About this file

This is an Amendment to Solicitation (Amendment 0001) responding to vendor questions for the Minneapolis Veterans Affairs Health Care System (VAHCS) Fire Alarm Maintenance contract opportunity (Solicitation #36C26327Q0013). The amendment was issued by the Department of Veterans Affairs Veterans Health Administration, Network Contracting Office 23 located in Saint Paul, Minnesota, with an effective date of September 15, 2026, and does not extend the original offer deadline of September 21, 2024, at 12:00 Central Time.

The amendment addresses two critical vendor questions regarding contract scope and requirements. First, regarding major component failures and system replacements: if a major component fails and cannot be repaired or replaced (such as an entire HVAC unit following water damage), the replacement will be handled through a separate contract vehicle rather than included in the fixed annual maintenance price or as a single task order. However, the determination that a part is irreparable and irreplaceable must follow the process outlined in Section 3d, paragraphs iv-v of the solicitation. Second, concerning elevator technician requirements for fire alarm system servicing: an elevator technician must be physically present during servicing of fire alarm systems associated with elevators in six identified buildings (9, 10, 49/49A, 68, 70, and 78). Facility-provided access alone does not satisfy the requirement; the elevator technician's role extends beyond access provision to provide actual assistance during the servicing process. The contract structure includes a $1,000.00 minimum and $800,000.00 ceiling per task order, with funds obligated by individual task order rather than at contract award.

Hello, the purpose of this amendment is to respond to vendor questions.

Vendor questions in bold, VHA responses in red.

1. PARTS AND MATERIALS, AND THE LIMIT OF THEM.

The Statement of Work says the Contractor shall provide all parts and materials necessary to effect maintenance and repairs, and that equipment the VA replaces or modernizes by other means shall be maintained and repaired by the Contractor at no additional cost. Section B.2 says funds are obligated by task order rather than at award, each order naming its own dollar amount, against a $1,000.00 minimum and an $800,000.00 ceiling.

Our question is where a major component failure sits between those two. If a panel is lost to something like a water leak, and the unit is old enough that no replacement can be sourced so the only remedy is a new system, is that:

(a) inside the fixed annual price for that period, or

(b) a separate task order priced when it happens?

If a major component fails and is found to be irreparable then the replacement will be handled via a separate contract vehicle. However, confirmation that the part is irreparable and irreplaceable shall be handled per the process under section 3d. iv-v.

2. ELEVATOR TECHNICIANS.

The Statement of Work makes the Contractor responsible for scheduling and the associated costs of elevator technicians assisting with the fire alarm systems associated with elevators. Where the facility can provide access to the elevator equipment rooms, is an elevator technician still required to be present, or does access alone satisfy the requirement?

Six of the buildings are described with elevators -- 9, 10, 49/49A, 68, 70 and 78 -- and Building 70 has multiple banks, so the answer moves the price by a real amount.

Per the solicitation, " xii. Contractor is responsible for scheduling and associated costs for elevator technicians to assist with the servicing of the fire alarm system(s) associated with elevators." This means that an elevator technician shall be present during the servicing of the fire alarm system associated with elevators to assist if needed. Their purpose is beyond just providing access.
