Request for Lease Proposal (RLP) No. 36C26324R0116

Fremont CBOC New Lease

TO ALL OFFERORS: Wednesday, January 22, 2025

Questions and Answers as of 1/22/2025:

Q5.1: What is the TEB going to evaluate since sections 4.04 – 4.08 are intentionally deleted?

A5.1: Section 3 of the RLP lists the items that need to be included in the complete offer. Per Section 4.03 of the RLP - After initial screening for completeness, the CO will evaluate all offers for pricing in accordance with Section 4.09, then send the lowest priced offer to the TEB for evaluation.

Q5.2: How does the offeror know what to submit for consideration... Does the VA just want a site map, floorplan and TICS Table and only items in the RLP?

A5.2: Please see Section 3 of the RLP, How To Offer. Section 3 has general instructions and lists that items that need to be included in the complete offer.

Q5.3: Past Performance – Does the VA seek to know the Past Performance of the Offeror?

A5.3: If this is not listed in the RLP as a requirement then no.

Q5.4: A/E Team – Does the VA requests a SF330 to ensure the A/E Team knows VA Standards?

A5.4: If this is not listed in the RLP as a requirement then no.

Q5.5: GC Team – Does the VA request a GSA 527 to ensure the GC has the ability to perform the project?

A5.5: If this is not listed in the RLP as a requirement then no.

Q5.6: Does the VA want the Lessor to handle medical waste AND removal? In our other VA clinics, our janitorial service pulls the red bins from the rooms however the VA is responsible for the medical waste disposal.

A5.6: Yes, the VA does want the Lessor to handle medical waste and removal.

Q5.7: If indeed the lessor is responsible for medical waste removal from the property, we will need an idea of how much medical waste the clinic will generate.

A5.7: Medical and pharmaceutical waste is approximately 300 pounds per month.

Q5.8: What sound masking system basis of design should we follow (The ASR references brands for all other low voltage systems).

A5.8: See attached system the VA has installed in another CBOC.

Q5.9: Does the VA want sound masking through the entire clinic or just certain areas (Tele Health, Pact Team areas, etc.)

A5.9: Sounds masking is needed throughout the whole building minus the lunchroom and locker room.

Q5.10: Does the VA have a mobile MRI Specifications that we need to follow? For example, at our other CBOC that has a mobile MRI, we have to have a certain slab thickness, size, ect.

A5.10: Please see attached VA guide for MRI placement. Lessor to make changes based on clinic site conditions and final specification.

Q5.11: ASR request electrical connection whip. Does the VA have specifications on this? How much power needs to be there, etc.?

A5.11: Please see attached VA guide for MRI placement. Lessor to make changes based on clinic site conditions and final specification.

Q5.12: HVAC requirement in the ASR differs from the VA HVAC design guide manual. Should offeror assume that if there is a conflict with the VA HVAC design guide and the ASR, that the ASR should take precedent?

A5.12: The ASR takes precedent. If the ASR does not cover a topic that the design guide does, please use that additional information.

Q5.13: Can the VA provide the brand they want to use for the patient lifts? Patient lifts can be $5K or $50K depending on the brand?

A5.13: Liko

Q5.14: Does this need to be submitted during initial offer or can this be fine-tuned after award?

A5.14: It needs to be included with the initial offer.

Q5.15: Does the casework in the entire clinic need to be Herman Miller Compass or just the hearing aid Fabrication? Herman Miller Compass is 3X the cost of traditional case work and there will be a extremally large delta between the cost if someone doesn’t initial bid with Herman Miller.

A5.15: Yes, the entire clinic shall be Herman Miller Compass.

Q5.16: Please confirm the items on pages 67-69 are not to be included in the initial TICS table and that will be done post award.

A5.16: The cost of assembly and or installation of these items needs to be included at time of bid. To clarify, this is VA owner provided equipment, and will be contractor assembled/installed.

Q5.17: Please confirm that this is a FSL Level II clinic.

A5.17: Yes, this is an FSL Level II Clinic.

Q5.18: If the Exhibit G Refers to ISC LOP III Item, Do we need to assume that it does not apply to this project?

A5.18: Exhibit G lists all the VA Security Requirements for Level II which are applicable to this clinic.

Q5.19: Is the VA requiring fencing around the parking?

A5.19: If it is not listed as a requirement, then no. Please review the RLP and exhibits.

Q5.20: Amendment No 3 has a Max RSF of 22,680. The Project For Design Room layout with the necessary circulations (Hallways, etc.) does not currently fit in 22,680 RSF. If the ABOA GSA Delegation is 19,200 ABOA, do you have a max GSA Delegation for RSF?

A5.20: Please reference Amendment No 4 as this was addressed there.

Q5.21: If the program doesn’t fit in the allowed Mas RSF, what functions should be prioritized in design during the initial offer.

A5.21: Please see Amendment No 3. All departments should be accounted for.

Q5.22: Can we get an extension (30 Days) to implement the above questions into the proposal as the responses will have significant

A5.22: The due date was previously extended 21 days. We will issue an additional 22-day extension to bring the due date to 2/18/2025 at 8:00 AM Central. Please note 2/17/2025 our office is closed in observance of Presidents Day.

SOUND MASKING ONLY

HEADEND RACK UNIT

MODEL G8350

FUNCTION

Lencore’s i.Net Sound Masking Headend Rack unit replaces all the bulky headend equipment that that is associated with sound masking systems. With the i.Net Sound Masking Headend Rack unit there is no need for amplifiers, separate equalizers, special switching equipment or matching vendors for compatible product interfaces.

The unit’s technology is so sophisticated that it can allow zone additions, modifications, deletions and other changes to the system on the fly, without rewiring. This eliminates the need for running multiple home runs back to the electrical closet or through building risers to create separate or additional zones.

The G8350 allows the ability to use up to 99 individual zones for masking. The system’s easy to use full one-third octave band equalizer can be adjusted to either individual zones or all zones and provides exceptional fine tuning capabilities.

G8350 meets the UL2572 and UL 864 standards and therefore is accepted to interface with a fire alarm control panel (FACP) with the intent to shutdown the masking in the event of an emergency.

QUAD OP

MODEL G1525

FUNCTION

The primary sound source of the i.Net system is the Quad OP (Operating Platform) - A 1RU rack mount unit that offers 4 OP's in 1, that produces, equalizes and distributes the sound. Each Quad OP includes:

– Multiple, random sound masking sources, coupled with Lencore’s technology, produce a sound quality that is random, making it exceptionally comfortable environment.

– Independent equalizers for unprecedented tuning where every channel of the system has a separate and independent 1/3rd octave band equalizer or parametric equalizer.

– Sound frequencies and contour can be adjusted and set to any point on the acoustical curve, from 20 Hz to 20 kHz, making i.Net the first networked sound masking system to make fine-tuning the entire spectrum of sound possible.

–The multidrop system and network is intelligent enough to bypass any failure in the system to keep communicating throughout the entire network. Point-to-Point networks can not achieve this level of connectivity and diagnostic control.

FLEXIBILITY

Groupings of sound sources and channels let you customize an almost limitless number of zones for masking, paging and music, while maintaining the advantages of complete networked operation and control.

FEATURES AND CAPABILITIES

+The protocessor sends information and directions to each OP within the network for system tuning and modifications.

+The OP displays information on its integrated LCD screen, including the specific address of the respective enclosure and diagnostic information.

+The OP checks during a diagnostic test for system.

performance, including the operation of the network, program, memory, power, and characteristics of sound masking.

+Each channel on the OP functions independently, and provides non-coherent random sound sources per OP.

+Each OP is exactly incoherent from all other OP's.

+Front Panel switches for system configuration.

+Capability to daisy chain multiple units.

INTEGRATION OF SEPARATE PAGING AND

MUSIC CHANNELS

Each channel can be digitally controlled for zone management and changed on the fly without any change in wiring.
