Questions and Answers

1. Question: Page 25, items e and f of the Scope of Work – these two requirements reference an electrical study while the title for this section is related to the Tri‐Annual Electrical Testing. This project had previously been issued outlining the requirement to perform an arc flash study in addition to electrical testing. Is it possible these two sections are related to the previous arc flash study requirement but were not removed from the solicitation?

Sioux Falls VA Response: A professional engineer is not required for the electrical testing as this is only required for the ARC Fault Calculations that were removed from scope. A tentative project schedule must still be provided to forecast the outages. A regularly held meeting is not required.

2. Question: Page 25, item e of the Scope of Work – if the question raised in item 1 above is still considered to be valid, how do the contractor team members achieve current standing under VISN

223AE IDIQ?

Sioux Falls Response: See response to question 1

3. Question: Can the Sioux Falls 2019/2020 Electrical Studies Report be made available?

Sioux Falls Response: See attachment titled – S02_Atch_Sioux Falls VA Combined (2019‐2020) Test

Report (757 Pages) ‐ Reduced Size

4. Question: On page 5, Section B.2 Price/Cost Schedule item #2 indicates an arc flash study is to be performed for this facility. However, section B.3, Statement of Work (SOW) is titled Three Year Breaker

Test Services to support the Iowa City VA Facility. The SOW goes on to describe requirements to conduct 3‐year testing and not an arc flash study. If the VA is looking for 3‐year testing using the present SOW, this is nothing more than a labeling issue on the Price/Cost Schedule. If the VA is looking to have an arc flash study performed in conjunction with or without 3‐year testing, that becomes an issue as the SOW does not provide the desired basis for conducting this study.

Iowa City Response: There will not be an ark flash study done at Iowa City. Please disregard the reference to an ark study in the SOW.

5. Question: Page 25, section g.1. of the Scope of Work – establishes a requirement to have electrical work performed by a licensed electrician. There is nothing in any state licensing standards that govern electrical testing required under this project. Such licensing is solely limited to electrical equipment installations that are not a part of this solicitation.

Sioux Falls Response: The SOW on Page 25 regarding the licenses is replaced with the following.

Field service work shall be performed directly by field service engineers who have successfully demonstrated their knowledge and experience in the field of Electrical Power Distribution Systems

Testing. The field service engineer shall be capable of: 1) testing assessing, evaluation, servicing, and reconditioning components, 2) assuring that the equipment on which work has been performed is safe, reliable and acceptable for its intended purpose, and 3) identifying defective equipment, and potential safety problems, environmental hazards, or code violations. The lead Field Service Engineer/Technician must have minimum qualifications as follows:

A. Current certification by the National Institute for Certification in Engineering

Technologies (NICET) or the National Electrical Testing Association (NETA), plus at least five (5) years’ experience in electrical switchgear and power distribution systems testing; or

B. Persons who, by their education, training, and specialized experience can qualify for certification buy who have not yet applied or taken the certification exams. These people must submit three (3) references on projects of similar size and complexity and demonstrate that they have the required specialized knowledge and five (5) years experienced in electrical switchgear and power distribution systems testing; or

C. Persons with higher qualifications, such as a BS degree in Engineering, provided that they submit three (3) references on projects of similar size and complexity and demonstrate that they have the acquired specialized knowledge and five (5) years’ experience in electrical switchgear and power distribution systems testing.

Contractor must be able to provide documentation that shows they meet the above listed requirements.
