About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs Network Contracting Office 23 in Saint Cloud, Minnesota. The amendment addresses questions received and answers provided by the mission partner regarding solicitation 36C26326Q0966, issued on August 6, 2026, with Amendment Number 0001.

The attachment contains clarifications on an anatomic pathology laboratory information system (LIS) procurement. The system must support 9 pathologists and 10 technical users across 16 bench-based workstations (accessioning, grossing, embedding, sectioning, case assembly, pathology office, and reporting). The facility anticipates processing approximately 16,000 surgical pathology cases annually, with future expansion capability for cytology (5,600 cases/year) and autopsy (25 cases/year). The system must interface bidirectionally with current VistA and future Oracle Health/Cerner systems, support case-status updates and specimen-tracking messages, and allow information modifications at individual workstations that synchronize with the LIS. No physician/client portal is required. The vendor must provide a modular system compatible with existing Leica BOND III and Roche Ventana instrumentation environments. All other solicitation terms and conditions remain unchanged. Offerors must acknowledge receipt of this amendment prior to the deadline specified in the solicitation.

The purpose of this solicitation amendment is to address the following:

1. See attached questions received and answers to those questions by mission partner.

2. All other solicitation Terms and Conditions remain unchanged.

Traci Johannes

Contracting Officer

1. Number of users by role: pathologists (full-time and part-time), histotechnologists/technical users, administrators/IT, and read-only users

• 9 Pathologists

• 10 Technical Users

• Administrator/IT: We do not anticipate requiring a dedicated administrator account. We expect one of the technical users to perform any necessary administrative functions.

2. Instead of defining by user role, we anticipate utilizing a system in a bench-based workflow with the following workstations:

• Accessioning – 1 station

• Grossing – 3 stations

• Embedding – 2 stations

• Sectioning – 7 stations

• Case Assembly – 2 stations

• Pathology Office (combined Accessioning/Case Assembly) – 1 station

• Reporting – 15 users

3. Annual anatomic pathology case volume by case type

Initially, we are looking to support Surgical Pathology, with an annual volume of approximately 16,000 cases. However, we are seeking a modular system that provides the flexibility to expand into additional accession areas in the future.

• Surgical Pathology – 16,000 cases/year

• Cytology – 5,600 cases/year

• Autopsy – 25 cases/year

4. Connected instrument brands and models, including the IHC stainers and any equipment beyond the Leica BOND III and Roche Ventana environment

N/A

5. Interfaces required: current VistA and future Oracle Health/Cerner; whether orders/results are bidirectional; any case-status/specimen-tracking messages; and any other external systems

• Current VistA and future Oracle Health/Cerner interfaces are required.

• Bidirectional interface capability is required. We expect to be able to modify information at individual workstations, with those changes synchronizing with the LIS. We also expect support for case-status updates and specimen-tracking messages.

6. Whether a physician/client portal is required and, if so, the expected number of users

No
