3.
Please confirm the QCM shall not have any shared duties as a SSHO, superintendent or any other role on the project.

COR Response: I don’t believe this is a contractual requirement. Unless it’s specifically stated in our contract documents this isn’t a requirement. If the construction documents differ from this written response, then the construction documents govern.

4.
Please confirm that the contractor is to supply all materials testing for the project.

COR Response: Contractor is responsible for reviewing the bid documents and confirming the requirements stated for each sub-section prior to placing bids.

5.
Please confirm that all firestopping must be either installed by an FM global approved contractor, or a UL qualified firestop contractor certified.

COR Response: As required per 07 84 00: 1.5.B - Installer Qualifications: A firm that has been approved by FM Global according to FM Global 4991 or been evaluated by UL and found to comply with UL’s “Qualified Firestop Contractor Program Requirements.” Submit qualification data.

6.
Please confirm that the contractor is to include the services of a third party independent firestopping inspector in their bid.

COR Response: Bidders shall adhere to all requirements which are detailed in specification 07 84 00.

7.
Please confirm that firestopping installers accredited by a firestopping product manufacturer will not be approved by the VA unless they meet the FM global or UL qualifications referenced in section 07 84 00.

VA will not approve materials and/or installations that do not strictly adhere to the terms of the contract.

8.
Please confirm that contractor parking will be provided on site. This has a direct impact on pricing.

COR Response: Contractors may park in any available public parking lot/area (Lots A, N, J, H, and G) and may also park at the construction laydown area. In case-by-case situations, and only with written approval by the COR, the contractors may park next to buildings/areas where work is being performed. It should be noted that contractors may not park in greenspaces unless prior permission has been given by the COR. See attached map for public parking.

9.

COR Response: Contractor is responsible for reviewing the bid documents and confirming the requirements stated for each sub-section prior to placing bids.

11.
Please confirm this project must meet the buy American act requirements.

CO Response: Please reference clauses 52.225-11 and 52.225-12

12.

14.
Please confirm work in common hallways requires use of the control cube method i.e. cart with plastic covering and sealed connection to work site with HEPA vacuum for vacuuming prior to exit.

COR Response: This largely depends on what “work” will be done and where the “common hallways” will be. The specifications are clear on how this is to be handled during this project; so prospective bidders need to review all Infection Control requirements defined within the bid documents and prepare the bids appropriately.

Please confirm due to security and patient privacy that the VA has extra network equipment (switch gear, routers, UPS's) to keep the network connected during construction and cut over?

COR Response: It is stated in the construction documents, and was stated during the site visit, that neither the contractors nor the VA will be taking any existing network equipment off-line during construction. All work shall be performed while existing VA network equipment is active, without interruption, and the contractors are to carefully coordinate network cutovers with the VA to limit network downtime to pre-scheduled nights and/or weekends. There are to be no lapses in VA network connectivity without prior planning between the general contractor and the VA, and explicit VA approval.

15.
Please confirm the VA will be working and scheduling with the existing subsystem vendors on scheduling network outages.

COR Response: Please read through the construction documents carefully and understand that scheduling outages, deactivations, and reactivations of certain existing systems, and/or subsystems shall be the responsibility of the contractors. Only affected systems/subsystems that are not specifically called out in the construction documents are to be the responsibility of the contractors will be managed by the VA. These systems will be discussed in detail during coordination meetings throughout the project.

16.
Please provide floor to finish heights and floor to structure heights for all buildings.

COR Response: The construction drawings include RCP sheets that show existing floor to ceiling heights for most areas across campus. If prospective bidders require actual floor to structure heights for bid preparation this information should have been collected during the pre-bid site visit that was scheduled on 8-1-2023.

17.
Is there a current roof warranty for each building? If so, please confirm who has the roofing warranty and provide point of contact.

COR Response: Most roofs are under warranty and these systems vary per building. This information will be available to the successful bidder upon request.

18.
Is the contractor required to provide the licensing for the new Security Cameras? Or will the VA be providing that?

COR Response: Contractors are responsible for all facets of installation for a fully functional security camera system before VA acceptance. If licensing is required for full functionality then yes, it’s required to be furnished and installed by the contractors under this contract.

19.
Please confirm contractor to not include any additional data drops other then what is shown. Other EHRM projects include allowances for these data drops while this project does not.

COR Response: Contractor is responsible for reviewing the bid documents and confirming the requirements stated for each sub-section prior to placing bids.

29.
Specs call out to use OS1, can we use OS2 instead? Typically, OS1 has been replaced by the newer OS2 which is also available for indoor applications and may have shorter lead-times.

COR Response: This is incorrect. OS2 is called out in our specifications.

30.
After removing existing WAP devices, are we to re-install the same devices as well?

COR Response: We’re not replacing and/or upgrading existing WAP devices under this project. However, existing WAP devices that need to be temporarily removed to complete new work shall be removed, stored by the contractors, and reinstalled by the contractors under this contract.
