About this file

This is a Questions and Answers document for federal solicitation 36C26326Q1089 issued by the Department of Veterans Affairs Network Contracting Office 23 in Saint Cloud, Minnesota on September 16, 2026.

The solicitation requires installation of surgical lighting and utility boom equipment in operating rooms. Key requirements include: three-headed surgical light systems mounted on a single pole per room; utility booms in horizontal console configuration for anesthesia and power; a minimum of eight duplexes per boom; six new electrical circuits per room (one per room for all six rooms); Panduit runs to be provided by the offeror; mounting structure and electrical runs to the booms; and complete functional checks of pneumatic and electronic components. Medical gas components have been removed from the scope of work. The project requires full surgery department closure for a maximum of 30 days with no flexibility on this timeline. The offeror must provide all supplies needed for installation, including paint, paint color, and mounts for wall displays. The ceiling height in the operating rooms is 10 feet, with OR light mounts secured to existing beam/strut and anesthesia-power boom mounts secured to precast concrete above the finished ceiling. CAD drawings and pictures of existing equipment are not available. Project timeline coordination should commence within 24 hours of contract award, with contract award occurring as soon as possible following technical evaluations.

SUBJECT: Questions and Answers for Solicitation 36C26326Q1089

All responses from the Government are in blue.

1. Can you confirm if the requirement is for three (3) separate light heads off of 1 mount per room?

Confirmed.

2. Can you confirm if the requirement is for only eight (8) duplexs or if the VA would accept additional data/gas outlets per boom?

Minimum requirement is 8. We do not want gas outlets as they would cause a safety issue if someone thought they were active/usable.

3. In the statement of work under Scope of work 1.1 – The solicitation calls for a one-headed surgical light. However, based on the specs, line-item requirements, and the current room design, this should state three-headed surgical light system. Please confirm.

Confirmed, yes, should be 3 light heads/arms on a single pole.

4. Under the 1.5 salient characteristics section under Booms, The solicitation calls for “ Due to space constraints, anesthesia booms must be a Horizontal Console configuration.” It is our understanding this should read “Due to space constraints, utility booms must be a Horizontal Console configuration”. Please confirm.

Confirmed.

5. The project is slated for a closure of 30 days maximum.

1. Would the station consider a schedule where partial rooms were closed at a time for a longer duration?

Because of the noise and work required, surgery wants to close down and do all rooms.

SUBJECT: Questions and Answers for Solicitation 36C26326Q0197

2. Is there any flexibility in the 30 day closure?

This requirement came form surgery and is not flexible.

6. Under section 1.3, “complete functional check of all pneumatic, electronic, and medical gas components” - The facility has a single Zone Isolation valve for the entire OR. What is the intent of the Facility? NFPA 99 states that zone valves should be in place for every OR. Would the facility require new zone valves to be installed? It may be best to remove the “medical gas components” in the SOW. Please confirm.

Confirm, removing medical gas components in the SOW.

7. Section 1.4 – can this be removed? If not, can you clarify if a maintenance /support clin needs to be quoted/ identify the parts needed to keep on hand? It would make more sense to remove this section.

Section shall be removed.

8. For clarity on page (3) – The header “Boom” is used. The current OR do not have structure or MEP at any locations for the new equipment boom. A line item for new structures and MEP should be called out in the SOW IF they want an equipment boom. We understand this should be a utility boom, please confirm.

Confirmed, Utility Boom.

9. On the price cost schedule/ turnkey provisions, we understand there is no/ nor should be, any turnkey med gas piping, risers, new structure or electrical for this new boom. Please confirm.

The new booms do not need medgas piping or risers but do need mounting structure and electrical run to them.

10. Can the VA please extend the deadline, to allow for a site visit, so we may see the OR for design analysis?

Deadline will be extended, unfortunately there is no time for site visits.

11. May we speak with end users to discuss design questions?

During the active solicitation period, all vendor inquiries concerning the requirement, solicitation, specifications, evaluation, or potential award shall be directed to the Contracting Officer. Government personnel should not engage in acquisition-specific discussions with prospective offerors outside of communications coordinated or authorized by the Contracting Officers.

12. Do all the gas outlets need to be facing down on utility boom?

Gas outlets are not needed.

13. What kind of gas connection? DISS, Ohmeda, Puritan?

Gas outlets are not needed.

14. Does it have to be 6 new circuits, or can we have less if our equipment allows?

Requirement came from Surgery and is not flexible.

15. Will the entire surgery department close for 30 days?

Yes.

16. Would the dept. want to try to phase the project to stay open during part of the install?

Because of the noise and work required, surgery wants to close down and do all rooms.

17. We don’t see anything in the SOW about the mount for the utility boom. Is this just assumed that it will be provided with new equipment?

All supplies needed for installation are to be provided by offeror.

18. What kind of ceiling structure is above the finished ceiling? What will that new mount be secured to? Precast concrete, beam, etc.

For the OR lights there is an existing beam/strut. As for the Anesthesia-Power boom they’ll need to drill into precast concrete.

19. Is that 6 new electrical circuits per room, or 1 new one per room for all 6 rooms?

1 new one per room.

20. Are there already existing Panduit runs for current lighting/control panel solutions?

The solicitation requires the offeror to provide Panduit runs.

21. Is it expected for contractors to recertify the med gas?

No, medical gas requirements have been removed.

22. Is the contractor expected to run new lines for medical gas from existing location to boom location?

No, medical gas requirements have been removed.

23. Are there any ICRA plans in place, or is the contractor supposed to provide that as well?

The contractor is not required to provide an ICRA plan.

24. Are ICRA plans needed if the OR shuts down for 30 days?

The contractor is not required to provide an ICRA plan.

25. Is the contractor only supposed to paint and patch areas damaged by installation, or will there be any other patches requested in the rooms?

Only areas affected by the installation.

26. Will the VA supply the paint/paint color for these ORs?

The VA shall not supply consumable / expendable supplies.

27. Will the VA be supplying the mounts for the new wall displays?

The VA shall not supply the mounts for the new wall displays.

28. When is the project expected to start?

Coordination for Project Timelines should start taking place within 24 hours of the effective date of the awarded contract.

29. Where will the dumpster (contractor provided) be located onsite?

That will be determined post award.

30. When will the contract be awarded?

As soon as possible, after technical evaluations are completed on the offers.

31. Can you please provide CAD drawings for the ORs?

CAD drawings will not be provided at this time.

32. What is the ceiling height in these rooms?

10 Feet

33. Does the site have any pictures of the existing equipment hung in the ORs?

The site does not have any pictures of the existing equipment hung in the ORs at this time.
