About this file

This is a Response to Vendor Questions amendment (Amendment 0001) to Solicitation 36C26327Q0001 for document shredding services issued by the Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 23. The amendment extends the offer deadline from September 4, 2026 to September 11, 2026 at 5:00 PM Central Time to allow vendors additional time to address the questions and responses provided.

The document addresses ten key vendor inquiries regarding contract requirements and pricing. Pricing is structured solely on actual pounds of documents destroyed, billed monthly with no separate weekly service, pickup, container, or minimum charges permitted. Service is required weekly at Fort Meade VAMC and Hot Springs VAMC, and every other week at Rapid City Community Based Outreach Center (CBOC), with monthly itemized poundage reports required for each location. Site visits are not mandatory, and the estimated quantities in the price schedule are historical data with actual volumes subject to variation. All onsite personnel—whether contractor or subcontractor—must obtain VA fingerprinting, background investigation, and PIV/Non-PIV credentials at no vendor cost, though lost card replacement carries potential expenses. One credential authorizes work across all three Black Hills VA locations. The VA will execute a single Business Associate Agreement with the prime contractor with requirements flowing down to subcontractors. Proof of liability insurance, security documentation, final-destruction process compliance, Quality Control Plans, and personnel resumes must be submitted at offer time; additional documentation is required post-award. The Document Preparation Clerk wage determination (2015-5367, $18.81/hour) was proposed as the applicable Service Contract Labor Standards rate.

CONTINUATION PAGE

The purpose of this modification is to respond to vendor questions and extend the offer deadline to the hour and date in box 11 of the SF30 to provide additional time to respond to vendor questions.

Vendor questions in bold, VA responses in red.

1. The price schedule is expressed solely in pounds, while the SOW requires weekly service at all three locations. Please confirm that payment will be based solely on the actual pounds destroyed during each billing period and that no separate weekly service, pickup, container, or minimum charge may be proposed.

Price is confirmed as billed by poundage monthly. Bote that each location requires a monthly report on poundage for Hot Springs VA Medical Center (VAMC), Fort Meade VAMC and Rapid City Community Based Outreach Center (CBOC) as an itemized item included with total poundage billed each month.

1. If little or no material is available for destruction during a particular week, is the contractor still required to physically visit and service each of the three locations that week?

Yes, for the Fort Meade VAMC and the Hot Springs VAMC. The Rapid City CBOC will require visits every other week.

1. Please confirm whether attendance at a site visit is mandatory in order to submit a responsive quote. If so, are additional site visits still available prior to the quote deadline, and may an authorized prospective subcontractor attend on behalf of the prime contractor?

A site visit is not mandatory and no other site visits will be authorized.

1. Please confirm that the quantities in the price schedule are estimates only and that the actual quantity ordered and paid may vary based on actual pounds destroyed.

The quantities listed in the price schedule are estimates based off of historical data and the actual quantity destroyed will vary from year to year.

1. Personnel badging and costs: For subcontractor personnel performing the weekly onsite service, what level of credentialing is anticipated (PIV, non-PIV, or other credential), and what are the current estimated costs per individual for fingerprinting, adjudication/background investigation, badge issuance, or any other required processing?

There are no costs for vendors associated with obtaining a PIV or non-PIV card, however, there are potential costs associated with losing that card.

1. Who requires credentialing: If all onsite document-destruction work is performed by subcontractor personnel and the prime contractor performs only remote contract administration, would the prime contractor's personnel also be required to undergo, PIV/non-PIV badging, or TMS training?

All onsite document-destruction work that is performed by subcontractor or contractor personnel shall require VA fingerprinting, background investigation, and a PIV/Non-PIV Card. Offsite personnel shall not be subject to these requirements.

1. Multiple locations: Will one VA credential authorize an employee to perform services at all three Black Hills VA locations, or is separate credentialing/access approval required for Fort Meade, Hot Springs, and Rapid City?

Yes.

1. Service Contract Labor Standards: FAR 52.222-41 is incorporated into the solicitation, but I was unable to identify an applicable Department of Labor Wage Determination in the solicitation package. Please confirm whether Service Contract Labor Standards apply to the employees performing the shredding services and, if so, provide the applicable Wage Determination number/rates.

I would propose the Document Preparation Clerk (Occupation Code 01070) based on the clerical nature of the position with a wage of $18.81/hour off wage determination 2015-5367 and DCPAS Wage and Salary Appropriated Fund Schedules. I will direct you to the Department of Labor for any confirmations on the appropriate position and wages.

1. Business Associate Agreement: If the prime contractor uses a subcontractor to perform the document destruction services, will the VA Business Associate Agreement be executed only between the VA and the prime contractor, with the applicable requirements flowed down to the subcontractor, or will the subcontractor also be required to execute a separate VA Business Associate Agreement?

The BAA will be between the VA and the Contractor with the requirements flowing down to the subcontractor.

1. Pre-award documentation: Please clarify whether proof of insurance, the Quality Control Plan, personnel/security documentation, and documentation demonstrating compliance with the required final-destruction process must be submitted with the quote, or whether these items are required after award.

The proof of liability insurance, security documentation and documentation demonstrating compliance with final-destruction process will be required after award. Per the Addendum to 52.212-1, the Quality Control Plan and resumes requested under the technical portion of the Contractor’s offer will be required at the time of offer submission.
