A.2 QUESTIONS & ANSWERS:

CLARIFICATIONS FROM AMENDMENT 1:

Question 1: If the system provided is TRM approved, can it operate on SCVAHCS's network infrastructure to reduce cost to the government?

Answer 1: TRM approval is not required.

Clarification for Question 1: We noted in your response to Question 9, that the system will operate on your VA Enterprise network and be segregated on a VLAN. National OIT requires that applications operating on their Enterprise network, even those used for life-safety, be VA-TRM certified and patched monthly. Given that the system is to operate on the VA Enterprise network, is there an exemption to the VA’s National OIT requirement to be VA-TRM certified and perform mandatory monthly updates/patches?

Clarification Answer for Question 1: The product will have to go through an ERA to be placed on a VLAN, but the software will not reside on an OIT computer; Therefore, it is not required to be TRM approved.

Question 4: Will SCVAHCS be providing 110vac outlets above each of the doors to receive magnetic locks?

Answer 4: No. The majority of the doors do have 110 vac outlets above the door, but the rest are powered from other locations.

Clarification for Question 4: We did not see in the RFP that there are existing magnetic locks at each of the door locations to receive them. The magnetic locks require 110vac to operate. Is or will 110vac be available at each of the door locations that the magnetic locks will need to operate?

Clarification Answer for Question 4: Some of the doors will have 110VAC, but all our current Mag locks are 12 VDC and have a central power supply. Some have 110VAC outlets above ceiling, but not all.

Question 5: Are the 11 requested magnetic locks for single doors?

Answer 5: 10 are for single doors, 1 is a double door.

Clarification for Question 5: Is the double door the sliding door in B49-1? If not, please clarify whether it is a double requiring two sets of magnetic locks and its location.

Clarification Answer for Question 5: Correction to previous answer, there are no double doors and only 8 magnetic locks are required. Single sliding door with 1 mag lock and 7 single doors with 1 mag lock each.

Question 12: With regard to your requirement for 19 power supplies, what changes are required if the power to door controllers, readers, and display panels sources from Altronix (battery-backed) power supplies in the OIT closets?

Answer 12: Power supplies cannot be located in the IT closets.

Clarification for Question 12: Which rooms on each of the floors can power supplies be installed to feed the components and are these rooms restricted access?

Question 13: Can you please clarify Wandering system supplies, qty one?

Answer 13: The statement of work identifies the quantities of each component requested as part of the overall wander management system.

Clarification for Question 13: The terminology and quantity breakout for the associated infrastructure appears directed at a specific vendor’s solution. Please confirm that the solution does not have to use a specific vendor’s components and approach to infrastructure as long as the end result provides the requested functionality.

Clarification Answer for Question 13: We are not locked into a specific product but are firm that the required functionality is met with any offered product.

Question 20: Please confirm that once a patient reaches either of the elevator cabs, an alert for the whole elevator lobby is to activate and both elevator cabs are to lock down until the patient is removed from the area.

Answer 20: No, elevators need to lock down individually. This is further enforced by the request of individual elevator door panels.

Clarification for Question 20: Could you please clarify what elevator control inputs and outputs are available in the existing exciter panels adjacent to each elevator bay? Additionally, please clarify what voltage(s) are available in the exciter panels?

Clarification Answer for Question 20: Our current Wander Management door panels use a “Dry Contact” circuit to lock the Elevator Controls. We do not have exciter panels. Our current Wander Management system has door panels, which run off 12 VDC, and most of them have a central power supply. Few have the 110VAC outlet above ceiling.

ADDITIONAL QUESTIONS:

QUESTION 25: The word document contradicts itself on the qty of zones needing coverage

0. Page 4 states 9 elevators and 8 doors (17 zones)

0. Page 7 calls out 19 door controllers

0. Per the floor plans 9 elevators and 7 doors are called out (16 zones) ANSWER 25: The correct # is 17, 8 doors & 9 elevators. The Price/Cost Schedule has been updated. The floor plans show 17, not 16.

QUESTION 26: The word document contradicts itself on the qty of DE mag locks that are needed

0. Page 4 states 8 doors need DE mag locks

0. Page 7 states 11 locks are needed.

0. From the floor plans I note 6 single doors that need locks (refer to Wonder 2_Pic+-+Floor+Plan B48-1.pdf) ANSWER 26: The correct # is 8. The Price/Cost Schedule has been updated. B48-1 needs 7 for single doors and B49-1 needs 1 on the sliding door.

QUESTION 27: Is the sliding door in Building 49 1st Floor a single or double slider?

0. Do they want locks on this sliding door?

0. If no do they want to deactivate it on tag dect?

ANSWER 27: Yes, Mag lock for a single slider.

QUESTION 28: Page 4 - Patient ID must be available at door and nurse station controllers.

0. Is patient ID on the computer at the nurse station acceptable or is a separate nurse station controller required?

ANSWER 28: Computer at the Nurse Desk is sufficient.

QUESTION 29: Do they want to deactivate the elevator cars and not allow the car to leave the floor on a wandering alarm?

ANSWER 29: Yes.

QUESTION 30: Is there local power at each zone or should the door hardware be powered by a central power supply?

ANSWER 30: Not all locations have local power, so a Central Power supply would probably be the best solution.

QUESTION 31: Please confirm the number of elevators affected. Solicitation Statement of Work says 9 elevator controllers are needed, however per the drawings provided, buildings 48, 49, & 50 each have 2 elevators and building 51 has a single elevator, for a total of 7. Please clarify.

ANSWER 31: Bldg. 48 - No Elevator Bldg. 49 - 4 Elevator doors (2 doors on 49 1st floor & 2 doors on 49 2nd floor) Bldg. 50 - 4 Elevator doors (2 doors on 50 1st floor & 2 doors on 50 2nd floor) Bldg. 51 - 1 Elevator door (1 door on 51 2nd floor)

QUESTION 32: Will the new wander management system need to be integrated with the access control card reader system? If so, what integration/functionality is required? And which doors currently have card readers requiring integration?

ANSWER 32: No, we do not want the Wander Management system to integrate with the card reader system.

QUESTION 33: Solicitation statement of work requires the new wander management system to be integrated with Rauland Nurse Call. What integration/functionality is required?

ANSWER 33: Integration is required. The functionality required is that when the Wander Guard alarms, it will annunciate throughout the floor using the Rauland Nurse call system.

QUESTION 34: Solicitation statement of work requires the new wander management system to be integrated with the elevator systems. This will require involvement from an elevator service company. What company currently holds the service contract for the elevators affected?

ANSWER 34: Elevator controls are already in place for our current Wander Management system. We have VA employed elevator mechanics.

QUESTION 35: Please confirm which doors require magnetic locks. The drawings indicate locations of existing controllers, but not specifically the mag lock locations.

ANSWER 35: All doors with controllers need mag locks except for the Elevators.

QUESTION 36: Please confirm no power or data work is required at the 7 new workstation locations.

ANSWER 36: Power will not be needed for the 7 workstations; Data may be need depending on the system installed.

QUESTION 37: The door ajar alarm functionality listed in the Solicitation Statement of Work will require a door position switch. Please confirm this sensor and its wiring are to be surface mounted to reduce existing finishes re-work.

ANSWER 37: Currently our contact switches are integrated into our current Mag locks.

QUESTION 38: What PPE will be required for workers in the CLC buildings? Face shields? Suits?

ANSWER 38: Medical grade face masks will be required.

QUESTION 39: Are HEPA dust carts as described in the Solicitation Statement of Work the only required infection control for the project? Will a separate cart be required on each side of the doors affected?

ANSWER 39: HEPA dust carts will be required anywhere that dust will be produced to contain any dust generated.
