E.8 ADDENDUM TO FAR 52.212-2 EVALUATION--COMMERCIAL ITEMS
EVALUATION OF OFFERS
Basis of Award
This requirement is being solicited under FAR Part 13. In accordance with FAR 13.103-1(a)(2), award will be made based on Best Value. Offerors are cautioned that the award may not necessarily be made to the lowest price offered or the most highly rated technical package. The Government reserves the right to select a response that, in providing the benefit to the Government, exceeds the minimum requirements, but is not required to do so. While responses may exceed the requirements, the Government is not requesting or accepting alternate proposals, as each response must respond to the PWS requirements.
Following receipt of quotes, the Government will perform a comparative evaluation of submitted quotes in accordance with FAR 13.106-2(b). The Government will evaluate all quotes and compare them to each other. The Government Activations Team and the Contracting Officer will select for award the quote deemed to represent the best benefit to fulfill the Government’s requirement.
The Government’s comparative evaluations will be based on the following criteria:
1 Key Personnel – The Government will evaluate that all key personnel meet the minimum requirements of the Performance Work Statement. The Government will evaluate the offeror’s ability to exceed the minimum requirements of the Activation Project Manager position. The Government will evaluate the experience of the Activation Project Manager as it pertains to work with the Department of Veterans Affairs, the Department of Defense, and the US Federal Government (in that order of preference). All Key Personnel will be evaluated on a Pass/Fail basis. To achieve a “pass” rating, the offeror must meet or exceed all minimum requirements identified in paragraph 12.0 of the PWS (Attachment A). Any offeror that does not meet or exceed all requirements for all Key Personnel identified in the PWS (Attachment A) will result in a “fail” rating and will not be eligible for award.
2 Technical Submission – The Government will evaluate the technical submission based on the PWS to (1) determine the Government’s confidence in the offeror’s approach to meet the requirements; (2) the degree to which the submission describes a detailed technical/management approach for accomplishing the tasks and addresses all management aspects associated with the tasks; and (3) the offeror’s Basis of Estimate worksheet to determine if the proposed labor mix and labor hours are appropriate to accomplish each task.
3 Past Performance – The Government will evaluate the offeror’s past performance on active and physically completed federal contracts. The Government will contact the offeror’s submitted references on Government contracts. Past performance information may be obtained from any other sources available to the Government, to include, but not limited to: Contract Performance Assessment Reporting System (CPARS) or other databases; interviews with Program Managers, Contracting Officers, and Contracting Officer’s Representatives (CORs). The past performance evaluation will assess the relative risks associated with an offeror’s likelihood of success in performing the PWS requirements as indicated by the offeror’s record of past performance.
4 Price - The Government will evaluate Attachment T, Activation Pricing Workbook, for price reasonableness. The Government will then compare all quotes amongst the competing offerors.
Comparative price analysis will be used to determine that the prices are fair and reasonable and realistic in accordance with FAR 13.106.
