About this file
This document is Amendment 0001 to solicitation 36C26326Q0954, issued by the Department of Veterans Affairs Network Contracting Office 23 in Sioux Falls, South Dakota. The amendment answers ten technical questions submitted by offerors and corrects the quantity for each contract year from 1 to 10 and the period of performance for Option Year 4. The new offer receipt deadline is extended to August 12, 2026 at 8:00 AM Central Daylight Time.
The solicitation is for a one-year tele-town hall service contract with four one-year option periods, running from September 1, 2026 through August 31, 2031. The contractor must deliver 10 tele-town hall events per year with up to 10,000 dials per call, including one pre-event automated voice message per event to up to 10,000 phone numbers. Required services include a live technical support person (not a moderator), two professional call screeners per event, video streaming to Facebook, peer-to-peer texting (up to 10,000 messages of 240 characters), and pulse campaigns (text and voice message campaigns up to 60,000 recipients once per year). Optional services at no additional cost include closed captioning, simulcast to social media platforms beyond Facebook, written transcripts, and transcription of voicemail messages. The pricing schedule requires offerors to submit an all-inclusive, unlimited-use price per contract year covering all events, outbound dialing, and inbound minutes. Technical proposals are limited to 30 pages minimum 11-point font, while the SF 1449, price schedule, and representations and certifications may be filed separately. The principal NAICS code is 517810 (All Other Telecommunications), and the product/service code is R499 (Support - Professional: Other).

CONTINUATION PAGE
1. Reference: Section B.2, 1.1 and 1.2, page 4 The Statement of Work does not state the number of tele-town hall events required. The background references the 90-day community meeting cadence and 1.3 establishes a one-year base period. Can VANWIHCS confirm the anticipated number of tele-town hall events per contract year?
10 tele-town halls per year of up to 10,000 dials out per call.
2. 2. Reference: Section B.2, 1.2.1.2 and 4.1.6, pages 4 and 5 The Statement of Work requires pre-town hall automated voice message delivery to VHA-provided phone numbers but does not state a list size or a number of pre-event calls. Can VANWIHCS confirm (a) the anticipated quantity of phone numbers per event, and (b) whether one pre-event automated message per event is anticipated, or more than one per telephone town hall?
1 pre-event call per tele-town hall and the list will be up to 10,000 phone numbers.
3. 3. Reference: Section B.2, Section 4, pages 5 and 6 The Statement of Work describes platform, training and technical support but does not address several services commonly associated with tele-town hall delivery. So that offerors price accurately, can VANWIHCS confirm whether each of the following is required, optional, or not required under this contract:
a. A live host or moderator to facilitate the event (a professional from outside the VA who moderates the conversation and has a speaking role on the event)
We do not need a live moderator to speak on the call, but do need a live person to provide technical support to ensure that the call is working correctly and gets connected.
b. Professional call screeners, and if required, the number per event?
Two call screeners per event.
c. Video streaming This is a required need.
d. Closed captioning This is not a necessary element and if it is provided it will be at no additional cost to the Government.
e. Simulcast to social media platforms other than Facebook This is not a necessary element and if it is provided it will be at no additional cost to the Government.
f. A written transcript of the event.
This is not a necessary element and if it is provided it will be at no additional cost to the Government.
g. Transcription of participant voicemail messages This is not a necessary element and if it is provided it will be at no additional cost to the Government.
4. Reference: Section B.2, 1.2.1.5, page 4 The Statement of Work requires peer-to-peer texting. Can VANWIHCS confirm the anticipated message volume (number of text messages sent), the message length (characters per message), and whether two-way response handling is expected (follow-up responses if needed)? The option for up to 10,000 messages up to 240 characters.
Two-way response is not necessary.
5. Reference: Section B.2, 4.2.4, page 6 The Statement of Work requires the contractor to create pulse campaigns. Can VANWIHCS define what constitutes a pulse campaign for purposes of this requirement, and the anticipated frequency?
The option for text and voice message campaign once per year with up to 60,000 recipient phone numbers.
6. Reference: Section B.2, 6.4, page 6 Data must be purged from contractor infrastructure or moved to VANWIHCS secure network storage within 72 hours of a completed event or upon COR notification. If VANWIHCS elects transfer rather than purge, will the Government provide the destination and the transfer method?
The requirement would always be to purge the data. However, in the event we would request a data transfer we would establish a local destination and method.
7. Reference: Section B.3, Price/Cost Schedule, Item 4001, page 10 Item 4001 (Option Year 4) states POP Begin 09-01-2029 and POP End 08-31-2030, which duplicates Item 3001 (Option Year 3) and is inconsistent with Section B.2, 1.4.2, which establishes four option years running through 08-31-2031.
Will the Government issue an amendment correcting Item 4001, or should offerors price Item 4001 for the period 09-01-2030 through 08-31-2031?
The correct period of performance for Line Item 4001 is 09/01/2030 through 08/31/2031.
8. Reference: Section B.3, pages 9 and 10, and Section E, E.2, page 32 The price schedule establishes one line item per contract period at a quantity of 1.00 EA with no stated volume, and award will be made on a Lowest Price / Technically Acceptable basis. Does the Government intend each annual line item to represent an all-inclusive, unlimited-use price covering all events, outbound dialing and inbound minutes within that period? If not, on what quantity basis will offers be compared?
Yes, the Government intends for an all-inclusive price based on the Statement of Work and 10 tele-town halls per year.
9. Reference: Section E, E.1 Addendum (b), page 32 Offers are limited to 30 pages in minimum 11-point Arial, Calibri, Courier or Times New Roman font. May tables, charts and graphics use a font smaller than 11-point? If so, what minimum size will the Government accept?
No, 11-point is the minimum acceptable.
10. Reference: Section E, E.1 Addendum (b), page 32 Does the 30-page limit include the signed SF 1449, the price schedule, and representations and certifications, or does it apply only to the technical narrative?
The 30-page limit is strictly for the technical narrative; the SF 1449, SF 30 amendment, and any other representations and certifications may be filed separately.
