36C26322Q0964: Elevator Testing & Inspections
St. Cloud, MN VA Medical Clinic
1. Who is your current elevator maintenance provider?
A: Elevator maintenance was previously performed by employees of the VA.
There is a separate elevator maintenance contract currently being prepared but has not been awarded to a vendor.
2. If St. Cloud does not have a current maintenance provider, is it required by the contractor to find a sub-contractor to do the testing?
A: All work detailed in the Statement of Work (SOW) must be performed. If a vendor is unable to perform a task, they may subcontract the work to another vendor. The prime vendor is responsible with adhering to any applicable FAR clauses associated with subcontracting. Those clauses can be found in the original solicitation.
3. On your price cost schedule for all the Semi-Annual inspections you have doubled the quantity of units for each year.
Typically, the Semi-Annual inspections are done one time a year at the six-month mark.
The Annual Category 1 tests and Category 5 Load tests are then done at the annual mark and encompass all the testing the Semi-Annual test do and as well as additional testing for the yearly tests. To give you our most competitive pricing for the Semi-Annual testing the quantity number needs to be the exact amount of inventory tested each year.
In your case that would be 22 units for the base year and then adding the additional units as they are completed.
Would you consider updating the price cost schedule for this solicitation to reflect the number of units needing Semi-Annual testing to match the actual number of units you have in your inventory instead of doubling them?
A: Yes, the price schedule and SOW have been adjusted to show the semi-annual testing to be performed one time per year in December. The tasks to be performed during the second semi-annual test are to be performed during the annual testing in addition to any further testing required during the annual Cat 1 testing performed in June. Category 5 testing is to be performed once during the life of the contract in the base year only.
4. Per the SOW under General Statement and Testing; Contractor shall provide all labor, supervision, equipment, and tools required to perform Independent Elevator Inspection Services. Is this solicitation calling for the inspector to witness only or to perform the Annual Category 1, Category 5, and Overspeed Rupture Valve Testing?
A: Work under this contract is for Testing and Inspection services. The SOW has been updated to make this clearer. Changes are highlighted in yellow.
5. What was the pricing quoted for the previous contract?
A: Due to contracting policies we are unable to provide this information. The request has been forwarded to the St. Cloud VAMC FOIA officer. The FOIA office can be reached at VHASTCFOIARequest@va.gov. Any questions surrounding the pricing of the previous contract should be directed to this office.
6. How many elevators will need to be tested after normal business hours? Which elevators are those if any?
A: It is unknown how many elevators will need to be tested after normal business hours. Per the SOW only testing/inspections expected to severely impact elevator service, or incapacitate a bank of elevators, will be conducted after normal business hours as coordinated with the COR. It is anticipated that very minimal, if any, after normal business hours testing will need to be conducted.
7. If units are required to be tested/inspected after normal business hours, will a modification to the contract be required for the additional costs?
A: This solicitation is in pursuit of a firm-fixed-price contract. A modification based on increased labor rates will not be accepted. However, if additional testing and/or inspections are needed this may be accepted. Any increase in costs must first be approved through the Contracting Officer via a bilateral modification to the contract prior to the start of the additional work.
8. Please revise the cost schedule as 0002 is not completely visible.
A: Price schedule is revised to include 0002 for annual Cat 1 testing during the base year. Additional revisions to the price schedule were made as detailed above.
Statement of Work
Semi-Annual Elevator Inspection and Annual Safety Testing
General Statement: Contractor shall provide all labor, supervision, equipment and tools required to perform Independent Elevator Testing and Inspection Services for the vertical transportation systems located on the campus at the VISN 23 St. Cloud VA Health Care Campus, 4801 Veterans Drive, St. Cloud, MN 56303, in accordance with the Statement of Work. It is the responsibility of the vendor to determine if the equipment is in safe operating condition, that it has not been altered except in conformity to the applicable codes or regulations, and that each elevator (vertical transportation system) will perform in accordance with all applicable inspection requirements. In the performance of this contract the contractor shall take such safety precautions as St. Cloud VA Medical center/Safety and Engineering departments determine to be reasonably necessary to protect the lives and health of occupants of the building.
Testing: The Code, ASME A17.1, requires periodic testing of elevators which is witnessed by a Qualified Elevator Inspector (as defined by ASME QEI-1).
1. Semi-Annual Testing:
a. Conducted in December and June.
b. During the base year 22 elevators are to be tested for a total of 44 tests for the year.
c. During option year one (if exercised) 25 elevators will be tested in December and
26 tested in June for a total of 51 tests for the year.
d. During option year two through four (if exercised) 26 elevators are to be tested for a total of 52 tests per year.
2. Annual Category 1 Testing:
a. Performed for the electric, (traction), and hydraulic elevators conducted in June.
b. During the base year 22 elevators are to be tested.
c. During option years one through four 26 elevators are to be tested.
3. Category 5 Testing:
a. Conducted on two traction elevators in June.
b. Testing required during the base year only.
4. Over Speed Rupture Valve Testing:
a. Conducted during the full load testing period on hydraulic elevators in June for 20 elevators.
b. Testing and adjustments (as needed) required during the base year only.
5. Please Note: If the contractor cannot perform both testing and inspection services the contractor shall be responsible to hire any sub-contractor that maybe needed to complete these tests services. The prime vendor is responsible in ensuring the applicable FAR clauses concerning subcontracting are followed, clauses can be found below.
Additional Elevators: Four (4) elevators are currently under construction. All additional elevators are hydraulic type. The additional elevators listed below are anticipated to be on the first option year schedule and the remaining option years.
Scheduling: Contractor shall perform annual testing and inspections in the month of June and the semi-annual testing and inspections in the month of December and June. The vendor Inspector shall coordinate all testing and inspections with the elevator maintenance company and the St. Cloud VA Medical Center Contracting Officer Representative (COR) assigned to this service contract. All testing and inspections shall be coordinated a minimum of thirty days prior to testing and inspection dates. Testing and/or inspections that may severely impact elevator service, or incapacitate a bank of elevators, shall be performed after normal working hours and approved in advance by the COR, all other testing and inspections shall be accomplished during normal business hours (7:00AM to 4:30PM Monday through Friday except federal government holidays).
St. Cloud VA Contractor badge shall be worn by all Contractor employees while working on VA premises.
Due to covid protocols, Contractor shall follow VA guidelines as appropriate, currently required to wear a medical grade face mask, which is provided by the door entrance.
Testing and Inspections: Testing and inspections are performed to determine whether the existing equipment conforms to the latest code within the American Society of Mechanical Engineers ASME and conform to any additional standards, rules, regulations, and laws.
Qualifications: Testing and inspections must be conducted by licensed personnel in accordance with ASME guidance and Minnesota statutes (found within the MN Department of Labor and Industry website). Testing of the elevators must be witnessed by a Qualified Elevator Inspector (as defined by ASME QEI-1). Additionally, personnel conducting testing must have an OSHA 10 license.
Contracted Payments: This is a one-year base period, with 4 option periods to be paid out as work is completed semi-annually.
Reports: Contractor shall supply a full report, in duplicate, to Facilities Management. The report shall include such things as, suggested adjustments, repairs or replacements needed; as well as a comprehensive check list that follows the ASME code. The template for the report and checklist can be found within the ASME. Attached are the Minnesota State Traction and Hydraulic Elevator Testing checklists.
