2. No dates have been changed by this amendment. A Site Visit is scheduled for Thursday April 15th at 9am central.

Questions are due by Tuesday April 20th at 2pm central. The solicitation c loses on Friday April 23rd at 10am central.

QUESTIONS & ANSWERS:

Question 1: If the system provided is TRM approved, can it operate on SCVAHCS's network infrastructure to reduce cost to the government?

Answer 1: TRM approval is not required.

Question 2: If the system will not be allowed to operate on SCVAHCS network infrastructure, will the system be allowed to communicate over the WiFi installed throughout the CLC's.

Answer 2: Not applicable. See above answer.

Question 3: Where is the server to be located?

Answer 3: The server will be in room 185 of Building 4 on the St. Cloud VA campus.

Question 4: Will SCVAHCS be providing 110vac outlets above each of the doors to receive magnetic locks?

Answer 4: No. The majority of the doors do have 110 vac outlets above the door, but the rest are powered from other locations.

Question 5: Are the 11 requested magnetic locks for single doors?

Answer 5: 10 are for single doors, 1 is a double door.

Question 6: In the same way that dry contacts are to be provided at each door for SCVAHCS to connect the fire alarm and override magnetic locks, is it appropriate to assume that the system solution will require dry contacts in the elevator control room(s) for each of the elevator cabs and that SCVAHCS or its elevator contractor will be tying the same into the elevator control system(s)?

Answer 6: Currently, contact wiring for the elevators is already located at the doors from our existing wander management system.

Question 7: Are vendors permitted to submit line-item options to the system that provide increased functionality over what was requested in the solicitation?

Answer 7: There are no restrictions on what vendors can quote. Quotes will be evaluated for technical acceptability against the Statement of Work.

Question 8: Please confirm that, for the exception of running new CAT6 cables and terminations from the door controllers/readers/display panels at the exits/elevators to the OIT closets, the existing OIT infrastructure (e.g. network switches and UPSs) can be utilized to connect the new workstations, server, and ward IP segments to a dedicated Wander Management OIT created VLAN?

Answer 8: Yes.

Question 9: If the infrastructure will be operating on a OIT VLAN,

a. Will OIT deliver their VA software load prior to the Wander Management software being loaded?

b. Will VA staff trained to maintain the system have network access to remotely manage badges, re-configure alerts, etc.?

c. If the contractor has Administrator privileges and remote CAG access, will it receive access to the system to remotely support your in-house support staff (e.g. assistance managing badges, databases, alerts, etc.).

Answer 9: Yes

Question 10: With regard to the 12-month support agreement, is that to include onsite repairs, software and configuration support over and above phone support?

Answer 10: Yes, the 12-month support agreement is to include on-site repairs, software and configuration support. If the repair or issue cannot be resolved over the phone, then onsite support by the vendor within 4-hours is expected.

Question 11: With regard to 24/7 phone support and 4-hour on-site repair response at ‘no additional charge, is that to include responding to trouble-calls for technical issues that onsite technical staff were trained and certified on?

Answer 11: Yes, the nature of the call may only be technical and not require on-site response, but the vendor is to provide support regardless of the VA’s personnel’s certification level.

Question 12: With regard to your requirement for 19 power supplies, what changes are required if the power to door controllers, readers, and display panels sources from Altronix (battery-backed) power supplies in the OIT closets?

Answer 12: Power supplies cannot be located in the IT closets.

Question 13: Can you please clarify Wandering system supplies, qty one?

Answer 13: The statement of work identifies the quantities of each component requested as part of the overall wander management system.

Question 14: Please confirm that the CLCs are in 4 separate buildings, 6 floors. Might a site plan be provided that shows layout of the buildings on the site?

Answer 14: Yes, the areas that we need the wander management system to cover is in 4 separate buildings that are all connected.

Question 15: Please provide the room numbers of the OIT closets on each of the floors that contain network switches and access to the emergency power circuit.

Answer 15: OIT closets are located in building 51 Rm 103A, building 50 Rm 103, building 49 Rms 177 & 277 and building 48 Rm 123. Electrical panels are spread throughout each building.

Question 16: Please confirm that in addition to showing patient names, display panels at each alert location and computers at each nurse station are to sound audible alerts when a patient is in close proximity to an exit and/or elevator bay to be covered. What is the maximum distance from the door to activate the alert?

Answer 16: 4 feet

Question 17: Do alerts need to display on a floor plan at each nurse station localized to that specific ward? If so, will a clean set of Autocad drawings be provided?

Answer 17: Yes, it does. Yes, the Autocad drawings will be provided to accomplish this need.

Question 18: Are there elevator chases at the elevators available for running cables between floors?

Answer 18: No.

Question 19: Please clarify where the elevator control rooms are located.

Answer 19: Elevator control rooms are located in building 51 the attic, building 50 Rm 23, building 49 Rm 32 and building 48 the attic.

Question 20: Please confirm that once a patient reaches either of the elevator cabs, an alert for the whole elevator lobby is to activate and both elevator cabs are to lock down until the patient is removed from the area.

Answer 20: No, elevators need to lock down individually. This is further enforced by the request of individual elevator door panels.

Question 21: With regard to Loiter alerts, given that patients are able to wander in the areas with magnetic locked doors, and that the doors will be locking as they come within proximity of the door, would it not minimize the time staff is pulled away from servicing other patients to have the location alerts activate only when a patient is at that door and its associated door ajar sensor registers the door is actually open?

Answer 21: Yes.

Question 22: Is it the intent of this RFP to have a magnetic lock (8th magnetic lock per the RFP) on the sliding door in B49-1 or does a set of dry contacts need to be made available for your door tech to tie into the locking mechanism on that door? If magnetic lock, could you please provide electrical schematics of the door as well as a picture to identify mounting options? Will the manufacturers’ warranty be affected if somebody other than their certified representative connects an input into the door lock mechanism?

Answer 22: Magnetic lock for sliding door in B49-1.

Question 23: With regard to NFPA 1010 compliant delayed egress magnetic locks, which is required by this RFP, a magnetic lock with 600 lb or 1200 lb holding force? Each facility has different requirements for the delay interval. What is the preferred duration of time to wait after the button press before the door is unlocked? And who in Patient Care is to hold and use the reset key to turn off the sounder and light?

Answer 23: 600lb holding force. The duration should be instantaneous. A keypad is the desired reset mechanism, no physical key.

Question 24: In lieu of a site visit to minimize exposure to staff, might a virtual walk-thru be possible to show one typical of the doors, elevator bays, nurse station locations where computers and/or display panels are to be located, where network components are to be located in the OIT closets, and where the server is to be located?

Answer 24: No virtual walk-thru will be available. Vendors are encouraged to attend the site visit to be able to identify potential challenges, such as for running new cabling etc., for the proposed solution. The penetrations and above ceiling barriers vary in different locations that would not be able to be seen in a virtual walk through.
