Technical Questions and VA Response
1. 2.23 VAAR 852.223-70 INSTRUCTIONS TO OFFERORS—SUSTAINABLE ACQUISITION PLAN (SEP 2019), Page 16 of 65 indicates that "Offerors shall include a Sustainable Acquisition Plan in their technical proposals." Would the VA please confirm where in the subject technical proposal this plan should go and confirm that this is not included as part of the 20-page limit indicated for the technical proposal? Section 1.5 of Attachment 2 states this should be provided within 30 days of the preconstruction meeting.
ANSWER: Guidance in attachment 2, section 1.5 applies. 20-page limitation applies for phase 1. Please review solicitation submission guidance for phase 1.
2. Because Phase II indicates the requirement to submit the SF 1442, is this required to be submitted as part of the Phase I submittal and will it be included in page count? This is not included in the required items in Section C. Part III of Attachment 1.
ANSWER: SF1442 is not required for phase 1. Please follow submission guidance for phase 1.
3. Can team arrangement or subcontractor experience be used to fulfill the experience qualifications for the 1-3 projects that must be provided in Factor 2: Specialized Experience? Follow the guidance issued in the solicitation.
ANSWER: Follow the guidance for specialized experience issued in the solicitation. Submissions will be evaluated in accordance with the solicitation.

ANSWER: Yes, the ACM/Lead Paint and asbestos status of each building in is well documented.
b. A.A1. D - Will the VA existing network switch be reused, or the VA will provide new ones?

a. A.A1.B.2 - Does the campus have a dual manhole/underground pathway system?
ANSWER: No.

Solicitation # 36C77621R0103 EHRM Infrastructure Upgrades – Palo Alto
Technical Questions and VA Response
ANSWER: No. It is the contractor’s responsibility to determine.
6. Additionally, the RFP requires compliance with the OIT Infrastructure Standards. This standard has Appendix B, OIT Design Guide Templates which is only referenced “for additional design considerations”. Within that Appendix B document, it shows PIVs at the entrance of some TRs and data centers. Since this provided for “additional design considerations” it is not interpreted as a requirement.
Please clarify if PIVs are required for this project.
ANSWER: TR’s have PIV’s but access will be provided by VA and contractor will not be permitted to have credentials or keys to access OI&T spaces. All contractors working in OI&T spaces will be escorted.
