B.2 STATEMENT OF WORK
PROPERTY MANAGEMENT SERVICES
SUMMARY:
The SW CMOP in Tucson currently has an immediate need for property management services for our existing facility as well as two properties directly across Britannia with the addresses of 3650 and 3675 E. Britannia Drive, Tucson, AZ. The requirements will be listed in the Description of Services listed below. This scope will include all necessary trades and management in order to properly handle the property management services for the Tucson SW CMOP.
LOCATION:
TUCSON SW CMOP (Consolidated Mail Outpatient Pharmacy) located in Tucson, Arizona located at 3650 and 3675 E. Britannia Drive, Tucson, Arizona, 85706.
DESCRIPTION OF SERVICES:
Contractor shall furnish all labor, materials and equipment to perform property management services that include, but not limited to: Locksmith services; Plumbing operations & maintenance (including backflow preventers and double check valves); Electrical services to include: High/low voltage systems and maintenance of exterior and interior electrical and lighting distribution systems; Heating, Refrigeration, ventilation and humidifier maintenance; Fire alarm system preventive maintenance and inspections; Exterior and interior maintenance support training and consulting services; Fire suppression system preventive maintenance and testing; Mechanical and operations maintenance; maintenance of the grounds, central vacuum system, including irrigation systems; Landscaping and trash/recycling services. All equipment, installation materials and workmanship shall meet all current OSHA requirements, all current UPC, NFPA and NEC codes and all other applicable standards and all State and local codes as required.
In summary, services will include but are not limited to the following services:
S1. General building maintenance/ Property management services S2. Electrical systems and equipment including light replacement and UPS trailer maintenance, battery testing and replacement, infrared scanning, and report.
S3. Lightning protection system.
S4. Mechanical Systems, plumbing, eye wash stations, backflow maintenance/testing, and heating, ventilation, and air conditioning (HVAC) systems and equipment.
S5. Fire protection and life safety systems and equipment e.g., fire extinguishers, etc.
S6. Architectural and structural systems, fixtures, and equipment within the site (to the property lines).
S7. Maintenance of landscaping and exterior trash. Includes seasonal emitter replacement on Spring start-up.
S8. Locks, door hardware, door closers, ADA door openers, electric strike, and mag locks and associated hardware and field wiring up to the access control computer.
S9. Dock levelers, static bollard systems, and safety railings.
S10. Semi-Annual exterior window cleaning.
S11. Monthly Interior and Exterior pest control.
S12. Parking lot sweeping (Monthly), parking lot maintenance (crack seal, patch, striping), and exterior light replacement/inspection.
S13. Power washing of exterior concrete walkways and walls.
S14. Interior floor services including carpet (annual), all tiled services (annual) and hard surfaces.
S15. Hydro jetting of roof and overflow drains.
S16. Ice machine quarterly maintenance and cleaning.
S17. Handyman services for minor repairs, plumbing issues, lights, etc.
S18. Daily Trash and Weekly Recycling services for Facility (2–8-yard waste dumpsters and 1–4-yard recycling dumpster).
S19. Pallet lift maintenance for vertical conveyance.
S20. Non-recurring maintenance repairs
Section 1 (General Building Maintenance/Property Management Services):
The Contractor Shall:
1. Be responsible to make the management and operational decisions to meet the quality standards required under this contract, which shall be included in the Contractor’s Quality Control Plan (QCP) and Operations and Maintenance (O&M) Plan.
2. Use innovation, technology and other means and methods to develop and perform the most efficient services for the building.
3. Implement an effective service call system, that results in prompt, professional, and courteous resolution of tenant concerns.
4. Keep the Contracting Officer’s Representative (COR) and/or Facility Manager informed of status of the work being performed, provide work schedules, and provide other pertinent information needed by the COR.
5. Reduce the environmental impacts of work performed under this contract by using, to the maximum extent, environmentally sound practices, processes, and products.
6. Provide training to their employees that will stress stewardship in maintenance practices i.e., use and disposal and recycling of chemicals, dispensing equipment, and packaging.
7. Ensure their employees/contractors are properly licensed and/or certified to operate necessary building systems or equipment for which licensure and/or certification is required by federal, state, or local law, codes, or ordinances.
8. Have access to the Government Scissor Lift for routine maintenance if properly licensed.
9. Provide all documentation of maintenance, tests, and status electronically to the COR and Facility Manager on a monthly basis. The documentation shall be provided by the 10th of the month for all activity in the previous month.
Excluded from this scope are:

PREVENTIVE/PERIODIC EQUIPMENT MAINTENANCE & TESTING/INSPECTION
General: The Contractor is responsible for establishing an effective system for scheduling and performing scheduled preventive maintenance on all building equipment and systems requiring a preventive maintenance procedure covered under the scope of this contract. This system, including the list of items receiving a preventive maintenance procedure as well as the specific maintenance standard or guide describing the preventive maintenance procedure and frequency (see section, Maintenance Standard, below), is to be submitted to the COR or designee for approval within 30 days prior to contract start date.
For maintenance and testing dictated by various codes, please reference the attached Code Compliance document. VA is required by the Public Buildings Amendment Act (PL 100-678) to follow the latest editions of nationally recognized codes.
Maintenance Standard: As part of the Contractor’s established system for scheduling and performing scheduled preventive maintenance (See General, above), the Contractor must propose to the COR or designee in writing, preventive or predictive maintenance standards or guides for each piece of equipment requiring a preventive maintenance procedure. Minimally, the preventive or predictive maintenance standards or guides proposed by the Contractor must be based on the equipment manufacturer’s recommended preventive maintenance procedures and frequencies. The equipment requiring Contractor proposed preventive or predictive maintenance standards or guides must include the building equipment when any of the following equipment characteristics apply:
| • | The equipment normally requires periodic replacement of consumable components. |
| • | The equipment normally requires periodic or occasional cleaning. |
| • | The equipment has moving parts. |
| • | The equipment is prone to failure before overall obsolescence of the system it serves. |
| • | The equipment is of a type itemized in the NETA, Maintenance Testing Specifications. |
| • | The equipment requires maintenance in accordance with NFPA codes and standards. |
| • | The equipment requires maintenance in accordance with any other provision of this Contract. |
As stated previously, minimally, the preventive or predictive maintenance standards or guides proposed by the Contractor must be based on the equipment manufacturer’s recommended preventive maintenance procedures and frequencies. The Contractor shall be required to use the NFPA Codes and Standards specified in this document to perform inspections, testing, and preventive maintenance of fire protection and life safety systems and equipment. In addition, the Contractor shall be required to follow the specific testing and inspection frequencies and methods specified in such NFPA Codes and Standards. The Contractor must record such inspection and testing services on the appropriate NFPA inspection and testing forms.
The Contractor shall maintain the same maintenance and testing schedules currently utilized by the VA unless the new date is sooner than the next scheduled date and it is approved by the COR. The schedules must be continued to maintain compliance with regulatory bodies and the prescribed maintenance and testing frequencies.
Section 2 (Electrical Systems & Equipment):
Electrical Equipment: The standard for testing must conform to ANSI, ASTM, and International Electrical Testing Association publications testing procedures. Equipment (including, but not limited to switchgears, switchboards, distribution panels, transformers, motor control centers, and related components) shall be inspected, tested, maintained, or calibrated every 36 months. In addition, all molded case circuit breakers (including frames size 225 amps or less) must be tested to determine if contracts open and reclose when the breaker is manually tripped and restored. All panels are to be tested including emergency panels. If no failures are encountered, the interval between testing is every 36 months. The testing can be coordinated with the emergency power supply system testing as noted below.
Electrical Safety: The Contractor shall comply with National Fire Protection Association (NFPA) 70: National Electrical Code and NFPA 70E: Standard for Electrical Safety in the Workplace, when working on or around electrical equipment or systems or switchgear equipment. The Contractor shall only use employees who are certified in accordance with the American National Standards Institute/International Electrical Testing Association ETT-2000, Standard for Certification of Electrical Testing Technicians, or the equivalent National Institute for Certification in Engineering Technologies standard.
VHA Directive 1028, Facility Electrical Power Systems, February 24, 2020: Code and standards require that GFCIs (receptacles or overcurrent protective devices) be tested per manufacturer’s instruction. Testing of such should be performed accordingly, which is typically monthly.
Emergency and Standby Power Systems: Services under this contract consist of, but are not limited to inspection, testing, preventive maintenance, and routine exercising of equipment per the manufacturer’s recommendations for the following types of emergency and standby power systems:
· Emergency power supply systems, NFPA 110, Standard for Emergency and Standby Power Systems, including Automatic Transfer Switches and emergency generators.
· The system, including all related components, must be inspected weekly
· The system, including all related components, is exercised under load at least monthly, for a minimum of 30 minutes
· If the monthly test cannot exercise the generators at 30% load or acceptable stack exhaust temperature, an annual test must be conducted using supplemental load banks
· The fuel quality shall be tested annually in accordance with ASTM standards.
· The system shall be tested at least once within every 36 months for 4 continuous hours, also in reference to VHA Directive 1028, dated February 24, 2020.
The Contractor shall provide all tools and supplies necessary to properly perform inspections, tests, and maintenance in accordance with the most current edition of the applicable NFPA standards, including appendices. Where the NFPA standard states "should", it shall be interpreted by the Contractor to mean "shall." The Contractor is responsible for meeting the inspection, maintenance, testing frequencies, testing methods, and documentation requirements outlined in the applicable NFPA standards. The Contractor must optimize use for demand load shedding when applicable.
The Government reserves the right to make any test or inspection it deems necessary to ensure all performance requirements are being met.

The Contractor shall ensure that all areas restricted to qualified personnel are secured and properly labeled. Building wide power outages that are required for preventive maintenance for systems require a minimum of 1 month notice to the COR.
Section 3 (Lightning Protection System):
Contractor shall conduct an annual visual inspection of lightning protection system to ensure:
1. The system is in good repair.
1. There are no loose connections that might result in high resistance joints.
1. No part of the system has been weakened by corrosion or vibration.
1. All down conductors and grounding electrodes are intact (not severed).
1. All conductors and system components are fastened securely to their mounting surfaces and are protected against accidental mechanical displacement as required.
1. There have not been additions or alterations to the protected structure that would require additional protection.
1. There is no visual indication of damage to surge suppression (overvoltage) devices and confirm status lights where provided.
1. The system complies in all respects with the current edition of this standard.
1. Document the following:
8. General conditions of air terminals, conductions, and other components
8. General condition of corrosion-protection measures
8. Security of attachment of conductors and components
8. Resistance measurements of various parts of the grounding electrode system
8. Any variations Contract shall also complete a comprehensive, in-depth inspection once in five years on 1st option year of contract. The test shall consist of as a minimum:
1. Tests to verify continuity of those parts of the system that were concealed (built in) during the initial installation and that are now not available for visual inspection.
1. Ground resistance tests of the grounding electrode termination system and its individual grounding electrodes if adequate disconnecting means have been provided. These test results should be compared with previous or original results or current accepted values, or both, for the soil conditions involved. If it is found that the test values differ substantially from previous values obtained under the same test procedures, additional investigations should be made to determine the reason for the difference.
1. Continuity tests to determine if suitable equipotential bonding has been established for any new services or constructions that have been added to the interior of the structure since the last inspection.
Section 4 (Mechanical Systems, Plumbing, HVAC)
Plumbing and Restrooms: Plumbing systems must be maintained, repaired, and kept functional to the point of service delivery as defined by the utility company. The Contractor must ensure all system drains, including storm drainage and roof drains, remain clear and unobstructed.
The Contractor must take any necessary steps to prevent odors emitting from drains or other plumbing systems into occupied space, to include keeping water in traps as appropriate.
The Contractor shall clear toilet and sink blockages, as necessary. Such requests will be transmitted to the Contractor by the COR or designee through service request procedures. When replacing plumbing fixtures, the Contractor shall use the most reduced water usage device as approved by the COR or designee.
The Contractor shall perform annual backflow prevention testing of all CMOP devices in accordance with City of Tucson requirements, including completion of the Report and submission through the iBAK System. The Tester must be a Tucson Water-approved Certified Tester.

The Contractor shall perform maintenance and testing of Eyewash Stations and Emergency Drench Showers in accordance with ANSI Z358.1 and VHA Directive 7704, including weekly testing and annual flow testing.
HVAC: Contractor is responsible for the preventive maintenance and upkeep of all HVAC systems on site to the manufacturer’s specifications. Contractor shall be familiar with and utilize any manufacturer warrantees still found to be in place. Items shall include:
1. Major HVAC equipment (when in operation), including unitary equipment, computer room units, steam humidifiers and exhaust fans. Special HVAC for critical functions to include walk-in freezers and refrigeration units.
2. Distributed HVAC equipment including package units and external condensers, pumps, motors, sewage ejectors, fire pumps, and generators.
3. Battery systems and uninterruptible power systems (UPS).
4. Entire building and condensate drip pans.
Section 5 (Fire Protection, Life Safety Systems & Equipment):
Fire Protection and Life Safety Systems: “Fire protection and life safety systems “are systems and equipment installed in the building to (1) detect fire and products of combustion, (2) notify building occupants and emergency responders, (3) initiate smoke control and fire management systems (4) initiate fire suppression systems, (5) control or suppress fires and (6) facilitate and/or enhance emergency egress. Life safety systems and equipment include but are not limited to emergency lighting, exit signage, special egress door locking arrangements, fire/smoke walls, and fire/smoke doors.
All Life Safety Systems shall be maintained to NFPA 101, Life Safety Code. All fire protection, life safety systems and equipment must always be maintained and fully functional. For limited periods when system maintenance is to be performed coordination and approval with the COR or designee is required. The inspection, testing, repairs, and maintenance of all fire protection, life safety equipment and systems must be in accordance with the requirements of all applicable NFPA codes and/or standards. Inspections of the Fire Alarm and Life Safety Systems will occur quarterly.
The Contractor must immediately notify the COR of any recognized safety hazard that might impact a life safety situation or cause any harm to the building occupants. If the COR is not available for immediate notification, the Contractor must notify the designated alternate or other VA official of the existing hazard.
The Contractor must comply with all pertinent and applicable safety code requirements. Whenever the Contractor encounters equipment that is in a non-operational state or a state that it may pose a threat or endanger life or property, the Contractor must immediately notify the COR or designee of the condition and within 24 hours provide a written report of the hazardous condition and a recommendation for corrective action.
Fire alarm system control panels (fire alarm system control panels must not have any unwanted trouble conditions).
All fire alarm and suppression system inspections, tests, maintenance, alterations, and repairs performed under this contract must comply with the most current edition of the NFPA 72 National Fire Alarm Code, NFPA 25 Water-Based Fire Protection System, and related appendices. For the requirements of this contract, in any section the NFPA 72 and/or NFPA 25 states "should," it shall be construed as “shall” by the Contractor. The Contractor is responsible for meeting the inspection, maintenance, testing frequencies and testing methods outlined in NFPA 72 and/or NFPA 25. Documentation of the inspection, maintenance, and testing results referred to in previous sections of this contract must be recorded on the applicable Inspection and Testing Form from NFPA 72 and/or NFPA 25.
The contractor shall be responsible for monthly emergency light push test, annual emergency light 90-minute run test; fire department connection quarterly inspection; fire extinguishers monthly inspection; fire extinguishers annual maintenance, fire alarm testing, annual fire/smoke walls and doors inspections, and wet pipe interior inspection 1x/5yr first year of contract.
Section 6 (Architectural & Structural Systems, Fixtures, and Equipment):
Contractor shall be responsible for annual inspections of fencing, columns, gates, walkways, docks, foundations, tilt up walls, parapets, lighting poles, and covered parking structures for damage, cracks, safety and/or structural concerns. Report of inspection shall be submitted to the COR within 14 calendar days of inspection.
Section 7 (Landscaping and Exterior Trash):
The Contractor shall maintain the following aspects of the on-site landscape:
1. Application of pre-emergent & weed herbicides (included in price)
2. Rake rock landscape areas to loosen embedded debris and create a "fresh" appearance
3. Selective prune shrubs that are currently in a natural state and remove overgrowth to shape plantings according to space restrictions and growth characteristics
4. Shear shrubs that are currently tightly trimmed to resemble their current trimming schema
5. Rake from beneath shrubs to remove accumulated vegetative debris and lift plantings (if necessary)
6. Wash area maintenance: Perform weed control by hula-hoeing and applying topical herbicides; trees and vegetation shall be trimmed to remove overgrowth
7. Tree pruning from base of tree up to 7' to remove suckers and lift canopies
8. Monitor irrigation to assess operative status and make necessary repairs
9. Fertilization, Disease, and pest control of shrubs and trees 6x per year
10. Policing for trash in landscaped areas
11. Blow curb-line/sidewalks
12. Treatment for minor insect infestation
13. Storm drains cleanouts at surface/not removing manhole covers
Section 8 (Locks, Doors, Etc.):
Contractor is responsible for locks, door hardware, door closers, ADA door openers, electric strike, mag locks and associated hardware to include minor field wiring. The contractor shall conduct an annual inspection of all listed items above and provide inspection results to the COR.
Section 9 (Dock Levelers, Static Bollard Systems, & Safety Railings):
Contractor shall be responsible for the quarterly maintenance and annual inspection of dock levelers, static bollard systems, and safety railings. Maintenance for dock levelers shall comply with manufacturer specifications/recommendations. Annual Inspections shall be documented and provided to the COR within 14 calendar days of completion.
Contractor shall be responsible for applying protective coatings to all Bollard and Safety Railings once every 3 years in option year 2 of contract. This will include removing any reflective tape, applying protective coating and re-taping with approved reflective tape.
Section 10 (Semi-Annual Exterior Window Cleaning):
Contractor shall be responsible for cleaning of all exterior windows on a semi-annual basis with a report of completed cleanings sent to the COR within 14 calendar days of completion.
Section 11 (Monthly Interior & Exterior Pest Control):
Integrated Pest Management Plan (IPM)
The IPM principles are applicable to both indoor and outdoor pest management applies to all pests and is not limited to rodents and insects. Pests outside of the scope are listed herein. IPM is the coordinated use of pest and environmental information to design and implement pest control methods that are economically, environmentally, and socially sound. IPM promotes prevention over remediation, and it advocates the integration of at least two (2) or more strategies to achieve long-term solutions.
Pesticides will only be used after consideration of the full range of alternatives, based on analysis of environmental effects, safety, effectiveness, and costs. Pest management strategies may include education, exclusion, sanitation, maintenance, biological, cultural and mechanical controls, and site appropriate pesticides. Contractor is required to abide by VHA Directive 1850 02 D 2022-12-22 that states at a minimum of the listed items below:
VHA ban on the use of the selective herbicide 2,4-Dichlorophenoxyacetic Acid (2,4-D) Contractor applicators are certified and properly licensed PMPs Maintaining required recordkeeping, including but not limited to inspection reports, pest sightings, pesticide application and follow-up activities.
Providing proof of insurance for any contractor conducting pest control services. Properly handling pesticides and not disposing of them on VA property.
Providing safety data sheets (SDS) on pesticides used at the VA medical facility Contractor shall employ practices and techniques as they relate to cleaning, trash, and materials handling that reduce the sources of food, harborage, and access routes used by pests in and around buildings. Techniques may include, but are not limited to, keeping containers closed, removal of debris, etc.
Services included in the Contract: Monthly exterior and interior pest management services shall be performed by the contractor and include, at a minimum, spraying exterior near facility and any areas of concern, all interior spaces, and a monthly visual inspection with report. All other services may be ordered using the additional services of this contract. If interior pest control services are required to maintain a pest free environment these services shall be provided by the contractor.
The Contractor shall also provide detailed, site-specific recommendations for structural and procedural modifications necessary to achieve pest prevention.
Section 12 (Parking Lot Sweeping, Maintenance, & Exterior Lighting)
Parking Areas: The Contractor shall power sweep and clean parking surfaces quarterly. Restriping (to include ADA markings), power cleaning, and crack repair shall occur every three (3) years in option year 3 or if a crack becomes larger than 2” in width from the inception of this contract. Contractor shall bear this cost for minor crack repairs and coordinate with the COR, particularly if areas or spaces need to be blocked off.
Outdoor Lamps and Ballasts: Shall be maintained in working order. Bulbs shall be replaced when needed to maintain the look and functionality of the property.
Section 13 (Power Washing Exterior Concrete Walkways & Walls):
Contractor shall power wash all exterior walkways and walls on an annual basis.
Section 14 (Interior Floor Service Carpet, Tiled & Hard Surfaces):
Contractor shall perform Interior floor services to include, annual carpet cleaning, annual tile, and grout cleaning along with all hard surfaces.
Section 15 (Hydro Jetting of Roof and Overflow Drains):
Contractor shall hydro jet roof and ensure all overflow drains are clear of debris annually.
Section 16 (Ice Machine Maintenance & Cleaning):
Contractor shall perform all preventative maintenance per manufacturer’s recommendation. Repairs required will be at government cost provided all proper maintenance is conducted and documented. All documentation shall be supplied to the COR within 14 calendar days of maintenance being completed.
Section 17 (Handy Man Service):
Handyman Services: Contractor shall include up to 416 hours annually for routine and 80 hours annually for emergency handyman services (intent is for 1 day a week), which may include caulking, crack repair, painting, minor plumbing, minor electrical, carpentry, rust removal, carpet square replacement, etc.
Section 18 (Daily Trash and Weekly Recycling Services):
Trash and Recycling Services: Contractor to provide 2 – 8-yard waste dumpsters that shall be emptied daily and 1 – 4-yard recycle dumpster that shall be emptied weekly. Service is to be provided prior to noon on days of service. Additional dumps shall be at an additional cost to the government.
Section 19 (Pallet Lift for Vertical Conveyance):
Contractor shall perform all preventative maintenance per manufacturer’s recommendation. Repairs required will be at government cost provided all proper maintenance is conducted and documented. All documentation shall be supplied to the COR within 14 calendar days of maintenance being completed.
Section 20 (Non-Recurring Maintenance/Repairs):
If a repair or project is not covered by the Property Management contract, then the VA may request the Contractor to provide a minimum of two bids for the particular task. The Contractor shall be responsible for managing the task with a 10% limitation added to subcontractor proposals covering management, overhead, and profit.
Accountability & Deliverables:
Contractor is required to provide the CMOP with evidence of completion of testing required two weeks following the end of the prior month. Documents shall be in an organized binder held in the Facility Manager’s office. In addition, electronic copies shall be provided to the Facility Manager for filing.
Contractor shall meet the timeliness requirements of the scope. If the requirements are not met, CMOP will consider and potentially enforce withholding monthly contract payments.
Site Visit:
Tucson SW CMOP will conduct a site visit with all prospective contractors to walk through project and identify and answer all questions. This site visit will be setup by the Contracting Officer and/or Facility Operations Manager at a later date and time.
Work Hours:
The contractor shall have access to Tucson SW CMOP from 5:00 a.m. – 12:30 a.m., Monday through Friday, excluding Federal Holidays. If shut down of power is required and will affect production on the line, then after-hours work will need to be setup prior to accomplishing. All work must not interfere with normal production operations.
Contractor Employee Conduct:
The Government reserves the right to require removal from the site any contractor employee who endangers persons or property, whose actions are inconsistent with professional conduct, whose continued employment is inconsistent with the interest of VA CMOP security or who is found to be incapacitated or under the influence of alcohol, drugs, or other substances. Removal of employees for any reason does not relieve the contractor of the requirement to perform services specified herein.
Tobacco Use in and on VA Facilities/Properties:
Contractors are advised that the Government has prohibited smoking and the use of all tobacco products in Government facilities and on the premises. Contractor employees and visitors are subject to the same restrictions as Government personnel.
Security Requirements:
The contractor shall obtain their security badges through the front desk Security located in the front office. All contractor and sub-contractor personnel shall abide by all Tucson SW CMOP security requirements and regulations. A Government escort will be provided for all work accomplished on the Production Floor.
Weapons, Firearms, and Ammunition:
Contractor’s employees are prohibited from possessing weapons, firearms, or ammunition while on Government Property at Tucson SW CMOP.
Quality Control:
The contractor shall be responsible for the quality control of all work performed. All work must be performed in accordance with industry standards, manufacturer’s specifications, installation instructions/recommendations, related documents provided and in compliance with all applicable codes and regulations. NEC, IBC, State, County, and local authority. Perform all required tests on all work as specified herein and in accordance with code requirements and industry standards to ensure full and complete operation of all systems. Provide a Quality Control Plan with initial offers. Ensure an effective QCP is in place and updated/followed. COR must approve the QCP prior to the contract start date and shall monitor the contract utilizing a Quality Assurance Surveillance Plan (QASP).
Operations and Maintenance (O&M) Plan:
Contractors shall submit an O&M Plan with initial offers. The Plan shall describe the organization and structure of the workforce, operations, and maintenance personnel. The Contractor shall provide organization charts; staffing plans indicating trades, number of personnel, and experience levels; subcontractors roles and responsibilities; and operating schedules for evaluation. The Plan shall identify and provide addresses and contact information for subcontractors. Additionally, the Plan shall outline procedures for dealing with schedule and non-scheduled maintenance and repairs.
The VA expectation is that service calls will fall into three categories:
1. Emergency – situations where the condition constitutes an immediate danger to personnel, threatens to damage property or pharmaceuticals, or has a direct impact on CMOP production and security. During normal working hours, the Contractor shall respond immediately upon notification. Emergencies occurring at other than normal working hours shall be responded to (on scene) within sixty minutes of initial contact. The contractor shall neutralize the emergency condition before departing the facility. If further work is required, the Contractor shall have the repairs completed within three working days.
2. Special – the condition does not qualify as an emergency and does not cause a work stoppage but does have a negative impact to productivity. The Contractor shall respond to special calls within twenty-four hours and complete repairs within five days unless extenuating circumstances arise. Examples include plumbing fixture outages or leaks, administrative air conditioning, etc.
3. Routine – the condition does not qualify as an emergency or special category. The Contractor shall respond to routine calls within three days and complete repairs within ten days unless extenuating circumstances arise. Examples include repairing single light fixtures, flooring, walls, ceiling tiles, etc.
Any equipment not specified on the current CMOP schedule will be In Accordance With (IAW) the current Public Buildings Maintenance Standards Final, generated by the General Services Administration. All work performed shall be IAW the Public Buildings Maintenance Standards Final.
