About this file

This document includes an amendment to a solicitation for community-based outpatient clinic courier services for the VA Sioux Falls Health Care System. The amendment provides responses to 19 vendor questions to clarify requirements. Daily courier services are needed to transport supplies and lab specimens between the main VA facility in Sioux Falls and four CBOC locations using vehicles. Stat courier services within 15 miles of Sioux Falls are also required as needed. The incumbent contractor utilizes three daily drivers and one on-call driver. The period of performance and total contract value are not specified. The amendment aims to clarify details such as vehicle size needs, cooler and refrigerant provision, equipment requirements, and specifics of overweight or stat delivery requirements. Offerors must acknowledge the amendment by signing and returning the SF30 form.

Questions and Answers

1. Question: Is there an incumbent for this solicitation? What was the cost of the final full option year of the previous contract?

Response: Yes, there is an incumbent. Additional information can be found on FPDS.

2. Question: What is the total estimated number of trips per year to and from each location?

Response: Please refer to Solicitation 36C26324Q0018, page 5 B.2 Price/Cost Schedule. The ESTIMATED number of trips is listed as the QUANTITY for each line item. Please note this is only an ESTIMATE.

3. Question: How many drivers/vehicles are currently used to service the current contract?

Response: There are currently three drivers daily with an additional driver that is on-call for potential STAT orders. This is how the routes currently break down:

1. Sioux City/Wagner Route

2. Spirit Lake Route

3. Aberdeen/Watertown Route

4. STAT Runs – Local/As Needed

4. Question: Will a compact car be enough for the pickup loads, or will a van or SUV be sufficient? What is the vehicle size currently servicing this location?

Response: Vehicle sizes vary depending upon the drivers. However, compact vehicles typically do not have enough storage space to pick up the over-sized/oddly shaped packages. The current vendor’s drivers often have to leave some of the packages behind due to the limitations of their vehicles. This is not an ideal situation for a daily courier route.

5. Question: I see that the VA will be providing coolers so will there be a cooler rotation or will these need to be roundtrip?

Response: The coolers are staged the pickup location here at the main facility each morning. They are brought to the CBOC’s, emptied, and then taken back to the main facility each day. There is not a rotation beyond that.

6. Question: Will there ever be a need for roundtrips?

Response: Unless I am misunderstanding the question, each day is a round trip from the facility to the CBOC’s and back.

7. Question: Will the courier need to start at the VA to transport supplies or will they start at the clinic?

Response: Each day begins with the pickup at the Sioux Falls VA facility.

8. Question: Are all of the listed Clinics up and running?

Response: Yes.

9. Question: Will the VA be proving the refrigerants or Dry ice that is needed?

Response: Yes.

10. Question: If the VA is not proving the refrigerants or Dry Ice can you give an amount that will be required per pickup?

Response: N/A

11. Question: What equipment does the contractor need to provide for the lab specimens? How many?

Response: They may want to add a small, portable cart for transporting deliveries from their pick-up/drop-off points to their vehicles, but nothing else is needed beyond vehicles for transportation back and forth from the facility to the CBOC.

12. Question: What is the period of performance for that contract?

Response: Please refer to the SF1449 page 1 block 20, B.2 Price/Cost Schedule page 5 and B.3 Statement of Work page 13.

13. Question: What is the total value of that contract?

Response: This solicitation has not been awarded yet.

14. Question: Are there any additional guidelines or instructions for submitting an offer, or is it satisfactory to adhere to FAR 52.212-1 as our guideline? (please note we are aware of the required completion of the certificate of compliance for LOS)

Response: All offerors shall fill out the certificate of compliance for limitations on sub-contracting (LOS) and return with quote. Failure to sign LOS certificate will result in quote being unresponsive. The SF 1449, all SF 30’s (if an Amendment is posted) and Attachment 1 Certificate of Compliance must be signed and submitted along with your offer to be considered for this requirement. This requirement will be evaluated on price alone.

15. Question: Do you accept CPARs evaluations as additional Past Performance information?

Response: The Contracting Officer will pull the CPARS reports.

16. Question: It is common practice for small businesses that the drivers, cars and other equipment used for a contract are not sourced until after an award has been made, for cost effectiveness and to reduce loss. However, we will be forwarding our standard Training Certificates-Procedures for your reference, is this information acceptable?

Response: Yes

17. Question: Has the scope of work changed since the last contract award?

Response: The scope of work has not changed since the last contract. The only real differences were the pick-up locations here were changed and the drop-off locations were changed (4 New CBOC addresses over the course of the contract)

18. Question: Regarding the STAT services within 15 miles of Sioux Falls, are these daily requirements?

or are they going to be as needed? I also see the quantity per year is 600. is that correct?

Response: The STAT services are not daily - only as needed. I do not believe we have ever come close to the 600 quantity. That estimate did come right from Lab personnel as a safe number to cover potential instances.

19. Question: Regarding overweight or oversized packages, would they be included in the routes and given a 24-hour notice? Or will they have their own routes whenever necessary? This will help in pricing as we would want to include those in the normal routes if we can.

Response: Those types of deliveries are included in the standard daily routes because they are often daily occurrences. We supply Prosthetics items to the CBOC’s and this commonly includes wheelchairs, walkers, bath chairs, canes, crutches, etc. While none of these items are overly heavy, they are oddly shaped and oversized.
