Vendor Questions & Government Answers
1) SOW Section 4.3 & B.2 Schedule - Quantities and Guarantee: The SOW (Page 6) states the total existing area is Corridors: 70,000 Sq. Ft. and Rooms: 45,000 Sq. Ft. However, the guaranteed annual quantities in the Price Schedule (Page 4) are 50,000 Sq. Ft. for corridors and 36,000 Sq. Ft. for rooms. Furthermore, the SOW states "approximately 375 rooms" for 45,000 Sq. Ft., but then equates 36,000 Sq. Ft. to "approximately 300 rooms." For pricing and measurement verification, can the Government please clarify or provide a definitive, government-measured square footage for the "guaranteed minimum" areas to be serviced annually? Are the 50,000/36,000 figures the guaranteed minimums upon which the $120,000 base guarantee is calculated, with actual task orders potentially being higher up to the maximums?
Government Answer: The government is not guaranteeing a minimum “annual” amount.
The 50,000/36,000 figures are the sq footage amount of the floor space to be cleaned. The minimum guaranteed amount is the minimum amount that government will place for the first order when this IDC Contract is awarded.
2) Product Specification - "Armour-Metallic Interlocked Polymer Floor Finish": The SOW (Page 5, Sec. 4.1 & 5.1.13) mandates the use of a specific, brand-name finish. As this is a commercial items acquisition under FAR Part 12, is the Government willing to consider "equal" products that meet or exceed the performance specifications of the named brand? If so, what are the material performance specifications (e.g., dry time, coefficient of friction, burnishability, durability rating) that an alternative product must meet, and what is the process for submission and approval of such alternatives by the EVS COR?
Government Answer: The government is not willing to have brand name or equal.
3) Clarification of "FT" Unit of Measure: In Section B.2 (Page 4), the unit of measure for all CLINs is listed as "FT." We assume this means "Square Feet" (SQ FT or SF). Please confirm this is correct to ensure proper pricing.
Government Answer: Yes, this means SQ FT.
4) Task Order Issuance & Timing: The solicitation notes a guaranteed minimum of $120,000 for the base period will be awarded "via a task order." (B.2, Page 5). Will this initial task order for the guaranteed minimum be issued concurrently with the base contract award? Will the pricing for this task order be based on the CLIN 0001/0002 unit prices quoted, applied to the guaranteed quantities?
Government Answer: See answer in question 1.
5) EVS COR Approval Process for Procedures & SDS: SOW Section 5.1.1 and 5.1.2 require written procedures and SDS to be submitted and approved by the EVS COR before work starts.
What is the expected format and required content for the procedures submission? What is the anticipated turnaround time for Government review and approval of these submittals to ensure it does not cause delay in starting the performance schedule?
Government Answer: This should be in MS Word or PDF Format submitted in email. Email address will be provided after contact is awarded.
6) Wage Determination 2015-5005: The wage determination referenced in Section D is attached.
Can you confirm that this is the correct and most recent determination for the locality (Omaha, NE) and service type (janitorial), and that it will be applicable for the entire period of performance, including all option periods?
Government Answer: Yes, The Omaha VA is in Douglas County, NE.
7) Asbestos-Containing Tile: SOW Section 5.1.14 references procedures for tiles containing asbestos. Can the Government provide any existing asbestos survey or material identification reports for the floors in scope to inform our safety planning and pricing? If not available, what is the protocol if suspect material is encountered during stripping?
Government Answer: We do have an older report: 10+ years old but it the understanding of the VA Nebraska-Western Iowa Health Care System that they don't have any tile with asbestos; it's just the mastic underneath that could be contaminated (per engineering).
8) Clarification on Option Period Pricing: Section B.2 lists separate CLINs (1001/1002, etc.) for each option year with the same estimated quantities as the base year. Are offerors required to quote the same unit price for all option periods, or may they propose different (e.g., escalated) prices for each option year? The evaluation criteria (52.212-2(c)) states options will be evaluated, but the instructions are not explicit on pricing flexibility per period.
Government Answer: The government will not dictate to any offeror how to submit the quote.
If the offeror wants to have different prices for each year or the same, that is a matter for the offeror to determine.
9) Site Visit Discrepancy: Addendum E.3 (Page 29) states "No site visit will be arranged for this solicitation," and that vendors can visit during normal work hours. However, SOW Section 4.13 (Page 6) states the "EVS COR will provide a listing of floor rooms/areas to be stripped and finished (S&W)." To properly scope and price the work, can the Government provide the initial annual listing of specific rooms and corridors (e.g., building, floor, room numbers) that correspond to the 50,000 sq ft and 36,000 sq ft guaranteed minimums, or at minimum, a floor plan highlighting the areas in the initial scope? This is critical for verifying SOW Section 4.14, which states "Vendor is responsible to field verify measurements."
Government Answer: No site visit will be made. All floors are public areas and can be viewed during normal business hours.
10) Performance Schedule: Conflicting Completion Percentages: SOW Section 4.7-4.11 details a phased completion schedule: 70% of work in the first four months, 30% in the remaining eight months. Are these percentages (70%/30%) firm contractual completion milestones? If so, will task orders be structured to release areas according to this phased schedule, or is the Contractor responsible for managing its workload to meet these percentages across the total annual square footage awarded?
Government Answer: The percentages are approximations. The actual workload will be determined in discussions between the successful vendor and the Department of Veteran Affairs Representative.
11) Inpatient Area Work Hours: SOW Section 4.12 (Page 6) states inpatient areas require service between 9 AM – 6 PM. Can the Government clarify what percentage or square footage of the "Room space" (CLIN 0002, etc.) is classified as "Inpatient Areas" versus outpatient or administrative areas? This affects crew scheduling and cost.
Government Answer: No more then 20% percent of inpatient rooms and rooms would have to be assigned in advance when no patients are in them.
12) Is the area part of an inpatient location, and will any patients be in the rooms during the floor stripping and waxing?
Government Answer: See answer above.
13) Are the items/equipment in the rooms on rollers, or will they need to be lifted and moved manually?
Government Answer: Everything is on rollers
14) Are we allowed to work on Federal holidays if needed, as long as it’s coordinated with the
COR?
Government Answer: No it is stated in the SOW no Federal Holidays
15) On the price schedule, the unit is listed as “FT.” Can you confirm whether pricing should be based on linear feet or square feet?
Government Answer: See answer above.
