A-E Scope of Work - Addendum

Project Title: Brooksville Land Purchase and CBOC Project Number: 673-901

Description:

There are unique characteristics to this building that will require design solutions that will impact the inside and outside of the structure and will require an amount of sitework design to allow for compliance with numerous design guides in the TIL. The architectural design of this structure is unlike most where it is not a rectangle or a typical building shape. This structure appears from the outside as if a bunch of boxes were attached to each other on a common side. Missing from the structure are the following items: Main Entrance, Windows, Continuous Interior Hallway that allows for movement from one clinic space to another. No redundancy with the elevator or TIL compliance. There are no common mechanical spaces and most of the clinic does not allow for proper air changes required or the ability to maintain proper temperature and humidity requirements either. There are many TIL requirements, the VA is aware of that are all together missing. Absence of Fire Sprinklers in most of the building for example, although part of the occupied and original VA clinic space has a working Fire Sprinkler system. More specifically those items are listed below, one of which is that this structure was designed and built as a community health center and had one common lobby area, with separate office entrances around the outside of the building. This is not a desirable arrangement for the VA, where we will have to construct a main entrance and canopy for the building. This addendum includes the known features, inside and out that require design that the VA considers additional to the interior renovation, which generally does not have an impact on the outside of the structure. In this particular re-design there are specifics to this building, which will result in additional design work. The following is what the VA is aware of that will provide specific information about this structure. These are unique and more specific features that apply to this building and is not meant to be a complete list of requirements of the TIL as it applies to this project. All of the TIL requirements not noted below are still requirements for any component part or area of the structure not directly noted, unless otherwise stated in writing from the VA Project Manager /

COR and as may be required with a waiver from CFM’s Consulting Support Service.

A. VA Sustainable Design Manual. Overview: 6.4 Daylighting. This structure has no windows other than the upper floor and the entrance doorways. Skylights from the original design have been covered over. Daylighting and solutions will need to be part of the design and meet the

SDM requirements and Lighting Design Manual’s automatic dimming control requirements.

B. VA EHRM Requirements for OI&T – (Electronic Health Records Management – requirements). Overview: This facility will be required to have the OI&T equipment served with backup power 24/7 and the required temperature maintained within those spaces featured in the renovation design.

C. Existing Roof. Overview: Cool roof coating is desired for the current roof, which still has many years of lifespan left on it. The design will include a synthetic, built up roof coating system that will provide no less than a 20 Year warranty for the roof, include integral walking pad surfaces, not pads, and will change the color to white to achieve the cool roof characteristics desired for energy conservation. A Hail damage warranty will also be desired for this structure.

i.e. 100 mil rubberized coating, topped with white urethane or silicon coating. Reference is the

Augusta VA Roof Coating project, which received a DOE Building Envelope Campaign award for.

D. Transformer Replacement. Building will need a new transformer installed that is not up against the structure and that will provide all of the power that the renovated structure will demand. This should be installed to attach to the Cortez Boulevard modernized grid, instead of the Grove Ave wooden pole and pole mounted transformers. The power feeds shall be underground to the Cortez Boulevard side of the structure.

E. Backflow Preventers. The Domestic Water and Fire Sprinkler Back Flow preventers shall be replaced and located in an area protected from vehicle impact and tampering and be sized correctly to meet the current load and code requirements.

F. Irrigation. A well and irrigation shall be designed to provide for the minimal landscape and grass requirements for the entire acreage of the property.

G. Biden – Harris Federal Building Performance Standard. Overview: This renovation will need to achieve the Net Zero requirements of the Federal Government if the life cycle of these renovations is determined to last until 2045. If the lifecycle of the current re-design is established to be up until 2045 the re-design shall feature a 30% of the SF achieving a Net Zero emissions. The design must include plans to achieve the goals set forth by the BH Federal

Building Performance Standard.

H. AHU – Penthouse Requirement – Overview: Space may be utilized in the existing second floor for use as Penthouse areas for air handlers. Ch. 7 of the HVAC Design Manual designates

Tampa as a High Humidity area and prohibits the use of Rooftop AHUs without being located in a Penthouse.

I. (2) Options for Floor 2. Overview: Contractors will include in their proposal an option A and option B for the VA Integrated Project Team to decide upon at the Schematic Design phase.

Option A: is where the second floor spaces may be a solution for all of the Electrical, Mechanical, and OI&T spaces and any non-patient staff areas or storage areas that are needed instead of designing additional Air Handler Spaces or MEP spaces on the First Floor. This option will provide for a less costly building envelope for the entire second floor as it will not need to meet the daylighting requirements and can be designed similarly to the penthouse structures featured on our New Bed Tower, which is metal clad metal stud walls with roofing membrane on the bottom third of the wall approximately.

Option B: is the use of the second floor as patient care spaces, where it becomes necessary to install (2) compliant elevators and configure the building to have the air handlers in enclosures somewhere. This option will require a more costly re-design of the building envelope on the second floor.

Contractors will provide a cost analysis for construction of either of the two options and a narrative of the complexity and feasibility of the two options as it relates to the overall use of space on floors 1 and 2.

J. Existing AHUs – The Design will call for the removal of the existing AHU that serves the currently occupied spaces and all AHUs / Split Units that serve unoccupied spaces.

K. Physical Security – Known Physical security issues include many parking spaces within 25 feet of the façade of the building that need to be removed. All parking spots to be redesigned to meet the size and orientation requirements and Handicapped requirements. The addition of perimeter fencing and gates will need to be in the site re-design. Any additional parking needed can be attained by using the current wooded area of the project, however any additional retention pond area that additional pavement requires must be part of the design. The design will include the removal of the angle parking spots, line striping to achieve the required number of parking spots, and any other Physical Security requirements required in the TIL. The installation of the perimeter fence can be Ameristar Steel fencing along the street sides, along the West Side of the property and

Black Chain Link Fencing along the Wooded area of the property and around the retention pond. In order to install the fencing, gates and fence around the existing retention area the existing side of the retention area must be built up to achieve a level ground area for a fence installation. The design must feature the clearing of the trees along the property lines to accommodate the fence and for access by vehicle by the VA Police to patrol the perimeter of the property and facilitate removal of trespassers. Roof drains must be properly tied into the modified retention pond to eliminate the current soil erosion. Other options for the roof drains discharge may be considered. The sitework will also include the addition of an entry canopy and drop off area that currently does not exist and is in green space to the South of the Building. Other locations for the main entrance and canopy can be presented as part of the schematic design. The location of the main entrance should correspond to the location of the existing or proposed lobby and may require additional sitework design not detailed in this paragraph. Refer to the VA Sitework Design Manual for any other requirements.

L. Water Service – All existing plumbing supply lines to be replaced. All Sewer and Fire Sprinkler

Lines are to be replaced unless the existing components will serve the entire life cycle of the current renovation.

M. Electrical Gear and Panels – All existing Electrical components are to be replaced and should be noted in the design. Occupied areas will need to have new feeds to their panels during the first phase of the renovation design, along with their permanent panels and feeds featured in the second phase of the re-design.

N. Phasing – This design will feature two phases of the renovation, where the existing occupied areas will be protected from the construction and noise barriers designed, and the existing services will move to the renovated side of the building. Any additional services must be

All M. E. P and automation for the whole building must be designed to exist in the renovated portion of the building. The existing services for the existing occupied areas must remain operational during and after the first phase of the project has been completed. This is due to funding that may only allow for the renovation of the Northern side of the building first and a follow on project can be created to complete the Southern (Currently Occupied) Side at a later date to include the removal of all of the existing M.E.P., Controls, Automation and Fire Alarm / Fire Sprinkler Systems on the South

Side.
