About this file
This document contains technical questions and answers related to a federal contract opportunity for expanding primary care design services at the Lake Nona VA Medical Center in Orlando, Florida. The opportunity requires architecture and engineering firms to provide registered structural engineering and design services for the vertical expansion of an existing healthcare facility, including structural analysis, blast analysis and design, progressive collapse evaluation, physical security, and resiliency requirements. Submissions must include Standard Form 330 qualification packages demonstrating experience with similar vertical expansion projects in healthcare settings, as well as resumes for proposed key personnel. Both AutoCAD and REVIT designs are required, though the use of vellum is an error in the solicitation. Asbestos abatement is only referenced if applicable to the scope of work.

Technical Questions Answered – Lake Nona/Orlando Design
1. On page 4 of the SOW, under Scope of Work, No. 3 states “The contractor (AE) shall hire a Certified Independent Third-Party Safety Professional (CITP) for the review of the design documents for compliance with national and local codes, standards, federal and state regulations. The CITP review will be documented by stamped/ sealed drawings by a registered/licensed professional engineer from the state of Florida.” Does the CITP need to be an Engineer? We have always used an Architect in the past. The requirement shall be Certified Independent Third-Party Safety Professional (CITP), may or may not be an engineer.
2. On page 5 of the Presolicitation Notice, under the Primary Selection Criteria, at the end of #2 states “…best illustrate specialized experience related to this project scope, such as vertical expansion design in healthcare facility, structural design, blast analysis/design, – including commissioning, progressive collapse, physical security and resiliency requirements, etc.” Is the VA looking for a Physical Security Specialist to include in our SF330’s? YES
3. Lake Nona is a new facility and a project of this nature is normally done using REVIT but the SOW states AutoCAD which we can print in hard copy, so no issues there. We have these capabilities, but CAD is difficult for designing vertical expansion and add-ons to existing facility. Lake Nona should have been done in REVIT and therefor already have the platform to work from. Can you please clarify if the Lake Nona VA engineering team solely wants AutoCAD or will they require REVIT as well? REVIT and ACAD are both required.
4. Drawings in vellum very old-school. Please clarify with Lake Nona if they truly want, or understand, vellum. This is an error; vellum is not required.
5. *Can the design team provide a structural engineer who is not registered in Florida, but is registered in other states? Yes, but the structural analysis and design will be based on Florida condition and factors. Structural engineer is not required to be license specifically in Florida
6. The contractor (AE) shall hire a Certified Independent Third-Party Safety Professional (CITP) for the review of the design documents for compliance with national and local codes, standards, federal and state regulations. The CITP review will be documented by stamped/ sealed drawings by a registered/licensed professional engineer from the state of Florida. CITP is required to be FL licensed.
7. Considering the age of the building, is asbestos abatement necessary per the SOW? ACM not required. Asbestos abatement is just referenced if applicable and is general verbiage.
*The SF330 Request has been updated as follows to reflect this:
Professional Qualifications: Professional qualifications necessary for satisfactory performance of required service. The board will evaluate, as appropriate, the education, training, registration, certifications overall and relevant experience, and longevity with the firm of the key management and technical personnel. This criterion is primarily concerned with the qualifications of the key personnel and not the number of personnel. The lead designer in each discipline must be registered as required by FAR 36.609-4 and 52.236-25. The Offeror must provide registration in any state for Structural Design-Engineering Services. The board will also evaluate resumes for all proposed key personnel. Resumes are limited to one page each and should cite project specific experience and indicate proposed role in this contract
