About this file

This document is a Responses to Questions file for federal contract opportunity PN: 636-26-306, which concerns the replacement of HVAC systems in Buildings 6 and 8 at a VA facility.

The project requires replacement of air handling units (AHUs) and associated equipment in two buildings. Building 6 will have a McQuay CAH010FMAC AHU (5,000 CFM) installed, along with a new 3-ton mini-split system in the basement for mechanical space cooling only. Building 8 will receive a McQuay CAH006FMAC AHU (3,200 CFM). Both buildings will have DX cooling coils and steam heating coils replaced or installed. The condenser units are McQuay models ACZ020A for Building 6 (196 MBH capacity, R22 refrigerant) and ACZ013A for Building 8 (127.7 MBH capacity, R22 refrigerant). Bidders may propose alternative refrigerants (R454B or R410A) if equipment is compatible with SOW specifications and meets EPA guidelines. Building 6 work requires after-hours scheduling for interior work affecting patient areas, while Building 8 office work can occur during business hours. PCRA and ICRA protocols will be completed before work begins. Crane operations are permitted with 14 days' notice and a lift plan; lifts over Building 6 must occur after hours. No liquidated damages, no retainage requirement, and no temporary HVAC supply is required during replacements. The new 3-ton mini-split does not require building automation system integration. VA submittal response time is 15 business days. Controls Services Inc. is the controls contractor; existing Schneider Electric controls will remain in place with no BMS controller upgrades required. Line set routing, mini-split location, and condenser placement require coordination with the Contracting Officer Representative (COR). All solicitation documents and amendments are available at SAM.gov.

Responses to Questions PN: 636-26-306 Replace HVAC System in Building 6 & 8

Q: I wanted to verify that there are no liquidated damages for this project, correct?

A: No, FAR 52.211-12 Liquidated Damages – Construction is not included in the General Conditions.

Q: Can you share the plans and specifications so I can put together a quote?

A: There are no plans or specifications. Bids should be done based on the SOW.

Q: Will these works interrupt any patient procedures?

A: Per the SOW Building 6 will require work to be performed after hours, if work is performed inside the building. However if work is done outside or in the mechanical rooms it can be done during business hours. For Building 8, office occupancy, work can be performed during the day.

PCRA and ICRA will be completed before work begins.

Q: In the scope of work, one new 3-ton mini-split is being added in the basement of Building 6.

The last paragraph on page 3 of the scope of work notes, “Verify that the building automation system interfaces correctly and is tied into the newly installed equipment for remote view and control of the associated components in this scope.” Does this mean the verification and continuation of the existing Schneider Electric EcoStruxure infrastructure for the units being installed? Will the new 3-ton mini-split being added in the basement of Building 6 come with a manufacturer installed BACnet communication card? If so, is the BACnet card IP or MSTP communication?

A: The Mini Split is to be used to provide cooling to the Mechanical space. It will not need to be added to the building automation system.

Q: How is the AHU in building 8 supposed to be removed/replaced? Are we opening up the exterior wall, or will it go through the outdoor air louvre? Louvre seems to be oversized for this reason. Please advise if the new AHU will go through the same OA louvre.

A: Yes the idea is to use the existing outdoor air louvre.

Q: Can you provide information on the DX coil in the AHU for building 6? Fins per inch, length, width and height, connection sizes and line set sizes for the new coil? These can be purchased direct from the coil company with this information.

A: See below. Taken from drawings dated 02-25-2002.

Q: Will the new line set be the same size and fit in the existing core holes running down into a crawl space in building 6?

A: Size should be the same if they meet manufactures recommendations. See question 7.

Q: Is there an option to relocate line sets out through the soffit on building 6?

A: If new route is desired, coordinate with the COR prior to work. Any existing holes in the building not being reused by new line sets shall be filled in to maintain building envelope integrity.

Q: Is the bid bond 20%?

A: See FAR 52.228-1(c) for bond amounts.

Q: Who is the controls contractor?

A: Controls Services Inc.

Q: How quick is the submittal turnaround? Equipment lead times are a major concern.

A: Please allow 15 business days for VA response.

Q: Building 6 removal of the DX coil. There does not seem to be enough pull space allowed to remove and replace the AHU DX coil. Can you provide a sequence of assembly for this unit?

Does it need to be disassembled completely and reassembled so the coil section can be accessed?

A: Means and methods need to be determined by the contractor. But the VA believes this would be the best course of action.
