Scope of Work for Design-Build Create New Private Patient Bed Ward, Minneapolis Minnesota Project Number 618-18-183 October 9, 2108
A. General Project Information
1. The purpose of this project is to ensure the Minneapolis VA Health Care System (MVAHCS) has the capabilities to meet the inpatient privacy needs of Veterans. The MVAHCS faces a functional gap of 104 Medical/Surgical beds and has 24 each four-bed patient rooms. The proposed minor construction project Create New Private Patient Bed Ward supports the following facility patient bed issues which include a.) eliminate four-bed rooms, b.) create 10 of the 48 additional private patient rooms required, c.) provide adequate privacy for women Veterans d.) provide swing space for current facility renovations to convert multi-patient rooms to private rooms. In 2016, then VA Secretary Shulkin identified Patient Privacy as one of the highest priorities of the VHA.
2. To support items a. through d. above, the MVAHCS is authorized to construct the New Private Patient Bed Ward. The project will consist of a new, 8,000 square foot, 10-patient (8 standard rooms, 1 bariatric room, 1 negative pressure room), private patient bed ward which will be connected to the main hospital building at Ward 2-L. The new ward is expected to help correct gaps in functional patient bed rooms, privacy, infectious disease control requirements, and women's health. The new medical/surgical patient bed ward may be constructed of prefabricated precast concrete walls and roof to match the adjacent hospital structure as well as for speed of construction and cost effectiveness. The connection to the hospital facility will be by an enclosed, elevated walkway.
3. Upgrades to the current medical facility specific to this scope of work will include potential shortfalls in Building 70 utilities. Study documents completed under separate contract will identify utility needs and potential shortfalls. The documents will be available for Phase 2 of the design-build solicitation.
4. Minor renovation is required to Room 2L-123 in ward 2L to provide access to the building addition. The renovation to this space includes demolition of existing patient bedroom and conversion to corridor space.
5. The sensitivity of information relating to this project is emphasized. All the information in this SOW shall be treated as For Official Use Only. This information is not to be distributed without a confirmed need to know as confirmed by the VA.
6. The Design-Build (DB) team shall conduct a thorough site visit to investigate all aspects of the existing conditions.
7. Discrepancies in Planning Information: The DB team shall promptly report to the Contracting Officer, in writing any discrepancies within planning information provided by the Government. The DB team shall make no adjustments to work due to the identified discrepancy before the Contracting Officer has reviewed the matter and forwarded his determination to the DB team.
8. Any work that is not addressed by the contract and is considered a change order shall be immediately brought to the attention of the Contracting Officer. No “out-of-scope” or additional work shall be executed by the DB team prior to negotiation with the Minneapolis VA Medical Center and approval by the Contracting Officer.
9. All designs, drawings, specifications, notes, and other work developed in the performance of this contract shall be the sole property of the Government and may be used on any other work without additional compensation to the DB team. With respect thereto, the DB team agrees not to assert any rights and not to establish any claim under the design patent or copyright laws.
B. Specific Responsibilities
1. Responsibilities of the VA distributed within the Contracting Office and the Facilities Engineering Office. The only member authorized to make contracting decisions is the Contracting Officer. The Contracting Officer’s Representative (COR) will be authorized to make technical decisions on behalf of the Contracting Officer.
