parts for the system are kept on hand. If other systems are brought into the facility, patient safety will be at risk because the staff may not understand how to respond to multiple systems. Also, repairs will take longer. .
i. Paint
i. Sherwin Williams paint
ii. Impact: Sherwin Williams paint is the facility standard. The facility only stocks this brand of paint and due to extremely limited storage space, and the facility is not able to stock replacements for other brands. Additionally, alternate brands that claim to color match do not actually match and results in patchy looking walls and door frames. To keep an aesthetically pleasing and cohesive look, the same paint must be used.
j. Fire Alarm System
i. Simplex fire alarm system
ii. Impacts: This small requirement of this overall project is a minor extension of the existing system. Simplex is the only company that can provide the services required in Section 3 above. The new ambulance garage must be equipped with the fire alarm system that ties into the existing system. If a different system were required to be put into the new garage, a substantial duplication of cost would occur. Having two systems would also jeopardize patient and staff safety. It would also cause confusion to have multiple fire alarm systems in the facility.
k. Face Bricks
i. Sioux City face bricks
ii. Impact: The project will be constructed directly adjacent to the existing facility which includes a masonry brick veneer that was manufactured more then 70 years ago. Sioux city bricks are the only manufacture that provides a product which matches the size and color of the archaic masonry. Without a matching product the entire addition would look terribly out of place.
l. Electrical Panels
i. Square D electrical panel feeder breakers
ii. Impacts:. This is a proprietary system and other components cannot be added to the system. This small requirement of the overall project and is a minor extension of the existing system and would be cost prohibitive to change. The addition of another part that would need to be stored would result in additional cost and training costs to staff. Using the existing panel brand allows for emergencies to be addressed without having to determine which panel is being addressed. The electricians do not need to be trained on two systems which increases patient and staff safety during emergencies.
m. Automatic Door Operator
i. Stanley Magic Force automatic door operator
ii. The specified door hardware is the only item meeting the requirements of Iowa City VAMC.
The medical center has standardized on this system to ensure building security.
Additionally, maintaining spare parts and expertise in repairing/replacing other devices could jeopardize security to the medical center. Maintenance staff would have to be trained on a different door operator which is an increased cost to the facility. This small requirement of this overall project is a minor extension of the existing system.
n. Emergency Door Hardware
i. Von Duprin emergency door hardware
ii. Impacts: The specified door hardware is the only item meeting the requirements of Iowa City VAMC. The medical center has standardized on this system to ensure building security.
Additionally, maintaining spare parts and expertise in repairing/replacing other devices could jeopardize security to the medical center. Maintenance staff would have to be trained on different emergency door hardware which is an increased cost to the facility. Additionally the facility would have to stock different parts and storage space is very limited.
o. Door Hardware
i. Yale door hardware
ii. Impacts: The specified door hardware is the only item meeting the requirements of Iowa City VAMC. The intent is to install the same brand and type of door hardware throughout the medical center to provide interchangeable parts/components that is compatible with the existing door hardware. The medical center has standardized on this system to ensure building security. Additionally, maintaining spare parts and expertise in repairing/replacing other devices could jeopardize security to the medical center.
