About this file

This is an Amendment to a Request for Quote (RFQ) issued by the Department of Veterans Affairs, NCO 15 Contracting Office at Leavenworth, Kansas. The amendment (0003) is effective September 3, 2026, and provides Questions and Answers to assist vendors in responding to RFQ 36C77026Q0169 for Refrigeration/Freezer/HVAC Maintenance/Repairs services. The solicitation closing date and time remains Tuesday, September 8, 2026, at 5:00 PM CDT. Vendors must acknowledge receipt of this amendment on page 3 of the original RFQ. No further questions or answers will be provided beyond those included in this amendment.

The Q&A addresses five key topics relevant to the maintenance services: (1) equipment specifications, confirming required filter sizes of 20x20x1 and 16x30x2, and A40 belts; (2) scheduling flexibility for quarterly preventative maintenance visits across 24 pieces of equipment, permitting multiple consecutive days rather than single site visits; (3) escort requirements, whereby technicians require escorts prior to background check completion but may work independently afterward; (4) equipment history availability, with the Government noting that serial numbers are provided in the SOW to determine unit age; and (5) badging and background investigation lead time, typically two weeks following fingerprinting and questionnaire completion, though technicians may enter the facility earlier if escorted.

Questions/Answers

Please see the below Questions and Answers to assist in preparing a quote in response to the above solicitation. No further questions or answers will be provided.

1. Q: Equipment Specifications: Can the Government provide the filter sizes and belt sizes/part numbers for each HVAC unit listed in the Statement of Work equipment list?

A:The following filter/belt quantities and sizes are required.

(2)-20x20x1 filters

(4) -16x30x2 filters

(2)-A40 Belts

2. Q: Scheduling of Quarterly PM: Is the Contractor expected to service all 24 pieces of equipment in a single site visit per quarter, or may the quarterly preventative maintenance be split across multiple visits/days given the equipment's distribution across the cafeteria, warehouse, server room, and individual offices?

A: Preventative maintenance visits may be done on multiple days, but the days must be consecutive and scheduled in accordance with the SOW.

3. Q: Escort Requirements: Will technicians be escorted at all times while performing quarterly maintenance and repairs, or may they move independently within designated service areas once badged in for the day?

A: Prior to receiving background checks, technicians will be escorted when in the facility.

After background checks are conducted and approved, technicians may move independently in the facility to the areas needed to service the equipment on the SOW.

4.Q: Equipment History: Is existing preventative maintenance history or equipment age/install-date documentation available for the covered units?

A: Not all units have installation dates available. The age of the units can be obtained through research on the serial numbers as provided in the SOW.

5. Q: Badging Lead Time: Does badging or background investigation (e.g., HSPD-12) require a lead time before an assigned technician may begin work under the awarded contract? If so, please advise the expected timeframe.

A: Background checks usually take two weeks after the fingerprinting and questionnaire is completed. As stated in answer #3, technicians may enter the facility prior to the completion of the background check, but must be escorted at all times. Completion of the background check prior to starting the maintenance work is preferred.
