This is an amendment to a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.
Solicitation number 36C26326Q0458 Amendment 1 is answering questions received for this solicitation.
Quotes are due to the Contracting Office by Wednesday April 1, 2026 at 12:00 PM Central Time.
Quotes are required to be emailed john.milroy@va.gov in .pdf or .docx format only prior to the solicitation closing date and time. Offeror shall submit offers by Due Date/Time specified in Block 8 of Standard Form (SF) 1449 of solicitation to John Milroy, Contracting Officer, at john.milroy@va.gov with “Solicitation – 36C26326Q0458” in subject line.
It is the responsibility of the offeror to ensure their quote is received in its entirety before the solicitation closing.

Vendor Questions and Government Answers
· What is the brand or model of the existing PACS/PIV system?
· Government Answer: Tyco, Life safety systems, JCI I Star
· Are there any maps or floor plans to help identify distances and locations of the doors?
· Government Answer: Floor plans can be provided but will not indicate the distance
· Is experience installing PIV systems for the VA specifically required, or will documented experience installing same or similar PIV systems or readers to federal government access control systems at non-VA agencies be considered?
· Government Answer: No. It does not have to be specific work for the VA. You must provide documentation that you have successfully provided this kind of work before with past work performance
· What is the make and model of the failed board in Building 17 that requires replacement?
· Government Answer: Board make and model is unknown, It is house in a Tyco panel
· In Buildings 5 and 7, is any pre-existing wiring present in the door frames, or should offerors assume all cabling is new?
· Government Answer: Building 5 has no current wiring for this addition. It does have PIV wiring but not in this area.
· What is the existing door hardware in Building 5 that the contractor must preserve and work around?
· Government Answer: Building 5 (North rooms 7,8,9,11) will require ALL hardware, locking mechanisms. Basic new install. ( current panel does have sufficient ports to add these rooms)
· Will the VA provide cardholder credential data for the PIV cards to be programmed, or does the contractor source blank cards and manage all credential encoding?
· Government Answer: Yes, The VA only requests the blank cards.
· What is the existing system that is currently being used that we would add to?
· Government Answer: See answer above.
· In the event that the iSTAR board cannot be procured, would the use of Genetec be considered an acceptable alternative?
· Government Answer: Yes if it is proven to be fully compatible with our current system. We would prefer to replace with the same existing equipment if possible
· What is the existing system that is currently being used that we would add to?
· Government Answer: See above.
