About this file

This document is a Questions and Answers (Q&A) document for Request for Quote (RFQ) 36C26325Q0731 issued by the Department of Veterans Affairs Network Contracting Office 23 (NCO 23) in Saint Cloud, MN. The Q&A addresses document destruction services, with the current incumbent being CW Business Ventures, whose contract ends on 11/30/2025. Key details include: services will involve collecting Protected Health Information (PHI), weekly document destruction between 1:00 PM and 4:30 PM CST, and on-site shredding using NAID-compliant methods. The solicitation was not set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) because only one such business responded to the sources sought notice. The document clarifies container quantities and locations across various VA facilities, including Iowa City VHCS, Burlington CBOC, Cedar Rapids CBOC, Coralville CBOC, Federal Building, Administration Building, and Network Contracting Office 23, with varying numbers of 32-gallon and 95-gallon consoles for document destruction.

From: Mr. Emanuel Nevarez, Contracting Officer, Service Supply Team 2 (SST 2)

Subj: RFQ 36C26325Q0731 (RFQ1785565-GSA) Questions and Answers From Offerors / Bidders

Purpose: Respond to questions and clarify verbiage regarding RFQ 36C26326Q0112.

1. Who is the current incumbent?

CW Business Ventures

2. When does the current contract end?

11/30/2025

3. Are any bridge contracts in place that extend the current contract?

Yes

4. What are the last contract award number and total award amount?

This is public information, information will not be disclosed in this setting as potential future offerors will not receive this email notice, or may miss it in the solicitation. As such, this could be seen as giving everyone else an unfair advantage.

5. Has the solicitation statement of work changed from the current contract? If so, how many bins and/or locations have been added to or removed from this solicitation’s statement of work?

Yes, contractor is now responsible for collecting PHI, No change in number of bins or locations.

6. Does the area have a ramp or an elevator/lift to get the containers onto the ground next to the truck?

Yes

DEPARTMENT OF VETERANS AFFAIRS

Network Contracting Office 23 (NCO 23)

4801 Veterans Dr.

Saint Cloud, MN 56303

7. Is there a loading dock or area where the truck needs to park to perform the services at all locations?

The hospital has a dock, as for other locations, the driver will need to coordinate with the CBOC’s for parking.

8. Will the agency consider extending the offer due date for a question period and review of answer?

The solicitation has been extended for review of responses, the question period has ended.

9. Will badging be required? If so, are you using USAccess, e-Quip, or another system for badging?

Please refer to the solicitation. Nurses will provide access to medical rooms.

10. If needed, badging can take from 14-30+ days to process. Will you provide an escort?

Yes, if needed.

11. Can the frequency be changed to every four weeks as opposed to monthly?

No, please refer to the solicitation.

12. Will any foreseen mobile purging events or any possible unscheduled services be required? If so, please create a line item for additional services.

None.

13. Will there be any unforeseen requests for non-paper media destruction? If so, what is the frequency, how many containers, and what type of media? Non-paper media must be destroyed in a separate truck with a separate schedule to avoid contamination of the paper for recycling. It also costs significantly more to destroy non-paper media compared to paper, so they cannot be invoiced on the same LIN. Please create a line item for non-paper media services.

LIN items are all inclusive as Document Destruction. Refer to solicitation for possible types of media. A new line item will not be created. Per the solicitation, the government is not requesting or accepting alternate proposals.

14. Why was this opportunity not considered for a SDVOSB set-aside?

SDVOSB set-aside was considered, however, only one SDVOSB responded to the sources sought, thus not meeting the rule of two requirement. There was no reasonable expectation that at least two such businesses would offer to perform the work at a fair and reasonable price.

15. Why was this opportunity not considered for a five year contract, and does the agency plan on shredding their own paper after the contract is over?

Contract end dates were established to align with a future consolidation VISN23 contract.

16. Would it be possible to have contractor’s worker pull paper on Friday and place paper in a secured stored area for shred truck pick up on Monday?

Please refer to the solicitation. “ The contractor shall provide the services identified weekly between the hours of 1:00 PM CST and 04:30 PM CST, Monday through Friday at the ICVAHCS. Service for the CBOCs and other locations will be between the hours of 08:00 AM CST and 04:30PM CST, as determined by clinic staff and the Contracting Officer Representative (COR).”

Currently, our 95 gallon carts are locked and stored in a hallway. The contractor transports them to his truck to shred and returns them to that same location.

17. Would it be possible to start service at the main hospital in the morning? This will allow enough time to service the whole hospital.

Shouldn’t be a problem. Pending agreement of all Departments involved.

18. Regarding the requirements of the Contractor section, and the particulate size of the shredded material. If a NAID compliant shred vendor were to shred on-site with a “pierce and tear” shred truck, then off load the shredded material with a responsible recycler who is also NAID certified. Would this satisfy the particulate size requirement described in the solicitation?

This would satisfy the requirement.

19. To ensure accuracy prior to finalizing my proposal, I would appreciate clarification on the following items in regards to correct counts and placement. This will ensure that all locations are services properly and that the proposal reflects accurate container quantities.
