About this file

This document is an Amendment of Solicitation (Standard Form 30) and Questions/Answers document for Wastewater Testing at the St. Cloud Veterans Affairs Medical Center (VAMC), solicitation number 36C26326Q0020. The amendment provides detailed responses to five contractor questions, with key points including that the contractor will be responsible for providing an ISCO sampler, starting and collecting samples, and performing Total Toxic Organics (TTO) testing once during the 5-year permit period.

The TTO analysis requires testing multiple organic compounds using EPA Methods 624.1 (Purgeables by GC/MS) and 625.1 (Base/Neutrals and Acids by GC/MS), which include an extensive list of specific chemicals with their CAS registry numbers. The testing must be conducted by a laboratory holding current MPCA/MDH certification for all listed analytes. The Department of Veterans Affairs, Network Contracting Office 23 in Coralville, IA is issuing the solicitation, with the amendment dated 10-09-2025 and an effective date of 10-21-2025.

Questions and answers for Wastewater Testing – STC- 36C26326Q0020

1) Q: Will a site visit be scheduled?

A: No. A site visit will not be scheduled at this time.

2) Q: Will the contractor be providing the ISCO sampler?

A: Yes.

3) Q: Is the contractor responsible for starting up the sampler and returning 24 hours later to collect the sample?

A: Yes. The contractor brings the ISCO and is responsible for starting , returning and collecting the sample.

4) Q: When would the permit renewal sampling event take place? The is the round of sampling requiring the Total Toxic Organics (TTO) analyses.

A: TTO testing only needs to be done once for the entire permit period (i.e. only one time for the 5-year period of the next 2025-2030 permit). So could do it one time as soon as contract starts, then not again for the rest of the contract.

5) Q: The solicitation notes that the TTO analysis during the permit renewal period is a summation of all quantifiable values greater than 0.01 mg/L for the toxic organics listed.

Could you please confirm which specific organics are required under the facility’s wastewater permit for the TTO analysis? This confirmation is important because the performing laboratory must hold current MPCA/MDH certification for all analytes tested.
