4th Floor Research Air Compressor Replacement Updated 06/09/2026 Location:

Department of Veterans Affairs Nebraska–Western Iowa Health Care System Omaha Division Medical Center 4101 Woolworth Avenue Omaha, Nebraska 68105

Period of Performance (POP):

Contractor shall be prepared to work after hours and on weekends for any activities impacting patient care. Any patient care impacts shall be coordinated and approved in advance. Ambient weather and operational continuity of facility systems shall be considered when scheduling work.

Contractor shall provide a work plan and coordinate the project schedule after award and prior to kickoff.

All activities must be coordinated with VA Engineering to ensure minimal operational disruptions.

Description:

The Omaha VAMC requires services to remove existing air compressors and install a new 5 HP reciprocating industrial-duty air compressor and tank, including all required handling, reconnection, and testing. Along with replacement of duplex 2 horsepower air compressors and motors. The purpose of this project is to ensure reliable compressed-air service and reduce equipment downtime.

Scope of Work:

The contractor shall furnish all labor, equipment, supervision, and materials necessary to perform the following installation tasks:

5 Horsepower Air Compressor and Tank.

• If aftercooler is not present in original system then add aftercooler if compatible. If present then replace.

1. Provide all required rigging once equipment is onsite.

2. Disassemble the existing compressor, motor, and remove the tank to a designated onsite location.

3. Replace 5 hp compressor and motor with 5 hp scroll compressor, and motor.

4. Replace the air dryer

5. Transport the 5 Hp compressor, compressor tank, and air dryer components to the 4th-floor mechanical room and assemble them.

6. The contractor is to return the old air dryer that was replaced to the VAMC

7. Reconnect the 1/2-inch copper piping from the compressor skid to the system piping.

8. Install all required piping connections, fittings, valves, and check valves needed to integrate configuration into the existing system.

9. Provide electrical connections from existing power sources to the new duplex motor assembly.

10. Contractor is to not install any controls to the air compressors.

11. Perform pre-startup checks, alignment verification, and torque checks.

12. Verify pressure setpoints, cycling, load sharing, emergency shutdown responses, and confirm the absence of leaks.

13. Work is estimated to require two consecutive standard workdays (8 hours/day).

14. Demonstrate system operation to facility personnel.

Duplex 2 Horsepower Motors and Air Compressors.

• If aftercooler is not present in original system then add aftercooler if compatible. If present then replace.

1. Provide all required rigging once equipment is onsite.

2. Disassemble the existing compressor and remove the tank to a designated onsite location.

3. The contractor is to keep the existing air dryer and reconnect it to the new compressor

4. Replace duplex 2 hp compressor and motor with duplex 3 hp scroll compressor and motor.

5. Transport the duplex air compressor, motor, and tank components to the 4th-floor mechanical room and reassemble it together

6. Reconnect the copper piping from the compressor skid to the system piping.

7. Install all required piping connections, fittings, valves, and check valves needed to integrate the duplex configuration into the existing system.

8. Provide electrical connections from existing power sources to the new duplex motor assembly.

9. Contractor is to not install any controls to the air compressors.

10. Perform pre-startup checks, alignment verification, and torque checks.

11. Verify pressure setpoints, cycling, load sharing, emergency shutdown responses, and confirm the absence of leaks.

12. Work is estimated to require two consecutive standard workdays (8 hours/day).

13. Demonstrate system operation to facility personnel.

The contractor will replace the air receiver with the appropriate ASME type for both systems.

The contractor shall comply with all VA guidelines for working in an occupied healthcare environment.

Preventative Maintenance Plan Upon installation of required air compressors, motors, and tanks. Contractor is to provide a preventative maintenance plan for said air compressor systems to allow VA maintenance personnel the proper guidelines to follow to ensure continuous long-term function of newly installed systems

GENERAL REQUIREMENTS

a. The contractor’s personnel, while on VA property, shall adhere to all requirements and regulations that govern the VA Health Care System and its property. Among all other requirements, the VA Health Care System and its property is now entirely smoke-free. No weapons are permitted on the premises.

b. The contractor will be required to check into and out of the engineering office space prior to and at completion of each workday. Contractor shall provide a brief report summarizing the daily objectives and completed tasks as well as any additional on-site coordination.

GRAY MARKET PREVENTION LANGUAGE

• Gray market items are Original Equipment Manufacturers’ (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for a services contract for maintenance of medical equipment for VA Health Care Systems.

No remanufactures or gray market items will be acceptable.

• The contractor shall be an OEM, authorized dealer, authorized distributor, or authorized reseller for the proposed medical supplies, medical equipment, and/or services contracts for maintenance of medical equipment (i.e., replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM’s warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions.

• The delivery of gray market items to the VA in the fulfillment of an order/award/contract constitutes a breach of contract. Accordingly, VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at VA’s election, allowing the contractor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA Health Care System upon discovery of such items.
