About this file

This document is a Questions and Answers (Q&A) file addressing contractor inquiries regarding a federal construction project at a VA facility involving parking lot renovation and related site work.

The project must be executed in three separate phases as shown on construction drawings, with all temporary access roads in place prior to closing each phase. Normal working hours are 8:00 AM to 4:30 PM Monday through Friday, excluding Federal Holidays, though after-hours and weekend work is permitted with 15 calendar days advance notice to the Contracting Officer (COR) and demonstrated substantial benefit to the government. The contractor is responsible for utility coordination through State One Call, with the VA handling private utilities. Construction fencing must be chain link (snow fencing is not acceptable) and must be installed at the start of each phase and maintained until completion. Concrete and asphalt deliveries must be coordinated with the COR with no trucks interfering with facility operations. Badge request forms must be submitted 25 calendar days in advance, requiring legal name, date of birth, social security number, REAL ID-compliant photo ID, OSHA training, and background check clearance. The contractor must employ a dedicated, OSHA 30-certified Superintendent on site whenever employees are present; the Superintendent may integrate the Site Safety and Health Officer (SSHO) role but Quality Control qualifications and acceptance are subject to VA approval. The project anticipates a construction start of D+100 days after award. The contractor assumes responsibility for removal and disposal of unsuitable materials encountered, with approximately 2,500 cubic yards expected. An AC mix design #3A-2023-010 was recently used by the VA; a geotechnical report (AET 01-20720) is provided with no supplemental reports available. The contractor is responsible for surveying and establishing current elevations to match existing grades, with optional adjustments for drainage improvement on a case-by-case basis. Federal, state, and local taxes apply and are allowable costs.
