About this file
This is Amendment A0002 to solicitation 36C26325Q0155 for boiler plant testing and inspections at the Sioux Falls VA Healthcare System. The amendment extends the proposal deadline to January 16, 2025 at 12:00 PM CST and provides answers to seven contractor questions.
The amendment clarifies technical details about the equipment, including the presence of three drum level transmitters (Azbil AT9000), three boiler steam flow transmitters (Azbil AT9000), five steam flow transmitters (DPharp EJA 110A), and two header pressure transmitters. It specifies requirements for burner fan vibration testing using tri-axial accelerometers and details two equipment groupings: Group 1 consisting of 3 Johnston Boilers, 1 PMI Deaerator, 1 condensate tank, and 3 CMAX burners; or Group 2 with 3-500 HP boilers, 1-Tray deaerator, 1 condensate tank, and 3-TBD Burners. The amendment also clarifies that the last 6-year magnetic testing was performed in May 2021 and addresses questions about burner commissioning requirements for both fuel oil and natural gas.

Questions Received from Offerors:
Question 1.
Provide a list of meters and devices, including manufacture and model/part number, for all equipment.
Answer 1.
Transmitters in the plant
3 drum level transmitters. North side of each boiler.
-Azbil AT9000 Advanced Transmitter (in H2O).
3 Boiler steam flow transmitters. North side of the #1 boiler.
-Azbil AT9000 Advanced Transmitter (in H2O).
5 Steam flow transmitters. By the pit. (Plus 3 for the gray boxes for the 6”/8”/2” lines)
-DPharp Transmitter, Model EJA 110A, Style S1.
2 Header pressure transmitters. Inside the control cabinet.
-Azbil AT9000 Advanced Transmitter (in PSI)
(Plus, a Johnson Controls Penn sensor and a United Electric Controls Co. for the
Annunciator Panel)
Question 2.
What is the acceptable method of testing burner fans vibration?
Answer 2.
Contractor shall complete industry standard vibration analysis on burner fans. Each burner fan and every bearing shall be tested. Vibration analysis test shall involve mounting a tri-axial accelerometer on the fan housing near the bearings, allowing it to measure vibrations in the horizontal, vertical, and axial directions while the fan operates at its design speed, with the collected data then analyzed to identify any unusual vibration peaks and diagnose potential issues like imbalance, misalignment, bearing problems, or structural damage; this analysis shall be conducted using specialized software. Results of tests shall be provided with inspection reports.
Question 3.
If a fan blade assembly requires additional cleaning, replacement, or balancing, we would provide a proposal to correct the issue found through visual and audible or from the process of a combustion efficiency tuning.
Answer 3.
Corrective actions proposals procedure is outlined in the “Parts for repair” language in the SOW.
Question 4.
In what calendar year was the last 6-year magnetic testing performed?
Answer 4.
May 2021
Question 5.
Item #4 (page 8-9) - Is this referring to the new boilers 4,5,6. In other words the awarded contractor is required to commission the new boilers on fuel oil?
Answer 5.
Pages 8-9 detail work associated with the safety device testing for a complete boiler plant as part of line item 1. Contract line item offer grouping is as follows: GROUP 1: 3-
Johnston Boilers, 1 PMI Deaerator, 1 condensate tank, and 3 CMAX burner OR GROUP
2: 3-500 HP boilers, 1-Tray deaerator, 1 condensate tank, and 3-TBD Burners. (TBD burners shall be assumed to match performance and inspection requires as the existing
CMAX burners). Page 15 outlines the requirements for setup on fuel oil as a separate line item.
Question 6.
Item #5 (page 9) - Is this referring to the new boilers 4,5,6. In other words the awarded contractor is required to commission the new boilers on natural gas?
Answer 6.
Page 9 details work associated with the safety device testing for a complete boiler plant as part of line item 1. Contract line item offer grouping is as follows: GROUP 1: 3-
Johnston Boilers, 1 PMI Deaerator, 1 condensate tank, and 3 CMAX burner OR GROUP
2: 3-500 HP boilers, 1-Tray deaerator, 1 condensate tank, and 3-TBD Burners. Page 15 outlines the requirements for setup on natural gas as a separate line item.
Question 7.
Factory ONLY Set up the burner on either fuel. This requirement is usually used when a new burner is installed to ensure burners will operate as what the factory has designed it to do. This also ensures that factory warranty is achieved. Most service personnel have multiple factory training certificates on tuning the burners to the factory settings. Stating to have FACTORY ONLY, puts extra cost in the job.
Answer 7.
Page 15 of the contract SOW includes a work description for tasks required to reestablish burner performance from an “out of the box” state. There is no requirement to include or exclude a factory representative as part of this work. The naming convention of the line items beginning on page 22 is a short description of the work.
Offerors shall refer to the contract detailed descriptions when determining resources and personnel associated with specific tasks.
