GENERAL REQUIREMENTS

1.1 SAFETY REQUIREMENTS

Refer to section 01 35 26, SAFETY REQUIREMENTS for safety and infection control requirements.

1.2 GENERAL INTENTION

A. Contractor shall completely prepare site for bui lding operations, including demolition and removal of existing struct ures, and furnish labor and materials and perform work for Project #6 36-16-203 “Correct

B. Visits to the site by Bidders may be made only b y appointment with the

VA Medical Center COR or Contracting Officer.

C. Offices of Calvin L. Hinz Architects (CLH Archit ects), as

Architect-Engineers, will render certain technical services during construction. Such services shall be considered as advisory to the

Government and shall not be construed as expressing or implying a contractual act of the Government without affirmati ons by Contracting

Officer or his duly authorized representative.

D. Before placement and installation of work subjec t to tests by testing laboratory retained by Department of Veterans Affai rs, the Contractor shall notify the COR in sufficient time to enable t esting laboratory personnel to be present at the site in time for pro per taking and testing of specimens and field inspection. Such pri or notice shall be not less than three work days unless otherwise desi gnated by the COR.

E. All employees of general contractor and subcontr actors shall comply with VA security management program and obtain perm ission of the VA police, be identified by project and employer, and restricted from unauthorized access.

1.3 STATEMENT OF BID ITEM(S)

A. ITEM I, Correct Physical Security Deficiencies: Grand Island VAMC, North Platte CBOC, Holdrege CBOC, O’Neill CBOC, NE. Work includes demolition, general construction, alterations, inst allation of bollards, grading, drainage, necessary removal of e xisting structures electrical demolition and construction, mechanical systems demolition and construction and certain other items.

1.4 SPECIFICATIONS AND DRAWINGS FOR CONTRACTOR

A. Drawings and contract documents may be obtained from the website where the solicitation is posted. Additional copies will be at Contractor's expense.

1.5 CONSTRUCTION SECURITY REQUIREMENTS

A. Security Plan:

1. The security plan defines both physical and admi nistrative security procedures that will remain effective for the entir e duration of the project.

2. The General Contractor is responsible for assuri ng that all sub-contractors working on the project and their employ ees also comply with these regulations.

B. Security Procedures:

1. Badge Requirements: General Contractor’s employ ees shall not enter the project site without appropriate badge. They m ay also be subject to inspection of their personal effects whe n entering or leaving the project site.

a. Local ID (Minimum ID Requirement for All Employees Performing Work Under this Contract): All employees of the contractor and

subcontractor(s) must display a VA issued badge (Lo cal ID), with photograph, at all times on the Medical Center prop erty. Local IDs allow employees access to public areas of the M edical Center and the construction area, only. All forms and addi tional instructions can be found at:

(1) All employees of the contractor and subcontractor(s ) will schedule an appointment with the VA NWIHCS Police S ervice for the employee to be fingerprinted and issued a Local ID through the On-line Timetrade Schedule system. All employe es of the contractor and subcontractor(s) are required to log in to the following web site: https://va-piv.com and create a user name and password to log into the system. Once the empl oyee has logged into the site they will schedule an appointm ent to have their fingerprints taken. Employees must fill out Form #2 and bring it to the fingerprint appointment. Once the fingerprints have been adjudicated (approximately 3 -5 days) the employee will receive an e-mail notification to schedule an appointment to pick-up the local ID at the PIV o ffice.

Contractor employees shall not be allowed to work o n the Medical Center property until Local ID has been iss ued.

b. Non-PIV Identity Card (Required for Employees Actin g in a Supervisory Capacity, Requiring a VA Issued Key or requiring access to a secure area within the Medical Center): Employees of the contractor and subcontractor(s) acting in a sup ervisory capacity and maintaining a sustained presence on si te shall be designated “responsible persons” and will require a VA issued Non-PIV Identity Card, which shall be displayed at all times when on the Medical Center property.

(1) Employee(s) requiring a VA issued Non-PIV Identity Card shall agree to be fingerprinted by the VA NWIHCS Police S ervice, have their fingerprints forwarded to and maintained on file by the VA Office of Personnel Management, have their n ame and fingerprints shared with local law enforcement agen cies, and undergo a background investigation (“Special Agreem ent Check”) conducted by the VA Human Resources department. The Special Agreement Check shall be completed and VA identific ations shall be issued to designated employee(s) prior to the start of work.

(2) All employees of the contractor and subcontractor(s ) will schedule an appointment with the VA NWIHCS Police S ervice for the employee to be fingerprinted and issued a Local ID through

Fill out sections O through S for all on-site project superv ision and those employees, including subcontractors that prov ide project supervision or require the issuance of government k ey. For employees born outside of the United States, provid e proof of citizenship. Return form(s) #1A/1B to project COR via secure mail or hand carried.

(4) Employees will receive an email invitation from the Security Information Center directing them to the Office of Personnel Management (OPM) e-QIP site for them to electronica lly complete and sign their background information.

(5) When notified, employees will come to the PIV Offic e for photo and badge issuance.

(6) At least one responsible person designated by the c ontractor and approved by the COR or CO shall be present at a ll times when employees of the contractor or subcontractor(s ) are working on the Medical Center property.

c. Local IDs and Non-PIV Identity Cards shall be valid for the duration of the contract or 23 months whichever is less. The contractor shall be responsible for ensuring all em ployees requiring access beyond the six month period renew badges and identification cards before they expire. Badge/ID c ard renewal shall be scheduled with the VA NWIHCS Police Servic e through Timetrade Schedule system for fingerprinting and c ard renewal 30-45 day calendar days prior to the ID card expira tion. Failure to renew badges/ID cards before the end of their va lid period may result in employees losing access to the Medical Ce nter until a new badge/ID card application has been completed an d approved, and a new badge/ID card issued. Costs and liabiliti es associated with delays caused by failure of the contractor’s a nd subcontractor(s)’ employees to maintain a current b adge/ID card shall be born solely by the contractor.

d. All employee information provided to the VA to meet the requirements of this section is protected by the Pr ivacy Act of

1974. The VA follows the requirements of the Privac y Act, which protects personal information that the VA maintains in “systems of records”. Information provided to the VA may not be disclosed unless permitted pursuant to 38 CFR 1.500 – 1.599. Records provided to and maintained by the VA may not be alt ered or destroyed, except as authorized by 38 CFR 1.579.

e. Keys, access cards, and identification cards shall remain the property of the government, and shall be returned t o the government at contract completion, when the employe e’s presence is no longer required at the Medical Center, or wh en requested by the COR or CO. Contractor shall reimburse the go vernment for the replacement cost of any keys, electronic access cards, or government issued identification cards lost or dama ged as a result of negligence or malicious act by employees of the contractor or subcontractor(s).

2. For working outside the “regular hours” as defin ed in the contract, The General Contractor shall give 3 days notice to the Contracting

Officer so that security arrangements can be provid ed for the employees. This notice is separate from any notice s required for utility shutdown described later in this section.

3. No photography of VA premises is allowed without written permission of the Contracting Officer.

4. VA reserves the right to close down or shut down the project site and order General Contractor’s employees off the pr emises in the event of a national emergency. The General Contrac tor may return to the site only with the written approval of the Cont racting Officer.

C. NOT USED

D. Key Control:

1. The General Contractor shall provide duplicate k eys and lock combinations to the Contracting officers representa tive COR for the purpose of security inspections of every area of pr oject including tool boxes and parked machines and take any emergen cy action.

2. The General Contractor shall turn over all perma nent lock cylinders to the VA locksmith for permanent installation. See Section 08 71

00, DOOR HARDWARE and coordinate.

E. Document Control:

1. Before starting any work, the General Contractor /Sub Contractors shall submit an electronic security memorandum desc ribing the approach to following goals and maintaining confide ntiality of

“sensitive information”.

2. The General Contractor is responsible for safeke eping of all drawings, project manual and other project informat ion. This information shall be shared only with those with a specific need to accomplish the project.

3. Certain documents, sketches, videos or photograp hs and drawings may be marked “Law Enforcement Sensitive” or “Sensitive Unclassified”.

Secure such information in separate containers and limit the access to only those who will need it for the project. Re turn the information to the Contracting Officer upon request .

4. These security documents shall not be removed or transmitted from the project site without the written approval of Co ntracting

Officer.

5. All paper waste or electronic media such as CD’s and diskettes shall be shredded and destroyed in a manner acceptable to the VA.

6. Notify Contracting Officer and Site Security Off icer immediately when there is a loss or compromise of “sensitive in formation”.

F. Motor Vehicle Restrictions

1. General Contractor and its employees shall only park in designated areas

1.6 OPERATIONS AND STORAGE AREAS

A. The Contractor shall confine all operations (inc luding storage of materials) on Government premises to areas authoriz ed or approved by the COR. The Contractor shall hold and save the Gov ernment, its officers and agents, free and harmless from liabili ty of any nature occasioned by the Contractor's performance.

B. Temporary buildings (e.g., storage sheds, shops, offices) and utilities may be erected by the Contractor only with the appr oval of the COR and shall be built with labor and materials furnished b y the Contractor without expense to the Government. The temporary bu ildings and utilities shall remain the property of the Contract or and shall be removed by the Contractor at its expense upon compl etion of the work.

With the written consent of the Contracting Officer , the buildings and utilities may be abandoned and need not be removed.

C. The Contractor shall, under regulations prescrib ed by the Contracting

Officer, use only established roadways, or use temp orary roadways constructed by the Contractor when and as authorize d by the Contracting

Officer. When materials are transported in prosecut ing the work, vehicles shall not be loaded beyond the loading cap acity recommended by the manufacturer of the vehicle or prescribed by an y Federal, State, or local law or regulation. When it is necessary to cr oss curbs or sidewalks, the Contractor shall protect them from d amage. The

Contractor shall repair or pay for the repair of an y damaged curbs, sidewalks, or roads.

D. Working space and space available for storing ma terials shall be as determined by the COR.

E. Workmen are subject to rules of Medical Center a pplicable to their conduct.

G. Phasing: NOT USED

H. All buildings will remain occupied and operation al by the Government during the Construction Period. Contractor to coor dinate all

Construction activities with the COR to minimize di sruption to the VA daily operation.

I. Construction Fence: NOT USED.

J. NOT USED.

K. Utilities Services: Maintain existing utility se rvices for Medical

Center. Provide temporary facilities, labor, mater ials, equipment, connections, and utilities to assure uninterrupted services. Where necessary to cut existing water, steam, gases, sewe r or air pipes, or conduits, wires, cables, etc. of utility services o r of fire protection systems and communications systems (including telep hone), they shall be cut and capped at suitable places where shown; or, in absence of such indication, where directed by COR.

1. No utility service such as water, gas, steam, se wers or electricity, or fire protection systems and communications syste ms may be interrupted without prior approval of COR. Electric al work shall be accomplished with all affected circuits or equipmen t de-energized.

When an electrical outage cannot be accomplished, w ork on any energized circuits or equipment shall not commence without a detailed work plan, the COR’s prior knowledge and w ritten approval.

Refer to specification Sections 26 05 11, REQUIREME NTS FOR

ELECTRICAL INSTALLATIONS, 27 05 11 REQUIREMENTS FOR COMMUNICATIONS

INSTALLATIONS and 28 05 11, REQUIREMENTS FOR ELECTR ONIC SAFETY AND

SECURITY INSTALLATIONS for additional requirements.

2. Contractor shall submit a request to interrupt a ny such services to

COR, in writing, 7 days in advance of proposed inte rruption. Request shall state reason, date, exact time of, and approx imate duration of such interruption.

3. Contractor will be advised (in writing) of appro val of request, or of which other date and/or time such interruption w ill cause least inconvenience to operations of Medical Center. Int erruption time approved by Medical Center may occur at other than Contractor's normal working hours.

4. Major interruptions of any system must be reques ted, in writing, at least 15 calendar days prior to the desired time an d shall be performed as directed by the COR.

5. In case of a contract construction emergency, se rvice will be interrupted on approval by the COR. Such approval w ill be confirmed in writing as soon as practical.

6. Whenever it is required that a connection fee be paid to a public utility provider for new permanent service to the c onstruction project, for such items as water, sewer, electricit y, gas or steam, payment of such fee shall be the responsibility of the Government and not the Contractor.

L. Abandoned Lines: All service lines such as wires , cables, conduits, ducts, pipes and the like, and their hangers or sup ports, which are to be abandoned but are not required to be entirely re moved, shall be sealed, capped or plugged at the main, branch or pa nel they originate from. The lines shall not be capped in finished are as, but shall be removed and sealed, capped or plugged in ceilings, within furred spaces, in unfinished areas, or within walls or par titions; so that they are completely behind the finished surfaces.

M. To minimize interference of construction activit ies with flow of

Medical Center traffic, comply with the following:

1. Keep roads, walks and entrances to grounds, to p arking and to occupied areas of buildings clear of construction m aterials, debris and standing construction equipment and vehicles. Wherever

excavation for new utility lines cross existing roa ds, at least one lane must be open to traffic at all times with appr oval.

2. Method and scheduling of required cutting, alter ing and removal of existing roads, walks and entrances must be approve d by the COR.

N. Coordinate the work for this contract with other construction operations as directed by COR. This includes the sc heduling of traffic and the use of roadways, as specified in Article, U SE OF ROADWAYS.

1.7 ALTERATIONS

A. NOT USED

B. Any items required by drawings to be either reus ed or relocated or both, found during this survey to be nonexistent, o r in opinion of COR to be in such condition that their use is impossibl e or impractical, shall be furnished and/or replaced by Contractor wi th new items in accordance with specifications which will be furnis hed by Government.

Provided the contract work is changed by reason of this subparagraph B, the contract will be modified accordingly, under pr ovisions of clause entitled "DIFFERING SITE CONDITIONS" (FAR 52.236-2) and "CHANGES" (FAR

52.243-4 and VAAR 852.236-88).

C. NOT USED

D. Protection: Provide the following protective mea sures:

1. Wherever existing roof surfaces are disturbed th ey shall be protected against water infiltration. In case of le aks, they shall be repaired immediately upon discovery.

2. Temporary protection against damage for portions of existing structures and grounds where work is to be done, ma terials handled and equipment moved and/or relocated.

3. Protection of interior of existing structures at all times, from damage, dust and weather inclemency. Wherever work is performed, floor surfaces that are to remain in place shall be adequately

protected prior to starting work, and this protecti on shall be maintained intact until all work in the area is com pleted.

1.8 DISPOSAL AND RETENTION

A. Materials and equipment accruing from work remov ed and from demolition of buildings or structures, or parts thereof, shall be disposed of as follows:

1. Reserved items which are to remain property of t he Government are identified by attached tags as items to be stored. Items that remain property of the Government shall be removed or disl odged from present locations in such a manner as to prevent da mage which would be detrimental to re-installation and reuse. Store such items where directed by COR.

2. Items not reserved shall become property of the Contractor and be removed by Contractor from Medical Center.

3. Items of portable equipment and furnishings loca ted in rooms and spaces in which work is to be done under this contr act shall remain the property of the Government. When rooms and spac es are vacated by the Department of Veterans Affairs during the alter ation period, such items which are NOT required by drawings and s pecifications to be either relocated or reused will be removed by th e Government in advance of work to avoid interfering with Contracto r's operation.

1.9 PROTECTION OF EXISTING VEGETATION, STRUCTURES, EQUIPMENT, UTILITIES, AND

IMPROVEMENTS

A. The Contractor shall preserve and protect all st ructures, equipment, and vegetation (such as trees, shrubs, and grass) o n or adjacent to the work site, which are not to be removed and which do not unreasonably interfere with the work required under this contrac t. The Contractor shall only remove trees when specifically authorize d to do so, and shall avoid damaging vegetation that will remain in place. If any limbs or branches of trees are broken during contract per formance, or by the

careless operation of equipment, or by workmen, the Contractor shall trim those limbs or branches with a clean cut and p aint the cut with a tree-pruning compound as directed by the Contractin g Officer.

B. The Contractor shall protect from damage all exi sting improvements and utilities at or near the work site and on adjacent property of a third party, the locations of which are made known to or should be known by the Contractor. The Contractor shall repair any dam age to those facilities, including those that are the property o f a third party, resulting from failure to comply with the requireme nts of this contract or failure to exercise reasonable care in performin g the work. If the

Contractor fails or refuses to repair the damage pr omptly, the

Contracting Officer may have the necessary work per formed and charge the cost to the Contractor.

C. Refer to Section 01 57 19, TEMPORARY ENVIRONMENT AL CONTROLS, for additional requirements on protecting vegetation, s oils and the environment. Refer to Articles, "Alterations", "Res toration", and

"Operations and Storage Areas" for additional instr uctions concerning repair of damage to structures and site improvement s.

1.10 RESTORATION

A. Remove, cut, alter, replace, patch and repair ex isting work as necessary to install new work. Except as otherwise shown or specified, do not cut, alter or remove any structural work, an d do not disturb any ducts, plumbing, steam, gas, or electric work witho ut approval of the

COR. Existing work to be altered or extended and th at is found to be defective in any way, shall be reported to the COR before it is disturbed. Materials and workmanship used in restor ing work, shall conform in type and quality to that of original exi sting construction, except as otherwise shown or specified.

B. Upon completion of contract, deliver work comple te and undamaged.

Existing work (walls, ceilings, partitions, floors, mechanical and

electrical work, lawns, paving, roads, walks, etc.) disturbed or removed as a result of performing required new work , shall be patched, repaired, reinstalled, or replaced with new work, a nd refinished and left in as good condition as existed before commenc ing work.

C. At Contractor's own expense, Contractor shall im mediately restore to service and repair any damage caused by Contractor' s workmen to existing piping and conduits, wires, cables, etc., of utility services or of fire protection systems and communications sy stems (including telephone) which are not scheduled for discontinuan ce or abandonment.

D. Expense of repairs to such utilities and systems not shown on drawings or locations of which are unknown will be covered b y adjustment to contract time and price in accordance with clause e ntitled "CHANGES"

(FAR 52.243-4 and VAAR 852.236-88) and "DIFFERING S ITE CONDITIONS" (FAR

52.236-2).

1.13 LAYOUT OF WORK

A. The Contractor shall lay out the work from Gover nment established base lines and bench marks, indicated on the drawings, a nd shall be responsible for all measurements in connection with the layout. The

Contractor shall furnish, at Contractor's own expen se, all stakes, templates, platforms, equipment, tools, materials, and labor required to lay out any part of the work. The Contractor sha ll be responsible for executing the work to the lines and grades that may be established or indicated by the Contracting Officer. The Contra ctor shall also be responsible for maintaining and preserving all stak es and other marks established by the Contracting Officer until author ized to remove them.

If such marks are destroyed by the Contractor or th rough Contractor's negligence before their removal is authorized, the Contracting Officer

may replace them and deduct the expense of the repl acement from any amounts due or to become due to the Contractor.

1.14 AS-BUILT DRAWINGS

A. The contractor shall maintain two full size sets of as-built drawings which will be kept current during construction of t he project, to include all contract changes, modifications and cla rifications.

B. All variations shall be shown in the same genera l detail as used in the contract drawings. To insure compliance, as-built d rawings shall be made available for the COR review, as often as requ ested.

C. Contractor shall deliver two approved completed sets of as-built drawings to the COR within 15 calendar days after e ach completed phase and after the acceptance of the project by the COR.

D. Paragraphs A, B, & C shall also apply to all sho p drawings.

1.15 USE OF ROADWAYS

A. For hauling, use only established public roads a nd roads on Medical

Center property and, when authorized by the COR, su ch temporary roads which are necessary in the performance of contract work. Temporary roads shall be constructed and restoration performe d by the Contractor at Contractor's expense. When necessary to cross cu rbing, sidewalks, or similar construction, they must be protected by wel l-constructed bridges.

B. When new permanent roads are to be a part of thi s contract, Contractor may construct them immediately for use to facilitat e building operations. These roads may be used by all who have business thereon within zone of building operations.

C. When certain buildings (or parts of certain buil dings) are required to be completed in advance of general date of completi on, all roads

leading thereto must be completed and available for use at time set for completion of such buildings or parts thereof.

1.16 NOT USED

1.17 TEMPORARY USE OF MECHANICAL AND ELECTRICAL EQUIPMENT

A. Use of new installed mechanical and electrical e quipment to provide heat, ventilation, plumbing, light and power will b e permitted subject to written approval and compliance with the followi ng provisions:

1. Permission to use each unit or system must be gi ven by the COR in writing. If the equipment is not installed and main tained in accordance with the written agreement and following provisions, the

COR will withdraw permission for use of the equipme nt.

2. Electrical installations used by the equipment s hall be completed in accordance with the drawings and specifications to prevent damage to the equipment and the electrical systems, i.e. tran sformers, relays, circuit breakers, fuses, conductors, motor controll ers and their overload elements shall be properly sized, coordina ted and adjusted.

Installation of temporary electrical equipment or d evices shall be in accordance with NFPA 70, National Electrical Cod e, (2014

Edition), Article 590, Temporary Installations. Voltage supplied to each item of equipment shall be verified to be corr ect and it shall be determined that motors are not overloaded. The e lectrical equipment shall be thoroughly cleaned before using it and again immediately before final inspection including vacuu m cleaning and wiping clean interior and exterior surfaces.

3. Units shall be properly lubricated, balanced, an d aligned.

Vibrations must be eliminated.

4. Automatic temperature control systems for prehea t coils shall function properly and all safety controls shall fun ction to prevent coil freeze-up damage.

5. The air filtering system utilized shall be that which is designed for the system when complete, and all filter elemen ts shall be replaced at completion of construction and prior to testing and balancing of system.

6. All components of heat production and distributi on system, metering equipment, condensate returns, and other auxiliary facilities used in temporary service shall be cleaned prior to use; maintained to prevent corrosion internally and externally during use; and cleaned, maintained and inspected prior to acceptance by the Government.

Boilers, pumps, feedwater heaters and auxiliary equ ipment must be operated as a complete system and be fully maintain ed by operating personnel. Boiler water must be given complete and continuous chemical treatment.

B. Prior to final inspection, the equipment or part s used which show wear and tear beyond normal, shall be replaced with iden tical replacements, at no additional cost to the Government.

C. This paragraph shall not reduce the requirements of the mechanical and electrical specifications sections.

D. Any damage to the equipment or excessive wear du e to prolonged use will be repaired replaced by the contractor at the contr actor’s expense.

1.18 TEMPORARY USE OF EXISTING ELEVATORS

A. Use of existing elevators for handling building materials and

Contractor's personnel will be permitted subject to following provisions:

1. Contractor makes all arrangements with the COR f or use of elevators.

The COR will ascertain that elevators are in proper condition.

Contractor may use elevators for special nonrecurri ng time intervals when permission is granted.

2. Contractor covers and provides maximum protectio n of following elevator components:

a. Entrance jambs, heads soffits and threshold plat es.

b. Entrance columns, canopy, return panels and insi de surfaces of car enclosure walls.

c. Finish flooring.

1.19 NOT USED

1.20 TEMPORARY TOILETS

A. Provide where directed, (for use of all Contract or's workmen) ample temporary sanitary toilet accommodations with suita ble sewer and water connections; or, when approved by COR, provide suit able dry closets where directed. Keep such places clean and free fro m flies, and all connections and appliances connected therewith are to be removed prior to completion of contract, and premises left perfec tly clean.

1.21 AVAILABILITY AND USE OF UTILITY SERVICES

A. The Government shall make all reasonably require d amounts of utilities available to the Contractor from existing outlets a nd supplies, as specified in the contract. The amount to be paid by the Contractor for chargeable electrical services shall be the prevail ing rates charged to the Government. The Contractor shall carefully cons erve any utilities furnished without charge.

B. The Contractor, at Contractor's expense and in a workmanlike manner, in compliance with code and as satisfactory to the Con tracting Officer, shall install and maintain all necessary temporary connections and distribution lines, and all meters required to meas ure the amount of electricity used for the purpose of determining cha rges. Before final acceptance of the work by the Government, the Contr actor shall remove all the temporary connections, distribution lines, meters, and associated paraphernalia and repair restore the inf rastructure as required.

C. NOT USED

D. Heat: Furnish temporary heat necessary to preven t injury to work and materials through dampness and cold. Use of open sa lamanders or any temporary heating devices which may smoke and damag e finished work, will not be permitted. Maintain minimum temperature s as specified for various materials:

E. Electricity (for Construction and Testing): Furn ish all temporary electric services.

1. Obtain electricity by connecting to the Medical Center electrical distribution system. The Contractor shall meter and pay for electricity required for electric cranes and hoisti ng devices, electrical welding devices and any electrical heati ng devices providing temporary heat. Electricity for all other uses is available at no cost to the Contractor.

F. Water (for Construction and Testing): Furnish te mporary water service.

1. Obtain water by connecting to the Medical Center water distribution system. Provide reduced pressure backflow preventer at each connection as per code. Water is available at no co st to the

Contractor.

2. Maintain connections, pipe, fittings and fixture s and conserve water-use so none is wasted. Failure to stop leakag e or other wastes will be cause for revocation COR discretion) of use of water from

Medical Center's system.

G. Fuel: Natural and LP gas and burner fuel oil req uired for boiler cleaning, normal initial boiler-burner setup and ad justing, and for performing the specified boiler tests will be furni shed by the

Government. Fuel required for prolonged boiler-burn er setup, adjustments, or modifications due to improper desig n or operation of boiler, burner, or control devices or temporary hea t shall be furnished and paid by the Contractor at Contractor's expense.

1.22 NEW TELEPHONE EQUIPMENT

The contractor shall coordinate with the work of i nstallation of telephone equipment by others. This work shall be c ompleted before the building is turned over to VA.

1.23 TESTS

A. As per specification section 23 05 93 the contra ctor shall provide a written testing and commissioning plan complete wit h component level, equipment level, sub-system level and system level breakdowns. The plan will provide a schedule and a written sequence of what will be tested, how and what the expected outcome will be. This document will be submitted for approval prior to commencing work. The contractor shall document the results of the approved plan and submit for approval with the as built documentation.

B. Pre-test mechanical and electrical equipment and systems and make corrections required for proper operation of such s ystems before requesting final tests. Final test will not be cond ucted unless pre-tested.

C. Conduct final tests required in various sections of specifications in presence of an authorized representative of the Con tracting Officer.

Contractor shall furnish all labor, materials, equi pment, instruments, and forms, to conduct and record such tests.

D. Mechanical and electrical systems shall be balan ced, controlled and coordinated. A system is defined as the entire syst em which must be coordinated to work together during normal operatio n to produce results for which the system is designed. For example, air conditioning supply air is only one part of entire system which provide s comfort conditions for a building. Other related components are return air, exhaust air, steam, chilled water, refrigerant, hot water, contr ols and electricity, etc. Another example of a system which involves sev eral components of different disciplines is a boiler installation. Eff icient and acceptable boiler operation depends upon the coordi nation and proper

operation of fuel, combustion air, controls, steam, feedwater, condensate and other related components.

E. All related components as defined above shall be functioning when any system component is tested. Tests shall be complete d within a reasonable period of time during which operating an d environmental conditions remain reasonably constant and are typic al of the design conditions.

F. Individual test result of any component, where r equired, will only be accepted when submitted with the test results of re lated components and of the entire system.

1.24 INSTRUCTIONS

A. Contractor shall furnish Maintenance and Operati ng manuals (hard copies and electronic) and verbal instructions when requir ed by the various sections of the specifications and as hereinafter s pecified.

B. Manuals: Maintenance and operating manuals and o ne compact disc (four hard copies and one electronic copy each) for each separate piece of equipment shall be delivered to the COR coincidenta l with the delivery of the equipment to the job site. Manuals shall be complete, detailed guides for the maintenance and operation of equipme nt. They shall include complete information necessary for starting , adjusting, maintaining in continuous operation for long period s of time and dismantling and reassembling of the complete units and sub-assembly components. Manuals shall include an index covering all component parts clearly cross-referenced to diagrams and illustrati ons. Illustrations shall include "exploded" views showing and identify ing each separate item. Emphasis shall be placed on the use of specia l tools and instruments. The function of each piece of equipmen t, component, accessory and control shall be clearly and thorough ly explained. All necessary precautions for the operation of the equi pment and the reason for each precaution shall be clearly set forth. being furnished. Manuals referencing equipment simi lar to but of a different model, style, and size than that furnishe d will not be accepted.

C. Instructions: Contractor shall provide qualified , factory-trained manufacturers' representatives to give detailed tra ining to assigned

Department of Veterans Affairs personnel in the ope ration and complete maintenance for each piece of equipment. All such t raining will be at the job site. These requirements are more specifica lly detailed in the various technical sections. Instructions for differ ent items of equipment that are component parts of a complete sy stem, shall be given in an integrated, progressive manner. All instructo rs for every piece of component equipment in a system shall be availab le until instructions for all items included in the system h ave been completed.

This is to assure proper instruction in the operati on of inter-related systems. All instruction periods shall be at such t imes as scheduled by the COR and shall be considered concluded only when the COR is satisfied in regard to complete and thorough covera ge. The contractor shall submit a course outline with associated mater ial to the COR for review and approval prior to scheduling training to ensure the subject matter covers the expectations of the VA and the co ntractual requirements.
