About this file

This document contains questions and answers regarding a request for standard form 330 architect-engineer qualification packages. The request is for the Expand Primary Care Design - Lake Nona, Orlando VAMC project. It clarifies that only up to 5 projects should be included in section F of the SF330 form and additional information can be included in section H, subject to the 50-page limit. It also explains that the safety independent third-party certification required means an independent organization has reviewed and certified that the construction project design complies with applicable safety standards, and will issue a safety report and certification upon confirmation that any discrepancies have been corrected. The certifying professional needs to be qualified for the type of work under review.

Question: Are you requiring only 5 Section F projects or are we allowed to provide 10 Section F projects as long as no more than 5 that are related to the project scope?

VA Response: Yes, only up to 5 projects will be accepted in section F. If you have more information you want to provide you may be able to use section H additional information but are still limited to the 50-page limit. The title page, table of contents and Part II of the SF330 form do not count as part of the 50-page limit.

Question: We are unfamiliar with the VA’s requirement to hire a Certified Independent Third-Party Safety Professional (CITP) for the review of the design documents for compliance with national and local codes, standards, federal and state regulations. The CITP review will be documented by stamped/ sealed drawings by a registered/licensed professional engineer from the state of Florida. It does not appear that this certification exists. Please clarify what this requirement is.

VA Response: Safety independent Third-party certification means that an independent organization has reviewed the design of the construction project and has independently determined that the design complies with applicable specific standards for safety (e.g. life safety, fire sprinkler system, egress, fire alarm, architectural, MEP, etc.). Safety Report is issued including any discrepancies requiring corrections. Upon corrections a safety certification is issued. Safety Review/report varies based on the type of project. Therefore, a CITP needs to be certified on the type of work they are doing.
