1. The maximum value of orders under this IDIQ is $2.25M. Is that amount what has currently been authorized for the base year or is that all that is authorized for the base and option years?
Answer: The $2.25 Million represents the contract maximum for the base year and all option years. As a multiple award Indefinite Delivery, Indefinite Quality contract task orders for work will be issued as needed and vary for the base year and remaining option years until the maximum contract threshold of $2.25 million dollars has been reached or the contract time has expired.
1. Does the responder need to provide pricing for all labor categories shown in CLIN 0001-0015? Will the government define those labor categories?
Answer: Respondents need to provide unit pricing for the labor categories shown in CLIN 0001-0015. These labor categories are identified as typical labor categories for the work identified in the scope. If the labor categories do not directly match the description and type listed in CLIN 0001-0015 a column has been provided for the respondent to provide a description of the labor category and unit cost they plan to use to meet the contract requirements. Respondents should try to match alternate labor categories as closely as possible to the types listed in CLIN 0001-0015 to ensure they can meet the entire scope of the contract.
1. Sections 7.1 and 9.3 discuss development of prototype applications under this contract. Is the government anticipating that suppliers provide hardware and software prototypes under this IDIQ task orders within the budget provided?
Answer: 7.1 of the contract calls for the contractor to provide design services that may include design, development, installation, testing and validation/operation of prototype applications and databases in addressing automation problems with both existing and new quipment. 9.3 provides a provision for the contractor to manufacture, acquire and assemble hardware if incidental to the task order in providing the necessary resolution to automation problems.
1. Is the budget provided inclusive of project travel?
Answer: Travel will be identified and determined on a task order by task order bases and is included within the contract cost up to the limit of the contract as defined by section 15 Travel, 15.1 Costs.
1. Is there any cost to the supplier to initiate the Tier 4 Background Investigation?
Answer: Contractor should incur all cost associated with background investigations. Cost associated with a Tier 4 Background investigation typically run around $4,500 per investigation.
1. Could the government better describe the type of equipment the CMOP uses? Is this equipment being used to handle medications, packaging, shipping, etc?
Answer: Every CMOP facility uses different equipment to perform the full scope of providing mail order pharmacy services to veteran patients. While the equipment varies widely across all CMOP facilities the main processes handled within CMOP are similar. This includes equipment for processing patient prescriptions through tablet count automation (TCA), unit of use (UUA) automation and manual injection. Veteran patients may have one or multiple prescriptions in a single patient order which are processed through the automation system based on the best method for order fulfillment. The prescriptions are validated and packaged along with associated medication information ready for shipment. Packaging is completed through various methods of manual, semi and fully automated packing methods. Consolidation of packaged patient orders are sent to a third-party consolidator and sorted prior to entering shipping. All CMOP automation systems use various types of cappers, labelers, readers, conveyors scales, sorters and prescription fulfillment equipment.
1. What are the programming languages and equipment manufacturers in the facility? Could an equipment list be provided?
Answer: CMOP relies on a Microsoft SQL server data chain and to the greatest extent possible, business rules for both data flow and automation logic are executed using procedures written in Microsoft T-SQL. CMOP employs the full suite of Microsoft SQL Server data flow automation, to include SQL procedures, jobs, and extensive use of Microsoft SSIS packages. CMOP also relies on a suite of over 300 applications that are currently in use. These applications were for the most part developed for CMOP specifically. Our older legacy applications were written in C++. New development is mostly done in T-SQL and C#. CMOP facilities vary greatly in the numbers and different types of equipment manufacturers that make up the automation systems. Manufacturers such as KNAPP, BAXTER, RXAS, BAKER, KALISH and many others are present, and the numbers and types continually change. More detailed information on specific equipment by CMOP facility will be available after contract award and during task order development.
