Questions and Answers:

Solicitation Number: 36C26319R0036 Project Name: Correct HVAC Deficiencies Gastrointestinal Services (OM) Omaha VA Medical Center, Omaha NE

Question 1: Is it necessary to list all of our subcontractors on the schedule that we submit with our bid package? We won’t know which subs we are using until they send us their bids and a lot of them send their bids just before the deadline which leaves us little to no time to change the schedule.

Answer: Yes, we want to know who your proposed subs are including your mechanical contractor.

Question 2: Detail F5/A501 shows blast resistant panels around the exhaust fans. Is blast resistant necessary since this is on the 8th floor and there is a hole for an exhaust fan in the panel anyway?

Answer: The panels were selected for their extra strength and ability to support the exhaust fans in this application.

Question 3: Note #1 on fire protection drawings says to replace mains and tie in old lines Under the current shut down procedures at the VA this would not be possible, since they can only be shut down for 4 hours at a line. These mains feed the entire floors from this side's standpipe. The only way would be to demo the lines on the Gastro space back to the existing main and plug off. Then run a new main routing it close to the existing one feeding new lines for the heads in the Gastro space, then act then towards the end on the project tie this main into the standpipe and point downstream of the Gastro space and demo old main before ceilings go in.

Answer: We are somewhat confused by the Question #3 stated basis and commentary. Based on the topic of the question, we are presuming they are referring to the fire demo sheet, Sheet FD101. In accordance with the design requirements for a hospital, a sprinkler riser is only able to serve a smoke zone. Therefore, the mains would not be serving the entire floor.

On the demolition sheet, the location of the existing riser serving the remodel area has been identified. The standpipe system and fire sprinkler zone control are not located within the remodel area and the documents are not requiring them to be removed as part of the project. Directly below are the first two keynotes from Sheet FD101 below. As noted, keynote #1 does not mention removing fire mains.

Therefore, it is presumed they are referring to keynote #2. This keynote is pointing to a polyline which outlines the remodel area and only pertains to the sprinkler system located within that boundary. The intent of the note is to have all of the piping within the corridor, shown hatched on the plan, to be removed and a new main installed in the corridor at a location that is not in conflict with the new, very large, ducts that are to be installed. It is expected, and stated in the note, that the new main is to be installed, tested, and in place ready to break connections to the existing at the locations shown prior to removing the existing piping. The intent of the note does not require all piping to be removed first. It is expected the fire suppression system will be taken off-line several times to make the various connections. How this is achieved is part of means and methods. The note further states that the contractor must provide a fire watch whenever they require the system to be down for more than a three (3) hour period. Under no circumstances can the new main be installed “close” to the existing one. The whole reason for moving it is to make room for the extensive HVAC upgrade that requires installation of very large ducts. The new mains will have to run down one side of the corridors. The only thing not able to be determined during the design was if the standpipe located at the end of the corridor that is within the remodel space is connected to the large sprinkler main. It is presumed that it is not connected; however, this could not be determined during site investigations.

Question 4: A price schedule is referenced several times within the solicitation as a requirement but no price schedule, as well as no price schedule breakdown forms were attached with the solicitation. Please clarify if the VA is providing these two forms?

Answer: There is NO Bid schedule to fill out except the SF 1442 Page 2, Block 17.

Question 5: What is the warranty on the roof? And who is the roof contractor?

Answer: Warranty is with The 2001 Company and is valid through May 2031. The roof was installed by RL Craft. The warranty is attached.

Question 6: What room is below the Chiller Platform on the structural tie-in (5- S101)? Will there be access, will we need to caution the whole area and is that a hard lid or a grid ceiling?

Answer: The room below the Chiller Platform is the Psychology Department’s Group Therapy room and is also used as a conference room. With two weeks’ notice, the room can be made available to the contractor during normal work hours. The room has a drop ceiling.

Question 7: A102 F3 shows equipment platform penetrating, what’s between the platform and the existing structure (gap)? Also, S101-5 shows adhesive anchors with no penetration. Please clarify?

Answer: Concrete encases the structure. So, the ‘space’ is concrete. 5/S-101 shows the adhesive anchors embedded 3 3/4” into the concrete.

Question 8: Has the VA done any surveys for asbestos or led or any other Hazardous materials?

Answer: Yes. There are no known hazardous materials in the work area. However, there may be residual asbestos containing mastic underneath the floor tile immediately outside the double-door entry to the Gastro Department. The scope of work does not anticipate any disturbance of those floor tiles. However, the contractor should immediately stop work notify the COR if they suspect asbestos that has not been previously identified.

Question 9: Is there a crane staging area? If so where is the location?

Answer: Contractor will present a crane staging plan to the COR at least two weeks prior to any crane operations. I anticipate the crane will be staged in the loading dock area and will need to be done on a weekend to minimize impact to Medical Center Deliveries.

Question 10: Roof cables are interfering with the HVAC unit on top.

Answer: Don’t understand the question. It appears to be more of a statement than question. Obviously, any coordination of existing conditions or trades will be discussed and rectified in either RFI’s or material submittals.

Question 11: Will the roof contractor warranty his existing roof after we penetrate the roof?

Answer: Penetrations will need to be repaired by a contractor licensed by the roof manufacturer to maintain the warranty. See response to Question 5.

Question 12: Who is the roof contractor that put on the existing roof?

Answer: RL Craft Question 13: Where will be able to locate our dumpster?

Answer: We will coordinate a location in the Medical Center loading dock area.

Question 14: Are we allowed to work 24/7 if need be?

Answer: Work outside of normal duty hours (6:00 a.m. – 5:00 p.m., M – F excluding Federal Holidays) will need to be coordinated with the COR and CO and approved in advance. However, the short answer is Yes.

Question 15: Does the warranty of the roof need to be maintained during the roof modifications needed for the steel frames on the 12th floor roof. If so, please provide the roof contractor that holds the warranty on the roof in order to ensure it is maintained.

Answer: Yes. Per F3/A102 Question 16: Please provide the locations where the Portland Cement Terrazzo Flooring is to be installed.

Answer: See F5/A101: Patch and repair at demolished radiators.

Question 17: Please provide the locations where new signage is required.

Answer: Replace existing track in existing locations. Allow 120 linear feet.

Question 21: Is the ceiling in storage rooms (8110) on Floors 8, 9, 10, and 11 to be replaced?

Answer: Yes.

Question 22: Please confirm we are to furnish and install one (1) ceiling mounted patient lift system.

Answer: Yes. Existing seven patient lifts to be removed, preserved and replaced.

Question 23: Please confirm the freight and passenger elevator can be used for the duration of the project.

Answer: See general note 23 on sheet G0. Elevator 5.

Question 24: Please provide the lead and asbestos survey.

Answer: There is no known lead in the area. Asbestos survey attached (File Name: Asbestos Survey B1F8)

Question 25: Please provide the abatement drawings.

Answer: Asbestos Survey attached Question 26: Please provide the thickness of the lead lining in the existing walls.

Answer: 1/16” thick.

Question 27: Please provide the thickness of the lead lining for the new doors and frames.

Answer: 1/16” thick.

Question 28: Please provide the thickness of the lead lining for the new drywall.

Answer: 1/16” thick.

Question 29: Section 1.1.2, quantity is 20 SF. Under the State of Nebraska Rules and Regulations, pcm air clearance sampling and a final visual inspection is only required for quantities of friable asbestos greater than 160 SF or 260 LF. Section 3.6 is not applicable based on these requirements. In addition, a 3 stage de-con is not required for this work. All that is required is splash guards, a one stage air lock de-con, and a negative air machine if the floor tile becomes friable due to breaking. Please advise.

Answer: Concur. Conduct any asbestos abatement in accordance with State of Nebraska Rules and Regulations Question 30: Please confirm the superintendent, SSHO, and Quality Control Manager can be one in the same.

Answer: Yes.

Question 31: Please provide the underground utility plan for the loading dock area in order to coordinate the crane location for the installation of the structural steel and mechanical equipment.

Answer: See attached. (File Name: Omaha VAMC Utility Plot Plan) Question 32: Are there any utility corridors under the load dock area?

Answer: No. See Utility Plot Plan.

Question 33: Will a FAA permit be required for the crane?

Answer: NO.

Question 34: Note #1 on fire protection drawings says to replace mains and tie in old lines. Under the current shut down procedures at the VA this would not be possible, since they can only be shut down for 4 hours at a line. These mains feed the entire floors from this side’s standpipe. Please advise.

Answer: We are somewhat confused by the Question #3 stated basis and commentary. Based on the topic of the question, we are presuming they are referring to the fire demo sheet, Sheet FD101. In accord with the design requirements for a hospital, a sprinkler riser is only able to serve a smoke zone.

Question 35: Where will the contractor parking be located?

Answer: Contractor can use the VA Employee Parking on the North side of the main campus, auxiliary parking on the east side of the Douglas County Public Health Campus, or blue spaces on the east side of the Center Mall parking lot. Parking is extremely limited. On campus parking generally fills between 6:45 and 7:00 a.m.
