About this file

This is Amendment No. 4 to Request for Lease Proposal (RLP) No. 36C26324R0116 for a new Community Based Outpatient Clinic (CBOC) lease in Fremont, issued by the Department of Veterans Affairs on January 16, 2025. The amendment contains five Q&As that clarify several technical requirements: the completion time for CDs after DID approval has been extended from 10 to 60 working days; no emergency generator is required but in-rack UPS with 6-hour battery backup is specified; the maximum authorized space is 19,200 ABOA SF; and specifications for the OIT room including ducted split system cooling, humidity control under 35% with email reporting capability, and confirmation that the additional 200 SF of 24-hour cooled space can be incorporated into the OIT room if properly sized and cooled.

The amendment includes an acknowledgment of receipt form that must be signed, dated and returned with the proposal to kelsey.schulzetenberg@va.gov. This procurement appears to be a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside based on the contract opportunity details.

Amendment No. 4

Request for Lease Proposal (RLP) No. 36C26324R0116

Fremont CBOC New Lease

TO ALL OFFERORS: Thursday, January 16, 2025

Questions and Answers as of 1/16/2025:

Q4.1: Section 4.01D of the L100: 10 Working Days is not an adequate amount of time to complete CD’s after DID approval. Would it be possible to change this to 60 Working Days? This is a more commercially reasonable time frame.

A4.1: Section 4.01D of the L100 is hereby revised to reflect 60 Working Days and will be reflected on the final L100.

Q4.2: Could VA please confirm if an Emergency Generator will be required?

A4.2: Emergency generator is not required. The OIT code does specify the in-rack UPS’ that are required with enough battery back up for 6 hours.

Q4.3: Should the 19,200 SF figure from the RLP be considered both the minimum and maximum ABOA SF for this Lease?

A4.3: 19,200 ABOA SF is the maximum ABOA SF VA is authorized per GSA delegation. VA would like to utilize as much of this square footage as possible.

Q4.4: RE: page 66 of Exhibit D - the OIT room is calling for 10 air exchanges. Do we need to provide forced air to this room as well as the split system or can we use a ducted split system? Does this room also need humidification?

A4.4: A ducted split system is acceptable. Humidity control not to exceed 35% relative humidity and a sensor that reports humidity levels via an email is required.

Q4.5: RE: page 66 of Exhibit D - is the additional 200 sf of space that is required to receive 24-hour cooling required to be a separate space from the OIT room or can this 200 SF be added to the OIT room with cooling of the entire space being handled with one unit?

A4.5: As long as the proper cooling is being provided and the OIT room is large enough for the OIT racks being asked for, then the extra 200 SF that requires cooling can be included (added to) into the OIT room as long as the required cooling is provided.
