About this file

This is a solicitation document for Full-Time Equivalent (FTE) Perfusion Services at the Minneapolis VA Health Care System, issued under solicitation number 36C26326R0003. The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 23 seeks a contractor to provide Board Certified Perfusionists to perform on-site, on-call, and callback perfusion services for eligible veteran beneficiaries. The contract is a Firm Fixed Price award for an initial period of May 1, 2026 through April 30, 2027, with four optional one-year extension periods available through April 30, 2031.

The contractor must provide a minimum of three (3) Full-Time Equivalent Board Certified Perfusionists with at least ten years of experience, including a minimum of five years in recent cardiac bypass surgery. Services require 6,240 hours annually of on-site perfusion services (estimated 120 hours per week, Monday-Friday, 6:30 a.m. to 5:00 p.m. with flexibility to stay past regular hours for patient care) plus 6,620 hours annually of on-call coverage seven days per week, 52 weeks per year. All perfusionists must be certified by the American Board of Cardiovascular Perfusion, graduates of accredited perfusion technology programs, and capable of managing cardiopulmonary bypass, extracorporeal membrane oxygenation, intra-aortic balloon pumps, ventricular assist devices, and related procedures. The solicitation is set aside for certified Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Proposals are due February 23, 2026 at 10:00 a.m. CST and must be submitted electronically to Daniel Vagts at daniel.vagts@va.gov. Evaluation factors include Technical Capability (qualifications, experience, clinical skills, and management capabilities) and Past Performance, with technical capability weighted more heavily than past performance, and both significantly more important than price. The contractor must maintain professional liability insurance of $1,000,000 per occurrence, comply with all VA security and information systems requirements, complete mandatory training including ACLS/BLS certification, and provide monthly invoices with supporting documentation verifying hours worked against timesheets maintained by the facility.
