About this file
This is a Standard Form 30 Amendment of Solicitation/Modification of Contract for the Department of Veterans Affairs (VA) Network 23 Contracting Office, specifically Amendment 0001 for Request for Quote (RFQ) 36C26326Q0007 for Iowa City CT Techs. The amendment addresses multiple vendor inquiries and makes several key revisions, including reducing the page count to 64, correcting RFQ header information, removing language estimating 183 days of per diem, revising order limitations to 15,000 hours and 25,000 hours with a 180-day limit, removing automobile liability insurance requirements, and updating various contract clauses. The solicitation is a total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with the RFQ deadline remaining unchanged and additional vendor questions to be addressed in a subsequent amendment after the 20 November 2025 question deadline.

Solicitation Revisions | Iowa City CT Techs | 36C26326Q0007 Amendment 0001
This Amendment revises the solicitation in response to vendor inquiries. Section (I) lists all changes. Section (II) provides original vendor questions with CO responses to provide context for revisions listed in Section (I). All revisions have been incorporated into the solicitation PDF included in the Sam.gov posting. RFQ deadline remains unchanged.
This amendment only addresses vendor inquiries received so far that required solicitation revisions- other inquiries will be answered in bulk shortly after the 20 November 2025 question deadline by an additional amendment.
(I) Revisions to RFQ 36C26326Q0007
1. Page count reduced to 64 due to applying uniform margins across all RFQ sections
2. Corrected incorrect RFQ# / requirement title information listed in the headers of the Table of Contents, Section C, Section D, and Section E.
3. B.2 Schedule (page 4)- removed language estimating 183 days of per diem needed per CT Tech per year.
per diem would be 365 days per year.
4. C.4 52.216-19 Order Limitations (page 31)- revised (b)(1) to 15,000 hours, (b)(2) to 25,000 hours, (b)(3) to 180 days.
5. C.8 CL-120 Supplemental Insurance Requirements (page 32) removed requirement for automobile liability coverage.
6. C.13 52.252-2 Clauses Incorporated by Reference (page 40)
i. Added FAR 52.219-27.
ii. Added language to the table at 852.217-73 specifying that SDVOSB awardee will comply with subcontracting limitations at the end of each task order period of performance.
7. C.14 52.212-5 Contract Terms and Conditions (pages 43-44) added missing employee class and fringe information.
8. Section D (page 47) updated Attachment 7 to the most recent wage determination.
(II) Relevant vendor inquiries with CO responses:
1. Vendor inquiry: Please advise why the VA has only 183 days estimated for Per Diem; Per diem is required to be paid for all days away from the taxable home and not just days worked.
i. CO response: This was an error transferred from a previous solicitation that used a 6 month period of performance.
2. Vendor inquiry: Section C Contract Clauses references the Blacks Hills Winner CBOC 6C26325Q0800 from page 25-49, we inquiry the government review this entire section to provide correct Section C for the Iowa City VA CT Tech requirement, and also inquiry the VA allow for additional questions after this is corrected so that Industry may ask questions if contracts terms change.
i. CO response: The Table of Contents, Sections C, D, and E had incorrect RFQ information listed in the header section of the document. The body text of these sections was created for the CT Tech requirement and does not need further revision in connection with this inquiry.
3. Vendor inquiry: Section C.4 52.216-19 Order Limitations – this section does not make sense in relation to this requirement for CT Techs at the Iowa City VAMC– we ask for clarification from the government on this section and the relevant hours.
i. CO response: Task orders are generally issued annually. For example, the scheduled hours LIN is estimated at 4,160 a year. Therefore, the limit at (b)(2) of 25,000 would mean at most 25,000 hours could be ordered under any LIN for any one task order, meaning a ceiling of about 5X higher than the estimate for this LIN for any given task order. I do not anticipate any POP nearing these limitations.
Solicitation Revisions | Iowa City CT Techs | 36C26326Q0007 Amendment 0001
That being said, I did revise (b)(1) to 15,000 hours, and (b)(2) to 25,000 hours. I also changed (b)(3) from 2 days to 180 days to make it clear that the Government can’t issue multiple task orders in quick succession to go over these limits.
4. Vendor inquiry: C.8 CL-120 Supplemental Insurance Requirements- please confirm that the government requires the awarded vendor to retain the following Automobile Liability Insurance Coverage: (c) Automobile liability: (1) $200,000.00 per person, (2) $500,000.00 per occurrence, and (3) $20,000.00 for property damage.
i. CO response: I’ve reviewed the relevant FAR and VAAR sections and agree that the automobile liability insurance requirement can be removed.
5. Vendor inquiry: Section C.13 52.252-2 Clauses Incorporated by Reference 852.219-73 VA Notice to Total Set-Aside for Verified SDVOSB. Please confirm that compliant with VA Notice to Total Set-Aside for Verified SDVOSB, VAAR 852.219-73 (Jan 2023) Any award resulting from this solicitation shall be made to an SDVOSB who is eligible at the time of submission of offer(s) and at the time of award.
i. CO response: I try to incorporate by reference as often as possible to keep page counts manageable. That being said, all clauses incorporated by reference apply to the contract equally to a clause included in full text. Therefore yes, this award must be made to a vendor that is SDVOSB certified both at time of offer and award. I did also notice that this clause has a fill in at (e), so I added that information in the incorporated by reference table.
6. Vendor inquiry: Section C does not have # 25) 52.219-27 Notice of set-aside for SDVOSB even though this is a SDVOSB set-aside – we inquiry the government fix this error.
i. CO response: This was a good catch, thank you. Added to the contract by reference.
7. Vendor inquiry: Attachment 7 Wage Determination provided is not the most recent wage determination as it updated in mid-2025 – we inquiry the government provide the correct SCA WD
i. CO response: updated the attachment, thank you.
