About this file
This document is an Amendment of Solicitation/Modification of Contract for a renovation project at a Department of Veterans Affairs facility. The amendment extends the solicitation closing date to December 5, 2025, at 1:00 PM Central Standard Time and includes a comprehensive set of questions and answers from a pre-bid meeting. The project involves renovating a manual area, with a contract value estimated between $500,000 and $1 million.
Key project details include phased construction requirements, starting with the New Controls Depot (Room 163), followed by relocation of the existing Controls Depot, and then construction of the Bulk and NIOSH (Room 171) and Cold Pack (Room 169) areas. The project requires compatibility with existing systems, including a Software House CCURE 9000 Physical Access Control System and specific card reader standards. The contractor will be responsible for obtaining local permits, coordinating inspections, providing fire watch, managing noise levels, and ensuring minimal disruption to pharmaceutical production operations. The property is owned by a private company and subject to local jurisdiction in Murfreesboro.

Renovate Manual Area Questions
1. Will the owner accept Procore Project Management software as the primary submittal and data tracking tool for this project?
Answer: Yes
2. Will the owner accept the “Primavera P6” for schedule submission and monthly updates?
Answer: VA does not have access to Primavera. The contractor can utilize Primavera for schedule management, but will need to provide a PDF, or another file format, for submission to VA.
3. Is this project tax-exempt, and will the CO/COR provide the necessary tax-exempt certificates?
Answer: Yes, documentation will be after award
4. Many VA campuses are beginning to address tuberculosis protocols on VA campus projects, including the 90-day screening before assignment to the worksite. This requirement will limit the amount of personnel who can immediately perform work right after the award. Will this project be required to follow 01 35 26 1.13 for TB-required protocols and a requirement to follow the 90-day screening before beginning work on the project?
Answer: Negative, tuberculosis screening is not included in the specifications for this project.
5. For planning the preliminary project schedule, please provide an anticipated award date.
Answer: VA anticipates issuing a notice to proceed in January or February 2026.
6. How many calendar days should be included in the critical-path method schedule for the owner and A/E to review and respond to RFIs?
Answer: Please review specification section 01 33 23 1.10.
7. How many calendar days should be included in the critical-path method schedule for owner and A/E submittal review?
Answer: Please review specification section 01 33 23 1.10.
8. Will the Government provide the 3-D REVIT Design model in native file format for the creation of coordination drawings and use by contractor?
Answer: The 3-D model is not available.
9. Specifications section 01 35 26 para 1.7.C explains that SSHO has to be a separate qualified individual from the Prime Contractor’s Superintendent. Specifications section 01 45 00 para 3.4.B mandates that CQC System Manager can not have duties as project superintendent. Please confirm that the superintendent cannot dual hat as CQC or SSHO.
Answer: The Site Safety and Health Officer, Project Superintendent, and Quality Manager may have concurrent responsibilities if they meet the requirements of specifications 01 35 26 and 01 45 00. The Project Superintendent must be an employee of the Prime/General Contractor, must maintain physical presence on site when construction activities are being performed, and is responsible for the quality of work.
The Prime/General Contractor is responsible for safety at the job site.
10. Please confirm that the project scope will be completed during normal working hours, not nights and weekends.
Answer: It depends on the scope of work being accomplished. The contractor must limit impact on pharmacy operations. If utility outages or usage of lifts impacts other areas in operation, then the work may need to be completed after hours. VA will work with the contractor on schedule and coordination but cannot confirm that no after-hour work will be necessary.
11. Can you confirm that the owner will be contracting directly with a third-party commissioning agent for commissioning the project and that the Contractor is only to include participation/coordination with the Commissioning Agent?
Answer: The contractor is responsible for commissioning and quality assurance as required by the specifications. Third-party commissioning is not planned for the project due to the limited scope that would necessitate commissioning.
12. Knowing that the campus is limited on space and parking, it is critical that the contactor project superintendent have freedom of access and close proximity to the work. Can the VA/Owner provide a designated parking spot for the contractor project superintendent?
Answer: Attached is a map designating parking and laydown for the contractor on the northeast side of the facility. The contract staff must check-in when entering the facility, and the Superintendent is responsible for keeping a log of contractor staff on the job-site for security reasons.
13. Has the facility Operation & Maintenance team reviewed the Contract Documents for operability to avoid change orders?
Answer: The Operation and Maintenance team consists of Lessor hired contractors.
14. Can the contractor use an existing office inside the building for a temporary construction office during construction instead of setting up a temporary trailer?
Answer: The contractor may use space within the work area. Public WiFi is not available for the contractor to use.
15. Can the contractor use the existing restroom facilities in the work area or adjacent ones nearby?
Answer: The construction contractor may use the existing restroom facilities nearest to the work area. The facility uses contract staff for cleaning. VA will hold the Superintendent responsible for supporting the cleanliness of the restroom and if repeated issues occur then the construction contractor will be required to install exterior portable toilets.
16. Can the contractor use the existing on-site utilities for temporary electrical and water free of charge?
Answer: Yes, however, VA will not relocate existing utilities for easier access by the contractor.
17. Will the owner provide the fire watch during the period that the fire suppression and/or fire alarm system is not in service?
Answer: Specification 01 35 26 1.16 requires the contractor to provide the fire watch.
18. Please provide detailed guidance for noise and vibration operations, including acceptable levels/duration, hours of operations for acceptable levels, and acceptable noise levels after hours.
Answer: Appropriate personal protective equipment is required for contractors performing hazardous tasks as well as contractors in the area exposed to hazardous levels. VA and the contractor shall follow OSHA’s permissible noise level of 85 decibels, a time weighted average, however, intermittent construction tasks will significantly exceed the level and require coordination with VA. Typical hours of pharmaceutical production are 6:00am to 2:30pm, but afternoon overtime may be scheduled depending on workload. There are breaks during the day that may be utilized for significant noise activities, like drilling or cutting.
19. What color is the fencing?
Answer: The color is gray.
20. Please confirm if the original bid bond has to be sent via US Postal mail prior to the bid date.
Answer: No, email copies are acceptable.
21. Please confirm our proposal in its entirety is to be submitted via email and there are no documents required by mail.
Answer: Correct.
22. The price proposal mentions "The Government will evaluate offers in accordance with the process identified in the Price Schedule. The total evaluated price will be determined by the Offeror’s price for Bid Item 1 and determined to be most advantageous to the Government due to funding or other constraints". Can you please advise where the price schedule with bid item 1 is within the solicitation documents? We were only able to locate a price breakdown/self-performance calculation.
Answer: The Price Breakdown on pages 13-15 is the bid format (price schedule).
23. How long after NTP will the Government provide the submittal register per 01 33 23 1.3.C?
Answer: Attached is the submittal register/log.
24. How soon after NTP issuance will the owner and/or designer of record provide and confirm the complete set of contract documents including all amendments?
Answer: The documents included in the solicitation are the current and complete set of documents.
25. Can you provide the sign in sheet from the job walk?
Answer: Attached is the sign-in sheet.

Answer: Security Fire Protection Company - https://www.securityfire.com/locations.php
28. What is the floor to deck height?
Answer: Approximately 30 feet.

Answer: From top of door, 7 feet, to deck, approximately 30 feet.
30. What is the height of the new chain link fencing at the New Controls Depot?
Answer: Approximately 30 feet.
31. Estimated magnitude range under FAR 36.204 Answer: The range is shown on the first page of the solicitation, $500k to $1M.
32. Anticipated date the solicitation will be released and expected submission method Answer: The solicitation, 36C77026R0005_1, is posted on SAM.GOV. Bids are due 11- 28-2025 in accordance with the solicitation requirements.
33. Pre-bid or site visit details, if scheduled Answer: The pre-bid was held on 11-6-2025 per the solicitation.
34. Whether the 10-10-2024 drawings and specs are the latest set Answer: The drawings and specs posted on SAM.GOV are the latest.
35. Point of contact for technical questions or RFIs Answer: Please refer to the solicitation, 36C77026R0005_1, on SAM.GOV
36. Please indicate the height of the ceiling for the wire mesh.
Answer: Approximately 30 feet.
37. Is there a Hazardous Materials Report for the above referenced project available?
Answer: No, however, in the 2010 lease contract no hazardous materials were to be utilized in the construction to convert the space for VA usage. The building was renovated for VA in 2011-2012.
38. There are at least three 2x4 light fixtures that had some caution tape on then and the lights were out. Not sure if you wanted to include that in the scope of work?
Answer: No, the Lessor is required to repair or replace the light fixtures.
39. There is one fire alarm device attached to the fence that is part of the demo, that symbol is not listed on the plans as far as I can tell, but mainly I wanted to know if after demo do you have plans for that to get put back in to operation? If so where is the location for it suppose to be?
Answer: Please relocate the fire alarm device from the cage that is being demolished to side of the cage that will remain, on the other side of column line 13.
40. Circuit RPJ12:37,39 shows a motor for the overhead door. Is the single pole that's listed next to that garage for that motor correct?
Answer: Yes, the circuit is for overhead door 163B. However, since the New Controls Depot, room 163, must be constructed first for secure storage of pharmaceuticals, the contractor shall provide a new door for 163B as well as 163 rather than relocating the existing doors.
41. Who is supplying the Power Pole?
Answer: The contractor is responsible for supplying and installing the power pole(s).
The pole(s) must have capacity to accommodate the electrical and telecommunications as shown. It must be overhead and not disrupt floor operations with staff traffic, materials, or equipment. The horizontal must not be less than 10 feet.
42. Will this project be subject to inspection by local and or state code enforcement, or is this federal property (as most VA Facilities are) and out of local code's jurisdiction?
Answer: The property is owned by a private company, not the VA. The project is subject to local jurisdiction. The design plans have been submitted to the City of Murfreesboro, and the contractor is responsible for pulling the construction permit and coordinating inspections, including any required fees.
43. After close search of all documents and prints I was unable to find any mention of card readers. In order to quote the readers I feel that information regarding type and possibly model numbers will be required. Also there is mention of a big ass fan and a motorized sliding door but neither were listed in the panel layout. Could you please assist me on these items.
Answer:
Card Readers - all new equipment and devices shall match and be compatible with the existing Software House CCURE 9000, v3.00.2 Physical Access Control System.
All equipment and materials for the system will be compatible to ensure correct operation as outlined in FIPS 201, March 2006 and HSPD-12. All card readers shall match the existing facility standard of HID RPK40, HID RP40, and RP15 depending on location installed. Card reader shall be powered from its associated Controller, including its standby power source.
The CF-1, Big Ass Fan basis of design, and 163A, Sliding Door, shall be powered from existing circuits 11-27 in RPJ12 that will be spares available for reuse.
The contractor is responsible for providing power to CD-1, motorized damper.
44. Are there any phasing requirements?
Answer: The construction scope for the New Controls Depot, room 163, must be performed first. Then VA will relocate the existing Controls Depot. Then the contractor can construct the Bulk and NIOSH, room 171, and Cold Pack, room 169.
