Questions and Answers

#1. Question: Will the VA make available to the successful bidder the software database files and study report for the existing facility short circuit and coordination study?

Answer: Yes.

#2. Question: There are specifications in section 26-13-16 for medium voltage switches and none are shown on the drawings. Is this an error or will there be a requirement for these switches?

Answer: No, medium voltage switches are in the project.

#3. Question: Will Generators be required on Outages?

Answer: No.

#4. Question: Will personnel be allowed in manholes with energized circuits 15 kv?

Answer: No, outages will be scheduled as needed to accommodate personnel working in manholes.

#5. Question: Please clarify what is how often power outages can happen and how long power can be down for.

o If back-up power is expected to be provided, please clarify what situations it would be required in.

Back-up power is not required.

Answer: All electrical outages must be coordinated at least a week in advance with COR. Outages of one hour or less can be coordinated during the week before 7:00 AM or after 6:00 PM. Outages of longer duration shall be scheduled on Sundays.

#6. Question: In regard to the medium voltage cable types specified. Spec. Section 26 05 13 – 2.1 F indicates a copper tape shield. Because of the single-phase transformers that exist on site, does this need to be revised? It is not standard practice to use a tape shield to carry the neutral current.

Answer: Bid the project in accordance with the specification section referenced.

#7. Question: From the one-line drawings it is hard to tell if taps are occurring inside the sectionalizers or inside the manholes. Is the general intent to keep splices in the sectionalizer and out of the manholes or is it anticipated that taps or splices will need to happen in the manholes?

· In relation to this question, should all 3 phase sectionalizers be bid as shown on detail 2 and 3 of sheet E-502 with 3 – 3 port load break bushings? Yes.

· Can sectionalizer cabinets be placed on a fiberglass base as an alternate to a concrete pad? Fiberglass bases provide for greater bending radius and potentially place less stress on the MV cable. Yes, sectionalizer cabinets can be placed on fiberglass bases.

Answers: It is anticipated that splices will happen in the manholes.

#8. Question: Can the engineer provide a legend for the symbols used on the one-line drawings?

Answer: No.

#9. Question: Is the design intent that all existing MV cable will be replaced with new once the project is complete?

Answer: Yes.

#10. Question: Should the sectionalizer number correspond to the transformer number that they are placed next to? Sectionalizers on sheet E-614 appear to be mislabeled.

O The 3 sectionalizers, (presumably 20,23,24) do not show up on the EP drawings or on duct bank schedule. Please clarify if these sectionalizers are to be provided or not. Provide sectionalizers in accordance with one-line diagrams.

Answers: Provide sectionalizers in accordance with one-line diagrams.

#11. Question: Can the new TF-66 be placed on the existing TF-66 pad? Or is it expected that a new pad will be poured?

Answer: Yes.

#12. Question: TF-64 is called out as a 3-phase transformer on the transformer schedule but is shown as single phase on the one line. Please Clarify.

Answer: It is a single-phase transformer.

#13. Question: Can we disregard the Fire Alarm devices shown on sheet EP114 Answer: Yes.

#14. Question: Referring to details 1 and 2 on sheet E-501.

O If the existing manholes do not meet the requirements noted, will these parts need to be added or replaced? No.

#15. Question: Detail 2 on sheet E-503 mentions connection to a lightning arrestor. Will lightning arrestors be required? If so can you please provide a detail of how these should be installed?

Answer: Lightning arrestors will not be required.

#16. Question: Separate equipment grounding conductors appear to be installed in all conduits containing MV cable. Is it expected that a separate equipment grounding conductor will be pulled in each conduit that contains MV cable? If so please specify what size will be required.

Answer: Yes.

#17. Question: On Sheet E-612, Do the boxed areas represent the interior portion of the transformer? If so, can Note 2 be eliminated inside the boxed area?

Answer: Yes.

#18. Question: Will the VA provide locates for the underground utilities?

Answer: Yes, the VA will provide locates for underground utilities.
