2
Is FAR Clause 16.3203-2 incorporated in the contract? If not would the government consider adding FAR Clause 16.3203-2 or another economic price adjustment clause to the contract to address inflation, rising material costs, rising labor costs, rising delivery and other supply-chain related costs?
FAR clause 16.203-2 will not be added into the contract. Please bid appropriately to account for these items.
3
Please confirm that only cable is CAT 5 or below has to be replaced with CAT 6A. Similar projects have made the requirement to replace anything below CAT 6A.
All cabling that is shown to be replaced shall be CAT6A.
4
Please provide a signage schedule as it relates to specification section 10 14 00. Please provide sign and lettering dimensions for Clean Agent signage shown on sheet SH001.
The signage for the Clean Agent fire extinguishers is based on https://www.safetysign.com/clean-agent-fire-suppression-signs, item B1900, or equal. The signage for the Clean Agent system is based on https://www.safetysign.com/clean-agent-fire-suppression-signs, item B1902, or equal.
5
Can you please verify if there is an existing subfloor in rooms MCR 3A133 and Telephone Equipment 3A135? Drawing SH001, sheet keynote #8 calls for smoke detection sampling below the raised floor in these rooms, but drawing FA405, sheet keynote #10 states that these rooms do not have a raised floor. If the raised floors exist, are their dimensions consistent with wall section #5 on drawing AE415?
Room 3A-133 does have a raised floor, both air-aspirating smoke detection and clean agent fire extinguishment are required to be provided under the raised floor. Room 3A-135 does not have a raised floor. The raised flooring heoght is to be field verified as indicated on 5/AE415.
6
Is there an acoustical ceiling in the Telephone Equipment Room 3A135? If so, is the elevation consistent with wall section #5 on drawing AE415?
The Dimension of 6’-11” indicated on detail 5/AE415 is Incorrect. Any new ACT is to be installed to match existing ceiling height, and match existing color, texture, pattern, and finish.
7
Is the intent to provide clean agent fire suppression and VESDA smoke detection in the above ceiling space of room MCR 3A133?
Room 3A-133 has an exposed ceiling, no above ceiling space to be protected. Room 3A-135 does have a drop-in ceiling but smoke detection and fire extinguishment is not required in the above ceiling space.
8
From my review is on page AE602. The glazing elevation legend, is there a better way to tell apart the existing vision glazing and the new vision glazing?
Refer to SK-001, SK-002, and SK-003, attached for the revised Glazing Elevation Legend and Updated details 2/AE602, 3/AE602, 4/AE602, and 21/AE602.
9
Is the new vision glazing only in two new window elevations in room BD605A? Are they¼” Clear Tempered?
The new windows in BD605A are to be 1/4" clear tempered.

Questions received 08/15/22

10
On E-421 it just says “future telecommunications cabinets” and I just want confirmation that we are to provide and build out these cabinets with LIUs, wire management, cabinet blanks, etc.
Only two cabinets will be installed and populated by the contractor. These are the cabinets where all backbone fiber will be terminated. Please refer to Telecom sheet T-503; T-407, detail 3; and associated plan notes.
11
There is a note to use basket tray is recommended on T-506, can ladder rack be a substitute?
Cable tray is required in all instances. Ladder rack shall not be used. The recommendation note on T-506, detail 6 refers to an example of what kind of cable tray to use.
12
On T-506 figure 5, on the back of the fiber cassette the rear connector is called out to be an MPO, which eludes me to think that this is supposed to be pre-terminated fiber. I looked in the specs but LC is called out with nothing calling out the per-terminated fiber. I would just like some clarification, if “recommended” products on this page are just that and not hard spec-ed.
The fiber cassette with the MPO connector will be used for pre-terminated cables that will extend to other cabinets in the server room. These are for future use and are not partof this contract. Provide fiber termination for all backbonefiber as shown on T-506, details 4 & 7.
13
Are there new cables being run to these blue drops?
The blue drop locations are part of the data drop locations that are listed on sheet T-001 and will need to be installed and certified as part of phase 1 of the project. Blue drops will be new cable to existing locations. The existing cables will need to be replace.
14
Are these existing drops? Are we running new cable to these as well?
These may be existing locations and contractor should planon installing new cables to these locations. Field verifyduring construction
15
What does the green drops signify?
The green drop locations are part of the data drop locations that are listed on sheet T-001 and will need to be installedand certified as part of phase 1 of the project. Green drops will be to new locations.
16
After review of the documents, only the general requirements for physical security are referenced. Will any specific scope of work on physical security be defined in association with this solicitation and added by contracting to the solicitation information, provided either in the technology drawing or electrical plans, addressing any PACS, IDS , VMS (CCTV).
There are a limited number of new physical security devices within the scope of work. All new physicalsecurity devices are shown on the electrical drawings.
17
Will all Physical Security cabling in TR’S impacted by EHRM project need to be updated to the latest standards of the PSRDM.
Yes, all Physical Security cabling will need to meet thelatest standards set forth by the PSRDM
18
Expansion of a TR space would require the movement of PACS controller (S) and “shorten” structured cabling. Is replacement cabling and rework part of the solicitation ?
Whatever work is required to be done to move existing equipment in a re-worked TR space is part of this solicitation.

Questions received 08/16/22

19
Due to the extremely tight schedule how will the VA handle time delays caused by the submission and responses to RFI’s?
One (1) NTP – the time for construction has allocated for the review of submittals and RFI
20
Can the superintendent also have the role of the CQC?
No, must be two separate individuals
21
Can the superintendent also have the role of the Site Safety Officer?
No, must be two separate individuals
22
Certain drawings, such as M414 state there were addendum’s 2 and 3 distributed for this project. These have not been made available to the bidders. Can these be provided?
These were incorporated into drawing package that was issued with the solicitation.
23
Has it been verified that the existing to remain cable length is sufficient to accommodate the new cabinet locations in the TR’s?
Cable lengths have not been specifically verified for existing cabling. However, it should be noted that the new racks will for the most part be located where the existing racks are currently, so this should not be an issue. If the cable lengths are not sufficient then new cabling will need to be provided.
24
Please clarify what is required of the contractors for the electrical and technology coordination drawings? How will discrepancies in the bid documents and what is discovered in the field be handled?
The construction constractor is to coordinate all documents between disciplines and trades.
25
Due to the tight schedule, if extensive coordination and research is required by the contractors, this will need to happen prior to the issuance of the construction NTP, is this acceptable to the VA?
One (1) NTP – the time for construction has allocated for the review of submittals and RFI
26
There are deduct alternates mentioned on the drawings, however the bid form does not indicate alternates?
There are no deducts included with this project, please disregard the mention of “deducts”.
30
Please provide locations were hard ceiling are located. Can access panels be installed at access points in these rooms?
Refer to RCP drawings for ceilings. Coordinate with all disciplines for access locations. Confirm that access in hard ceilings is acceptable to VA.
31
Due to the extremely tight schedule, getting shutdowns scheduled per contractor requests will be vital. What is the shutdown request timeline? Will cost and time extensions be provided by the VA if the hospital is not able to accommodate shutdown requests when submitted per the bid documents?
Contractor is to submit a shutdown request to the COR. Major shutdown requests as determined by the COR require 14 days of advanced notice. A time and date will be determined for the shutdown to occur when it will cause the least inconvenience to the operations of the Medicial Center. **Note that this response replaced the 7-day notice listed in the specification. Determination of delays will be reviewed on a case by case basis by the CO and COR if they occur (if applicable).
32
If there is no work outside on a room, can that room be sealed at the existing door to satisfy ICRA requirements?
Furnish and install the infection control barriers as called out in the specification and drawings for each area.
33
Resinous flooring is called out on the finish schedule. Additional information is required to accurately price this flooring.
Resinous flooring is limited to patch and repair only per manufacturers requirements.
34
Finish schedule calls out to use multiple finishes that are not defined. Please clarify.
Please indicate which finishes are undefined.
35
Please indicate what SDT-1 represents on the finish schedule?
SDT-1 Static Dissipative Tile.
36
Per the specs we are to have 50’ of separation between Pathway A and Pathway B. It is our understanding that entering/exiting the TRs that they will be closer than 50’, but on the drawings there are instances that both pathways are next to each other in the same hallway. Please see T-101 to T-108 for reference of one of the instances as it is a recurring. T-104 from Telecom 2A186 to Telecom 2A103 would be a particularly good example of both pathways running next to each other.
When the fiber reaches the TR it will obviously not be able to be 50’ of separation at all times. Contractor shall attempt to keep as much separation as possible where the two fibers are shown next to each other. There are many instances where both the A and B fiber runs are in the same pathway but the A and B for any given TR would not be together in that pathway.
37
What level of coordination falls on the winning bidder? There is a lot of coordination with all trades and facility personnel for the IDF cut overs. Gear will have to go down, multiple areas on in the hospital will go down. Will IT be monitoring and moving their gear? Will Patching matrixes be provided? Will IT verify what areas of the hospital will go down for each TR cut over? How much notice does the COR for cutover scheduling?
The contractor coordination will include but is not limited to providing up to date time frames to the COR, coordinating when the new work is in place and ready to facilitate cut over. Coordinating with the COR on areas that new cabling and fiber has been installed and is ready. OIT has continual monitoring of the gear in the OIT closets. VA will relocate the switches to the new contractor provided racks. OIT will work with and help determine with the COR and contractor which areas each TR room is serving. Contractor is to maintain a three week look ahead schedule and a minimum of 14 day shutdown request is needed.
38
What is the tolerance for cut overs?
This will depend on the criticality of the end user that is affected. Each area will have different time frames that will need to be adhered to.
39
What level of IT involvement and support is to be expected?
OIT will be available to help the contractor determine equipment in the racks and what it is used for. OIT will be performing the patching from the new patch panels to the switches. OIT will be moving the switches to the new racks and will also be available for general questions if needed.
40
Will IT have network hardware configuration back-ups?
OIT has indicated that backups are available for each switch on the network.
41
Installing existing infrastructure into new and relocated cabinets will affect the finished look of the existing cabling unless all the horizontal cabling being reused is removed from the patch panels and then dressed in and terminated, this will lengthen the down time. Removing and reinstalling the terminated panels results in less down time. What is the desired final look of this portion?
This will need to be addressed on a case by case basis during installation.
42
The Chatsworth cabinet part number called out is discontinued. Chatsworth has yet to respond if there is a new or alternate part number. Is it acceptable to use their recommendation if provided? Please advise.
Yes. Also, other manufacturers may be used as long as they meet the specifications of the original design.
43
In specification section 25 05 00 there is reference to 01 33 10 which determines the requirements for coordination. This is not included in the specification set. Is this just missing or is it incorporated into a different section?
Specification section 01 33 00 is referenced erroneously in specification section 28 05 00, as section 01 33 00 was not issued.
44
Section 232500 is not listed in the specs. Section 232113 -21 refers to water treatment in section 232500. Please let me know where I can obtain Specs for the water treatment
This spec section is currently not needed as we do not trat our process loop wated.
