Q&A – Private Patient Bed Ward Minneapolis VAMC

Q: Please advise when you select a date for the visit.

A: In accordance with Attachment 1 – Spec 001121 a pre-proposal site visit will be conducted in Phase II.

The most highly qualified firms selected to proceed to Phase II will be invited to attend the pre-proposal site visit. The Contracting Officer will establish the date and time and notify the Phase II offerors in writing.

Q: Are there any drawings?

A: There are models in REVIT format that will be made available. To obtain access, please send a request to Megan Dohm at megan.dohm@va.gov and provide an email and contact information by November

20, 2018. The link to view the files will go to the email provided.

Q: In this contract is it acceptable to for the bonding burden to be shared amongst the prime and subs as long as the VA is covered to the contractual values required for surety?

A: This would be a question for the Potential Offeror’s Surety. A Bid Bond (SF 24), Payment Bond (SF

25A) and Performance Bond (SF 25) will be required for this project. Bonds must be submitted in the prime contractor’s name or joint venture’s name if joint venture. Additional guidance on bonding is in the Federal Acquisition Regulation (FAR) Part 28 - Bonds and Insurance.

Q: Is there a stipend for the design phase?

A: There is not.

Q: What FAR will be dictating the subcontractor performance amounts?

A: Please see 13 CFR 125.6 referenced in VAAR 852.219-74 contained in the solicitation.

Q: The solicitation asks for a long list of resumes of key personnel and subcontractors for the design phase. It is our belief that picking subcontractors at this early stage would be disadvantageous for both our firm and the VA in regards to securing the most competitively priced subcontractors.

Due to this, would it be possible to shorten the list of required resumes? If so, who would be the personnel that are required in order for our proposal to move forward?

A: The required resumes for A-E personnel will remain the same. Any known major subcontractor resumes should be submitted under construction personnel.

Q: If we are invited to phase 2 is there a penalty for backing out?

A: No, there is not a penalty.

Q: Could you possibly add more page limits to Phase I technical proposal?

A: Yes, we will increase the total page limit for the technical proposal from twenty-five (25) pages to thirty-five (35) pages. Please see the attached revised Spec 001121 that reflects the change.

Q&A – Private Patient Bed Ward Minneapolis VAMC

Q: You are just requesting a bonding letter in phase 1 only? A bond will only need to be provided in

Phase 2 right?

A: Yes, for Phase 1 under the factor “Capability to Perform”, only a bonding letter from the surety is required.

Q: Would a senior architect resume with ample healthcare planning and experience that is equal to or more than a hospital planner be accepted for the “hospital planner” requirement?

A: Yes, this is acceptable. Please specifically identify the position the resume is intended to fill. In this case, the architect’s resume would then need to include hospital planner experience.
