About this file

This is Amendment 0002 to a Request for Quotes (RFQ) for glycol loop flushing services at the Nebraska-Western Iowa VA Health Care System. The amendment adds a questions and answers document addressing clarifications received following a site visit, with no other changes to the original solicitation. The contracting office is the Department of Veterans Affairs Network Contracting Office 23 located in Coralville, Iowa (52241), with Contract Specialist Erica Miller serving as the point of contact (erica.miller5@va.gov, 319-688-3703). The solicitation number is 36C26327Q0060, with a response deadline of November 10, 2026, at 5:00 PM Central Time.

The Q&A clarifications address two primary concerns: work scheduling and material handling. Flushing services must be performed during normal working hours (Monday–Friday, 7:00 AM–5:00 PM) with prior staff notification for coordination; if work cannot be completed during standard hours, the contractor must continue after hours. Regarding material access, contractors may use skids and dollies to transport glycol barrels through hospital hallways and temporarily stage them near the Microbiology loop, but hoses cannot be routed through hallways due to tripping hazard concerns. This solicitation is a total set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB), issued under FAR Part 13 Simplified Acquisition Procedures as a commercial items procurement, with NAICS code 238220 and a size standard of $19 million. The anticipated contract period is November 1, 2026, through October 31, 2027, with a firm fixed price award expected to one contractor.

1. Work Schedule: Are the glycol flushing services required to be performed exclusively during weekends or after-hours, or would normal business hours be permitted provided the temperature conditions specified in the Q&A are met and scheduling is coordinated with the VA?

Answer: Flushing should be done during normal working hours (M-F 0700-1700), staff should be notified prior to flushing for coordination. If time does not allow for finishing during normal work hours, contractor is expected to continue working after hours.

1. Material Handling and Access: Would the contractor be permitted to use skids and dollies to transport glycol barrels through the hospital hallways and temporarily stage the barrels in the hallway near the Microbiology loop, with hoses extending to the penthouse? We understand the existing Q&A restricts hose routing through the main hospital and would appreciate clarification on whether this proposed arrangement is acceptable.

Answer: Yes contractor is permitted to use skids and dollies to transport materials. Hoses cannot be ran through hallways as it presents a tripping hazard.
