RFI Response
27 15 10 – 8: Can the government please provide the included data drop spreadsheets in an excel format? Spreadsheets attached.
Is the cable tray shown on the G100 series drawings new or existing? If new what size is required?
Cable tray shown represents where and approximately what size if cable try could fit within the corridor areas. Contractor is only required to install cable tray and j-hooks ass needed based on cable and fiber routing.
Contractor is responsible for planning and designing support system based on chosen routing paths.
3 Is innerduct or maxcell required in the underground conduit for fiber? No.
Does the outside plant single mode fiber need to be field terminated with
MPOs as stated on T601? This does not match the specifications section
271323 2.2 where it calls for fusion splice to cassettes. Only multimode cabling in the data center is listed as being pre-terminated with MPO.
Slice all fiber serving TR's using cassettes in the data center. Pre-terminated fiber only required for runs internal to the data center.
Please confirm type and quantity of fiber going to each out building TR.
Drawing 001.ET601 appear to show (1) 12 strand SM and (1) 24 strand
OM4 going to each out building TR. This does not match T601 which shows multiple 24 strand SM fibers going to each out building TR. Which fiber one-line is to be used? It appears that the ET and T drawings were done by two separate firms and do not match. Which set of drawings should be used for the technology.
Each TR in the main building complex gets hybrid 12 strand OS2/ 24 strand OM4. Each outbuilding TR gets 24 strand OS2.
G-001V5: Can you please provide clarification on the what the requirements for OSP building penetration, interior conduit/cable routing to termination point consist of?
Fiber to be armored fiber. For buildings with basements or crawl spaces penetrate the foundation and provide seal off. For buildings without basements/crawl spaces turn fiber up the side of the building to the above height of the first floor and provide a junction box sufficient for fiber turn into building. Since fiber is armored no conduit or sleeves are required for routing internal to the building.
G-001V5: Are all ducts available to pull cables through as long as it’s in the correct pathway?
Only the ducts noted as empty in the existing duct utilization spreadsheets on TS101-TS104.
Project: Dayton EHRM Infrastructure Upgrades
Project Number: 552-21-701
G-001V5: Provided drawings do not identify the use of geotextile sleeves or micro-duct within proposed duct pathways. Is this correct? This is correct.
G-001V5: Can we receive clarification on what type of SM Fiber Optic
Cable is required? 0S2 armored.
G-001V5: Will there be a requirement for Maintenance Loops? If so, where and how many feet of cable per loop?
Provide a 3 meter service loop near each end either on the wall at termination or in nearest handhole/manhole to the end.
G-001V5: How should cables to be removed (DEMO) per drawing T601?
How will this affect the installation? Duct availability?
Installation of one set of the two redundant fibers should be in place and all buildings served through a particular pathway are to be live on the new closet prior to demoing any cabling in underground ducts. The second set of fibers can be installed in the final stages of the project after all existing fiber is removed.
G-001V5, Volume 5 of 5 Drawings, Pages 39-47: Can you provide the missing drawings for buildings 402, 408, 409, 410, 411, 412, & 1301? Drawings attached to this response.
T001, Drawing Index: Can you please provide the drawing for Building
138?
Could the VA provide a reference floorplan of this building? If not the answer could be: "Bid installation of fiber to the far side of the building from entry point".
T601 & T602: Maintenance hole is shown as new for this infrastructure, but it already exists (Drawing TS104: Existing Manhole Verification
Spreadsheet) Can you please provide clarification?
Unclear which manhole is being referenced. If any manhole is unclear as to new vs existing assume new to be provided and installed for bidding purposes.
T601 & T603 MH-402: Maintenance hole is not shown as “NEW” on drawings. Can you please provide clarification?
Unclear which manhole is being referenced. If any manhole is unclear as to new vs existing assume new to be provided and installed for bidding purposes.
T601 & T603 MH-20A: Maintenance hole is also identified as MH-SG14A on Drawing TS104. Can you please provide clarification?
Assume for bidding that a new manhole needs to be provided at this location.
T601 & T603 A & B Side Routings. We believe there may be a few errors.
Can you please confirm the drawings you have provided are accurate?
Bid work as plans show. Where conflicts exist assume the more stringent possible interpretation.
TS101-TS105, Sheet Notes, A: States “It is the responsibility of the contractor field verify existing conditions to validate information provided.” Is contractor to assume all new duct entrances into maintenance holes will have to be cored and priced as such? All cores through existing manholes to be assumed to be new.
TS101, MH-135: There are two MH-135s. Existing MH-135 is off the NE corner of building 135. “NEW” MH-135 is located off SE corner of building 137. Please clarify. Assume for bidding purposes that a new MH 135 needs to be installed.
TS101, MH-410B (41), MH-135 (44), & B135: It appears from drawing that existing cable route into building 135 is through MH-410B then MH-135 then B135. It identified on drawing T602 as not passing through MH-135.
Which is correct? Assume for bidding that it does pass through MH-135.
TS102, MH-320B: MH-320B was not clearly identified as being “NEW”.
Can you please clarify? It is existing.
TS102, MH-302A: Existing MH-302A is not shown: Can you please provide the drawing? it is shown just to the plan west of building 402.
23 TS102, MH-350A to B350: Can you confirm the conduit quantity and size? 4-4" conduits.
TS103, MH-DEMB: This “NEW” maintenance hole does not appear to connect to anything nor are there any cables identified to pass through it.
Is this correct? If so, can you place a note on drawing and identifying the
2-4” conduit stub-out lengths. Stub out 2-4" conduits 5' from the manhole.
TS104, MH-119: Existing MH-119: Can you please provide clarification in the drawing? Manhole exists where the radial serves building 119 from the loop.
26 TS104, MH-116B to B116: Can you confirm the conduit quantity and size? 1-2" conduit.
TS104, MH-SG14A: MH-SG14A is not clearly identified as being “NEW”.
As previously noted, this maintenance hole is identified as MH-20A in other drawings. Assume new for bidding purposes.
28 Can a full asbestos report be provided? See attached asbestos information.
The wage classifications for Montgomery County include an Electrician
Classification, only. On the other Ohio EHRM projects/solicitations
(Cincinnati, Columbus, and Chillicothe), the wage classifications include both an Electrician (Excludes Low Voltage Wiring) and an Electrician (Low
Voltage Wiring Only) classification. Understanding the importance of consistency and alignment within project specifications, we kindly request information or documentation that can shed light on the exclusion of the
Electrical (Low Voltage) classification for the Dayton VA EHRM Project in contrast to its inclusion in the Cincinnati VA EHRM Project and other Ohio
EHRM projects.
Heavy/Highway Wage Determination has been added to the solicitation through this amendment. See attached.

Is there a location where site asphalt and concrete can be stored/separated? Can this material be removed from the site once per week?
Availability based on condition/situation when construction is occurring and hence cannot be determined now.
Will soil testing be performed prior to construction, to determine if any soils are contaminated? No.
42 Is there a location where spoil dirt can be stored? See response to Question 40.
Is there a specific location that will be used as a laydown yard during construction?
See response to Question 40. Contractor must provide Conex Box for storage.
Can you please confirm how many basements vs first floors are in the buildings for telecom tie-in points?
All buildings but 126,131,135/137 and 147 have basements/crawlspaces for fiber entry. Buildings without crawl spaces will need fiber run upon the building exterior in ridgid conduit.
Several pathways for the telecom duct banks appear to conflict with existing trees. Is it permissible to adjust DB pathways to avoid trees if possible? Yes.
Bldg 120 shows new TR room buildouts (120ET) and new fiber to each on the riser diagram (T601) but there is no information in the specs (271510) for new cat6a cabling or rough-ins. Is the cabling in this building to be replaced if so can the information for these outlets be provided? Future use of building is unknown so new data cabling is not required.
There are multiple building that receive new fiber but are not shown on the “New Data Drop” section 271510 to receive new cat6a cabling. These building included but not limited to 116, 118, 119, 1301,138, 401, 402 etc.
Are these building to get the category cabling replaced or stay as is?
Buildings are only intended to get new cabling if telecommunication rooms or enclosures are being installed in those buildings.
T601 show 6-24 strand SM fiber going to bldg. 400. Is that correct it appears there is only 1 fiber cabinet in that building. Other buildings like this are only receiving 2-24strand fibers. Bid 6 24 strand fiber.
Bldg 116 shows new conduit for route b on TS104 but according to T601 and T602 there is no fiber in route B. Both fibers are routed through route A. Does this conduit need to be included? Yes include this path and provide fibers in diverse path.
The door schedule on plan page A-601 it calls for hardware sets “M-01 &
M-02”. However, in the hardware spec section, it doesn’t provide either of the hardware sets provided on the door schedule. Could you clarify which hardware sets need to be used? Bid hardware set HW-SH-3D for all doors.
DVMAC ordered (2) new 8-Ton PX029 units not yet been installed. The procurement process for these began over a year ago prior to the EHRM
Infrastructure Upgrades project. The data center needs new cooling units now, and (I believe) Steve Brandenberg plans to install these. The PX029 units incorporate variable capacity through digital scroll compressors and
EC Plug Fans.
With these (2) PX029 units available, would the project SOW change?
Possible options:
a. Eliminate one 15-Ton DSE and u lize these (2) PX029’s
b. Install (2) PX029’s and procure (4) new DSE units, for (6) total
CRACs
c. Install (2) PX029’s now, and remove/repurpose them once this new project is underway
The DSE’s & PX029’s can all be networked together via Liebert’s iCOM controllers. Eleminate one 15 ton unit from this contract.
DVMAC ordered (2) new 75kVA / 75kW UPS Units not yet installed. Like the CRAC units, the procurement process for these began over a year ago prior to the EHRM Infrastructure Upgrades project. Can these (2) new
75kVA / 75kW UPSs be used for this project? Yes they can be utilized.
What is to be done to existing signal closets. Many have special systems installed.
Contractor to remove all existing cabling call in existing cabling spreadsheet back to existing closets and remove the patch panels. Bid removal of all racks in existing TR's. if the racks have active componets that need to be supported beyond this project the rack can be left in place. Provide 12 cables between the new TR serving that area to the existing TR. Provide 12 port all mounted partch panel on each end. list of
TR's is attached.
Can the government confirm if OS1 or OS2 fiber is required from B330 9D-
109 out to the other buildings?
OS2 fiber required
Can the government confirm if the vendor will be installing 9 new manholes and the duct bank to tie them into the existing manholes. Or are we installing all new duct bank for the inner and outer loops and all new manholes?
Specific desprecpancies about manholes being new or existing have been answered as part of other pre-bid RFI's. independent counts of devices will not be provided.
Can the government confirm/mark all the TR’s on the drawings and list of cables to be replaced?
List of cables to be replced is in the new data cables spreadsheet attached to the specufications. The document lists the cables by TR. The drawingfs show the service boundaries and locations of each TR.
Can the government confirm if the vendor is supposed to be adding tray and/or J hooks in the hallways?
Confirmed. J-hooks or tray needs to be added to independently support all new cable being installed so that the existing cable doesn’t get buried in the existing trays by the new cable.
Can the government confirm if can reuse the fire rated sleeves or will new be required?
New will be required
Can the government confirm if tray liner in the trays in each comm room and the hall ways?
Tray liner is not required.
There appear to be drawings missing for floors in buildings. Can the government provide these missing drawings?
This is not specific as to which drawingsd are missing.
There is Comm Room Builds in B120 Basement, 1st, 2nd and 3rd
Floor but no cable counts for these areas. Can the government confirm if cables are being replaced and added in this building as the other buildings? If so can we get the cable counts for all the floors in B120.
No new cat 6A cables are being installed in building 120. The furture use of the building is unknown so only the closet infrustucture is being built unsder this project.
We did not see any Comm Room work in buildings 321, 340, 340A, 310, 128, 131, 335, or 322. Can the government confirm if any work needs to be done? Can the government confirm 79 Comm Rooms total.
All plans need to be reviewed and bid per plans some of the refenced buildings do have work. Recommend reviwing G-003 as a high level ov erview of which rooms are in the scope.
Can the government please provide any additional drawings. Many buildings have cables counts for the entire building by the building and not the floor. We are trying to confirm cabling, trays and or j hooks for the whole building. We are not sure as to how many floors are in each of these buildings.
Data cable drops for new casble spreadsheet are roganized by TR.
Trpically data cables are not run in between floors so the spreadhseet is orgnaized by building, floor and area.
Not all of the comm rooms are identified on the floor layouts or are missing so we want to be sure we account for all drawings if there are more.
Some comm rooms are existing and some are new so all existing presently in use my not be represented. Please also review response #53
65 Could you please advise when Q&A will be released? The Question period is closed.
66 Will the government allow additional questions? The Question period is closed.
I could not locate a signage schedule. Specifications and signage general notes on A-602 indicate new signs, but the plan notes state to relocate existing. Are there new signs? If so, can a schedule and a detail of the VA
Medical Campus Standard be provided?
Where new and existing room signs to reinstalled are keynoted on floor plan sheets. Schedule to be provided by contractor during submittals. VA to provide campus standard for signage.
We are seeing some discrepancies between drawing volumes on the electrical requirements. The volume 1 pages are referencing 100A feeders with (4) #1 and 1-#8 in a 1 ½” conduit for the new A and B panels and the volume 4 sheets are calling for (3)#6 and 1-#10 in a 1” fed from a 60A breaker. They also do not match on the source of the feeders. As an example, 410.ET601 single line shows a new panel 410-1-TRDP to feed all of the Panel A’s in building 410. Volume 1 part 1 sheets 410.G-101 through 410.G-131 have key notes for the feeds coming from different panels (panel 410.E-1-7, 410E-1-8-02, etc.). Which volume is correct.
There are similar discrepancies between volume 1 and volume 4 in almost all of the buildings.
The A and B panels in TRs with three or more racks should be fed from
100A/3p breakers with (3) 2 AWG PH, (1) 1 AWG NEU, & (1) 8 AWG EGC in 1-1/4”C. In TRs with up to two racks, the panels should be fed from
60A/3p breakers with (3) 6 AWG PH, (1) 4 AWG NEU, & (1) 10 AWG EG in
1”C. The contractor should bid the job on the basis of the sources indicated in the SCHEDULE OF NEW TR PANELS provided with the specifications, section 262416. The quantity of racks in each TR is also provided in this schedule.
Do any of the building's that are having the new fiber loop enter historical buildings? If so, are there any facade preservation or renovation activities that need to occur with this?
Yes but positioning of feeders and entry into buildings through crawl spaces and basements should not present any historic preservation issues.
Is there a desired sequence of the work within the buildings around the campus? Will we be able to access multiple buildings at a time?
See phasinbg on G-002. Four TR's will be allowed to be constructed at a time. No particular prefernce on sequence. Additonally fiber will need to be estiblished to new closets prior to utilizing them.
Can the government confirm if there will need to be any copper or fiber connections between the racks and cabinets in the Data Center 9D-109? If so, what will be needed and to/from where? There is detail 2 on Drawing
001.ET601 calling out some copper but nothing else calls out copper. Can the government provide clarification on detail 2?
Provide 12 strands OS4 fiber and 48 CAT 6A from top of each network cabinet to HAD-A and HDA-B. Provide 48 strands of fiber and 48 CAT 6A cables from each HAD to MDA. See details on ET506
On Drawing 001.ET493A Key Note 4 calls out a 576 strand MM and 144
Strand SM from Rack 1-4 to either to the wall or out of the room, can the government confirm? Can the government confirm if these are to run to the New 22ru wall mount rack on the wall from Rack 1-4 or are these the fibers leaving the room to other Comm Rooms in the building?
These are for the fibers to the TR's
Can the government also identify where the A route and B Route Fibers need to run to inside 9D-109 data center To MDA A and MDA B
In the data center drawings there appears to be some kind of perforated floor tiles needed but there is not any reference to this nor anything addressing the type or kind of floor tile it needs to be. Can the government confirm if these floor tiles will be needed or not?
The perforated floor tile shall be perforated access floor tile, see specifications 096900 Access Flooring.
In locations with existing ¾” and 1” conduit shown on the “existing data survey” are we required to provide a new 1-1/4” conduit for the technology outlet or can the existing conduit and box be used as currently installed?
Bid providing new 1-1/4" flex conduit or metalic wiremold and box at each outlet location specified.
If there are existing ¾” and 1” technology rough-in and boxes that are not shown on the “existing data survey” can they be used as currently installed?
Bid providing new 1-1/4" flex conduit or metalic wiremold and box at each outlet location specified.
Do we need to take all conduit to the cable tray as shown on ET502? We do not believe there is enough room above the ceiling to provide conduit to the tray. Also what about locations where there is no cable tray in the near the technology outlet.
No conduit does not need to go to cabvle try but should be bonded to cable tray.
56. Please see attached SF1444 form and IBEW 82 Teledata Wage Rates.
We ask that the Teledata working classification and wage package be added to the prevailing wage schedule posted for this project. This is a separate classification from the electrical that is listed in the prevailing wage posted. This classification is responsible for the installation of voice/data/fiber cabling and sest the prevailing wage for that type of work. This classification is listed under the Heavy Highway (attached for reference) posting but for some reason is left off of the “Building” posting.
Heavy/Highway Wage Determination has been added to the solicitation through this amendment. See attached.
Section 271510.2 has a TR room BB-106N in bldg. 330. This TR is not shown on the drawings. On G-101 there is a TR BC-123D but there are no drops for this TR shown in section 271510.2 New Data Drop. Are these supposed to be the same room or is there more information on these rooms?
These are supposed to be the same room.
Can the government confirm if the vendor will be installing 9 new manholes and the duct bank to tie them into the existing manholes. Or are we installing all new duct bank for the inner and outer loops and all new manholes?
There is a mix of new and existing manholes called for in the plans.
Clarifications about specific locations have been noted in these responses.
Can the government confirm/mark all the TR’s on the drawings and list of cables to be replaced?
No. TR locations have been marked on plans. Data cables to be replaced are provided in the spreadsheet attachedment to the data drop spec section.
Can the government confirm if the vendor is supposed to be adding tray and/or J hooks in the hallways?
Confirmed. Specifrics about the intent clarified in other responses.
Can the government confirm if can reuse the fire rated sleeves or will new be required?
Bid providing new everywhere.
Can the government confirm if tray liner in the trays in each comm room and the hall ways?
Tray liner not required.
There appear to be drawings missing for floors in buildings. Can the government provide these missing drawings?
This question needs to be more specific.
86 What contractor maintains the existing CCTV system? Refer to #31 above.
87 What contractor maintains the existing access control system? Refer to #31 above.
Please provide missing drawings 128 ET411 and 128ET 601 Volume 4. Will resend volume 4.
File details come from the government source that posted it. Updated .
