About this file
This document is a Questions and Answers (Q&A) file for a federal contract opportunity involving window cleaning services at the San Francisco VA (SFVA) Medical Center.
The solicitation requires comprehensive window cleaning services across multiple buildings with approximately 1,300 windows. Cleaning will occur at four site visits annually, with interior windows cleaned once, exterior windows cleaned twice, and entrances cleaned four times per year. Both interior and exterior window surfaces must be cleaned. Building heights vary significantly: Building 5 reaches 146 feet (windows up to 72 feet), Building 52 is 14 feet, Building 1 is 78 feet (windows to 60 feet), Building 53 is 33 feet with rooftop-accessed windows, and Building 54 is 29 feet. The facility includes clerestory windows at heights of 13 feet (primary care clinic), 17 feet (oncology), and 20 feet (front lobby) in Building 5. Site drawings and floor plans are provided identifying window types by color (fixed, screened, and entrance windows). No structural anchors are available for cleaning apparatus; contractors must supply their own extension ladders, with 24-28 foot models potentially necessary. Water sources are available at the facility for contractor use. Window screens are identified on drawings, with exterior screens marked in orange; unmarked areas have interior screens. The Government will consider drone-assisted window cleaning technology provided contractors comply with FAA requirements, VA safety requirements, patient privacy/HIPAA policies, and site-specific restrictions, with particular attention to avoiding recordings in patient areas.

2. Is a site plan available?
a. Yes, site drawings are included.
3. What is the maximum building height?
a. The maximum height of building 5 is 146’. Window height varies across the building, but no windows are above 72’.
b. The maximum height of building 52 is 14’.
c. The maximum height of building 1 is 78’, but maximum window height is approximately 60’.
d. The maximum height of building 53 is 33’. There is a row of windows that will need to be access from the rooftop, which Engineering staff can assist with.
Photo attached.
e. The maximum height of building 54 is 29’.
4. How many skylights require cleaning? What is their height above a stable work surface? Are there atriums?
a. There are clerestory windows above the primary care clinic area (13’), oncology treatment area (17’), and the front lobby area (20’) in building 5. These are indicated with a red line in the photos attached and by the pink areas in the attached drawing. There is an attached photo depicting the primary care clinic area, which also provides a view of the front lobby window height. The primary care clinic windows are set back roughly 7’ and can be accessed using an extension ladder.
5. Are structural anchors available at buildings over five stories to support window cleaning apparatus?
a. No, there are no structural anchors available to support cleaning apparatus. Roof top access will be provided where necessary. Contractor will be required to bring their own extension ladders to reach some rooftops. 24’-28’ models may be necessary.
1. The SOW references roughly 1,300 windows, while the floor-plan attachments identify fixed, screened, and entrance windows by color. Will the VA provide a definitive window count by building/floor/type, or should offerors derive quantities solely from the drawings and conduct their own verification?
a. Drawings indicate areas that may include screens on either interior or exterior of windows.
b. Exact quantity of windows is estimated due to how windowpanes/quantities are identified differently from Offeror to Offeror. Approximation is 1300 windows.
Offerors can utilize provided drawings/plans, along with resources such as Google Earth and online photos of campus buildings.
2. Will the VA permit or schedule a pre-quotation site walkthrough so offerors can assess lift/scaffolding access, roof access, interior restrictions, water availability, and other mobilization conditions? See refer to the drawings included.
3. The SOW references “Attachment 1” for the Performance Requirements Summary. Is the PRS table embedded in Section 5 the complete Attachment 1, or is a separate attachment missing from the solicitation package? It is the embedded table.
1. Would the Government consider and accept a proposed approach utilizing commercially available drone-assisted window cleaning technology, provided the contractor complies with all applicable FAA requirements, VA safety requirements, and any site-specific restrictions?
a. Yes, the SFVA Medical Center would consider proposed approach’s utilizing commercially available drone-assisted window cleaning technology, provided the contractor complies with all applicable FAA requirements, VA safety requirements, patient privacy/HIPAA policies, and site-specific restrictions. Drone usage does have strict requirements and contractor must be conscientious of not recording anything contained within patient areas to protect patient privacy.
2. Will the contractor be provided access to water sources at the facility for performance of the window cleaning services, or should offerors assume that all water required for performance must be supplied by the contractor?
a. Yes, there will be water sources available at the facility to connect to.
3. The Statement of Work indicates that screens shall be removed and reinstalled, as necessary. Can the Government clarify whether the window screens included in this requirement are removable from the interior side?
a. Screens are indicated on the provided drawings/plans. Floor plans/drawings that have exterior screens are indicated in orange writing with “exterior screens” printed on the drawings. Areas without that printed indication will have interior screens.
