About this file

This document is an Amendment (Amendment 0002) to a Request for Quote (RFQ) for CT Technologist services for the Department of Veterans Affairs in Iowa City. The solicitation seeks two contract CT technologists to support the VA medical center, with an anticipated need for a potential third CT tech within the first six months of performance. Key revisions include extending the RFQ deadline to November 05, 2025, removing Per Diem as a separate line item, and clarifying on-call coverage expectations.

The amendment provides detailed insights into the contract requirements, including 4,160 scheduled hours and 3,340 on-call hours annually per CT technologist. On-call duties will be shared between 2 contract CT techs and 1 VA staff CT tech, with coverage spanning weekdays from 4:00 pm to midnight and weekends from 8:00 am to 8:00 pm. The occupation code is 12305 - Radiologic Technologist, and the contract will utilize Siemens Somatom 128 and Canon Aquillion 320 imaging equipment. Overtime will be calculated for hours worked over 40 in a single workweek, and personnel must have ARRT(CT) Certification, BLS Certification, and complete required TMS computer system courses.

Solicitation Revisions | Iowa City CT Techs | 36C26326Q0007 Amendment 0002

This Amendment revises the solicitation in response to vendor inquiries. This is the second and last anticipated amendment to the RFQ. All revisions have been incorporated into the solicitation PDF included in the Sam.gov posting.

Section (I) lists changes generally.

Section (II) provides a list of specific changes to the RFQ broken down by section and page number.

Section (III) provides original vendor questions with CO responses to provide context for revisions listed in Sections

(I) and (II).

(I) General changes

1. RFQ deadline extended until Wednesday, November 05, 11:59 PM Central Standard Time. This is to provide additional time for vendors to revise quotes.

2. Per Diem has been entirely removed from the RFQ. When reviewing all of the questions received it occurred to me that listing Per Diem as a separate LIN would add a lot of complexity and cause issues that could easily be avoided by simply not including it as a separate LIN. Vendors will instead want to consider their Per Diem related expenses alongside their other expenses when determining what they want to quote for the remaining LINs on the RFQ.

3. There were multiple questions on how many CT Techs this requirement is for and whether or not vendors can quote additional CT techs for the on-call portion of the requirement. This is an IDIQ contract, so total need may fluctuate, but at the onset this contract will require exactly 2 CT Techs. These 2 contract CT Techs will split on-call duties evenly with the VA staff CT Techs (currently 1 CT tech and 1 CT tech supervisor). That being said, Iowa City VA will likely (though not guaranteed) order a 3rd CT Tech for this contract within the first six months of performance.

4. Many questions were previously addressed by Amendment 0001 and are therefore not included in this Amendment. Please refer back to Amendment 0001 for details.

5. I’ve declined to answer a small number of questions that asked for nonpublic vendor information. I also omitted any Per Diem related questions as I’ve removed Per Diem from the contract.

(II) Revisions to RFQ 36C26326Q0007

1. Removed all references to Per Diem across the RFQ.

2. B.2 Schedule (pages 4-5)

i. revised POP language to clarify that vendor will not be responsible for delay to contract start date if the caused by VA onboarding process.

ii. clarified overtime (see question #21)

iii. clarified that more that 2 candidates may be proposed, but only 2 CT Techs will be selected initially (see #3 in Section I above).

3. B.3 PWS (page 17)- removed the original section 6.4 here (see question #17 in section III)

4. Section C, (top of page 44)- updated Monetary Wage-Fringe Benefits to correctly display current Wage Determination Rate as seen on Attachment 7.

(III) Relevant vendor inquiries with CO responses:

# Question Answer

Contract # 36C26325N0520 was awarded for CT Tech services to Prime Physicians through the ICSP vehicle with a POP term of 04/01/2025 and estimated ultimate completion date of 09/30/2027;

please advise why the government has an active contract for CT Tech services with available option periods but is resoliciting the contract.

The referenced contract expires on 18 January 2026.

The Government does not intend to extend it beyond that date.

Please advise if the current contract is being Terminated and replaced with the resultant contract of this solicitation.

The contract awarded from this solicitation will replace the existing contract. There may be a short period where both contracts are simultaneously active if that is needed to provide cover while new contract's personnel are onboarded.

# Question Answer

E.5 52-212-2 Evaluation Factor 2 Past Performance states, The Government will also conduct independent research regarding Contractor’s past performance history and may review sources such as CPARS, FPDS, Government personnel with experience working with the Contractor, and any other sources the Government may find relevant.

Please confirm that the government will review CPARS/SAM/PIIPRS and any other federal Integrity Report for each responding vendor(s) for documented history of Terminations for Cause, Default, or Material Failure to Comply, as part of its Past Performance and vendor responsibility review.

Quote evaluations will be done IAW FAR 13.106-2.

See 13.106-2 (a) and (b)(3)(ii) specifically. I do intend to review CPARS, FPDS, SAM for all relevant past performance information available, including for detrimental activity such as terminations for cause.

Reference: Section B.2, “Schedule of Services,” paragraph 3, and Line Items 0001a–0001d.

Question: The solicitation estimates 4,160 scheduled hours and 3,340 on-call hours annually per CT technologist. Based on these estimates, it appears that each CT technologist would be responsible for approximately 32 hours of on-call coverage per week. Please confirm whether the Government intends these 3,340 hours to be distributed among two full-time CT technologists (i.e., 1,670 hours each).

This is the basic needs of the department. All techs (full time or contracted) will be on a call rotation. They will share call accordingly.

Reference: PWS §2.8.2, Page 10 – “The minimum number of Contract ARRT(CT)-certified CT Technologists required to be on site daily is two…” Question: Please confirm the total number of CT technologists expected under this contract. The PWS indicates a requirement for two to be on-site daily but does not specify whether additional personnel are needed to meet on-call and callback coverage requirements or to provide coverage during time off (e.g., vacation, illness).

We need 2 CT travel techs on contract. On call will be rotation and as the area needs.

Reference: PWS §3.1.3, Page 11 – “Contractor must make the contractor’s CT technologist(s) available on-call at all times outside of normal clinic hours.”

Question: Please clarify how many CT technologists are expected to share the on-call responsibilities. For example, is the expectation that both primary technologists rotate on-call duty, or will the Government accept a larger pool of credentialed backup CT technologists to ensure reasonable rotation and minimize fatigue?

3 total- 2 from the contract, one from VA. Not considering a larger pool for on-call at this time.

Instead, on call is shared between all available CT Techs.

# Question Answer

Reference: PWS §6.4, Page 17 – “If the Government has not utilized the total number of hours required… the parties agree to negotiate a modification reducing scope and price.”

Question: Please confirm that the Government will not reduce the estimated hours within a period of performance once a task order has been issued and performance has commenced, except by mutual agreement through a modification.

I've removed this section entirely from the PWS.

Routine practice is to issue one task order annually. If there remains unspent funding at the end of that year, the VA then requests a reduction to match the actual hours worked under FAR 52.212-4(c), which would need mutual agreement. This mods generally happen without issue.

Reference: Section E.2, Page 50 – “Quote Submission Instructions.”

Question: Please clarify whether the Government requires separate technical and price volumes or a single consolidated document.

As long as the required information is provided either format is ok.

Misc Question: Please confirm the size of the entire CT Technologist team, e.g. are there other CT Technologists in the department that are not part of this contract?

We have 1 CT tech and 1 supervisor.

Will the Government please confirm which occupation code and title under the Wage Determination document are applicable to the labor being requested?

12305- Radiologic Technologist. This can be found on page 4 of the Attachment 7 Wage Determination

Will the Government please confirm whether overtime under this requirement will be calculated based on hours worked in excess of 40 hours in a single workweek, in alignment with FLSA non-exempt standards, rather than based on hours exceeding 80 over a two-week pay period under the VA’s standard FTE definition?

CO will amend Schedule to clarify that OT is for anything over 40 / hrs. in one week.

22 Is the maximum number of past performance references 2? Attachment 5 only includes fill ins for 2 references.

There is no strict maximum. Attachment 5 is only a template- you may add additional references as needed.

That being said, please keep the amount to a reasonable level.

Personnel Qualification documents (licenses, certifications, resumes, continuous education / training, etc.) are listed as requirements in sections E.2.4.ii and E.5.a.1.ii. Will the Government please confirm that only ARRT(CT) Certification, BLS Certification, and resume are applicable to CT Technologists for personnel qualification documents?

and will need TMS courses to have access to our computer system (see PWS at 2.1.4, page 8)

24 Does the Government prefer proposal responses to be 1 file or are multiple files acceptable? Either format is ok.

# Question Answer

Is there a limitation on the size of the email for proposal submission? If so, are multiple emails acceptable?

The largest attachment that's ever made it to my inbox is 37 MB. I'm unsure of what the current attachment size limitations may be. Additionally, quote emails can sometimes get sent straight to my junk mail. Therefore, I strongly recommend the following:

1- always reference the solicitation number in the subject line, 2- send an initial email with no attachments that includes a list of all attachments you are about to send, 3- break up attachments into multiple emails with no one email exceeding 25 MB, 4- request email confirmation from the CO that all information has been received.

Please note that if you do not follow these steps your quote may result in your quote not being seen and therefore not considered for potential award.

2. 3.1.3.1. On-call contractor’s CT technologist(s) must be available at all times by telephone.

Question: Are all contractors expected to be on call at all times or would there be a rotating schedule?

Rotating schedule shared between all CT staff (contract and VA)

Full breakdown of call hour coverage Monday-Friday call hours:

4:00pm-midnight (8 hours x 5 days/week= 40 hours of call Mon-Fri)

IF the 3rd shift tech needs off one of those nights, the call will be from:

4:00pm-0800am (16 hours of call Mon-Fri) Weekend Saturday & Sunday call hours:

8:00am-8:00pm Saturday (12 hours) 8:00am-8:00pm Sunday (12 hours)

IF there is no evening shift coverage on Saturdays and Sundays, the call will be from:

8:00am-8pm Saturday & 8:00pm-8:00am (Saturday going into Sunday) Total call hours= 24 hours 8:00am-8:00pm Sunday & 8:00pm-8:00am (Sunday going into Monday) Total call hours= 24 hours
