Answers to the questions below are seen in red text and highlighted yellow text.

P. 8, h., b. Typically a CDL is not required for shredding trucks, can you please point to the VAAR or state regulation that requires this? Please refer to Iowa DOT for posted Laws concerning commercial vehicles and comply.

• P. 10, 11. With the POP starting only six business days after the solicitation closes, and presuming it takes a day or two for the award to be announced – to order, ship and deliver the required containers by 10/1 will be difficult. Could this requirement please be adjusted to reflect a more achievable time frame to accomplish the task? Due to multiple issues from previous solicitations, time constraints associated with the procurement timeline cannot be moved.

• P. 11, 14, c). Since due to security reasons a shredding truck cannot be opened at any time while on site, will viewing the process by video and/or providing a shred sample be sufficient to meet this requirement? Yes

• P. 12, 15, c). Please describe what should be contained in the CSCA, or will that be covered in the kick-off call? Yes, Kick off call

• P. 13, Console Locations. For the five locations requesting monthly service, can the servicing frequency be changed to every four weeks rather than monthly? This is more efficient for scheduling and keeps servicing frequency intervals consistent. Yes

• P. 61, E.2 Evaluation. Since an SDVOSB entity must adhere to the Limitations on Subcontracting (LOSR) for any contract valued above $10,000, if the government’s market research included non-SDVOSB entities, and that research will be the basis for price evaluation, such a process would be akin to comparing apples to oranges due to different regulations that affect pricing offered by the two groups. To employ such a comparison during evaluation would be patently unfair to SDVOSB offerors. Comparison to a non-SDVOSB incumbent is also patently unfair. When evaluating offers will the agency be mindful that the LOSR applies to this contract, and therefore offers cannot be comparable to non-SDVOSB entity pricing that might have been used for market research and/or for a funding request? Refer to source selection data located within the RFQ document.

• Parking and Access o Across how many buildings will the containers be spread at the Des Moines HCS? How far apart are they? See attachment A (Locations). Campus is approx. 6 acres less than one minute drive between buildings.

o At the locations outside of the main campus, will containers be located in more than one building at any of the sites? If so, how far apart are those buildings? No (One building); No o Is there sufficient parking for our truck at the main campus and each of the satellite locations for the time it will take to retrieve material and shred the contents? Yes o Will any bins be located above/below the ground floor at the campus and/or satellite locations? If there will be, are freight elevators available to move the bins to/from ground level? Yes; Yes

• Is there a current contract for the work being solicited? Yes o If so, please provide that awarded contract number or task order number (NOT the incumbent GSA contractor number). VA263-14-F-0739 o Please provide the name of the incumbent contractor. SHRED-IT USA INC.

o Please provide the annual contract amount. Aggregate contract value for a base year and four option years; $323,565.68 o Is the level of effort being performed under the current contract fundamentally the same as what will be required to fulfill # 36C26319Q0861? If not, what has changed? Yes, with a greater emphasis on chain of custody log/certificate of destruction.

o If there is no contract in place, what is the name of the current vendor and what is the annual amount being paid for these services? N/A
