About this file

This document is an Amendment to Solicitation that provides responses to questions submitted by potential offerors regarding RFQ 36C26227Q0005, issued by the Department of Veterans Affairs, NCO 22 - Network Contracting in Tucson, Arizona.

The solicitation concerns preventive maintenance and repair services for Spacesaver storage systems (14 units across multiple VA buildings) and VIDIR bed lifts (7 total units in Building 38). Special Standard SP2 requires offerors to hold active Spacesaver and VIDIR manufacturer installer certifications or provide manufacturer letters confirming certified installers on staff; these certifications may be satisfied by either the prime contractor or a first-tier subcontractor, provided certified installers perform all on-site work. Special Standard SP3 requires proof of active OSHA 10 certification for personnel performing on-site work. The amendment clarifies that wage determination does not apply per FAR 52.222-51 exemption for equipment maintenance contracts. The Government confirmed that approximately half of the 14 Spacesaver units and the 7 VIDIR bed lifts remain under manufacturer warranty, with factory-trained technicians required to maintain warranty compliance. Replacement parts and repairs identified during preventive maintenance visits require separate quotes and purchase orders, with contractors typically provided VA escorts during on-site work. The amendment establishes no requirements for past-performance references or specific insurance coverage. The controlling submission deadline is October 8, 2026, at 3:00 PM Mountain Daylight Time. No further questions will be answered beyond those addressed in this amendment.

1. The purpose of this amendment is to respond to the questions asked related to this solicitation on pages 2-10 of this amendment.

No further questions will be answered.

Rochelle Bennett

Contracting Officer

Q: May we meet SP2 through a named certified Spacesaver/VIDIR subcontractor and manufacturer letters?

A: Yes. Certified installer who holds an active certification or letter from the manufacturer should be the one who will be on site, performing the work at all times.

Q: Please confirm the VIDIR bedlift count.

A: 4.

Q: Does VAAR 852.219-75 certificate apply to this total-small-business RFQ?

A: VAAR 852.219-75 does not apply to this RFQ.

Q: Would this requirement be satisfied if a contractor serves as the small-business prime contractor and proposes a first-tier subcontractor that holds the required Spacesaver and

VIDIR manufacturer certifications, with that subcontractor’s certified technicians performing the field preventative maintenance and repair work?

A: The required certification or letter can be satisfied from either the prime or subcontractor.

Certified installer who holds an active certification or letter from the manufacturer should be the one who will be on site, performing the work at all times.

Q: Would manufacturer certification letters identifying the certified subcontractor and its technicians be acceptable documentation for the SP2 responsibility requirement?

A: Yes.

Q: Could you confirm whether SP2 requires the offeror itself to hold both manufacturer installer certifications, or whether it may be satisfied where the proposed subcontractor for each system holds the applicable manufacturer certification (with the manufacturer letters submitted for each)?

A: The required certification or letter can be satisfied from either the prime or subcontractor.

Certified installer who holds an active certification or letter from the manufacturer should be the one who will be on site, performing the work at all times.

Q: We would also appreciate confirmation of the controlling response date in Block 8 of the

SF-1449 (10-05-2026, 3:00 PM MDT).

A: Correct, unless an extension is granted which would be posted as an amendment to SAM to this solicitation.

Q: What are the model numbers on the VIDIR Bed Lifts?

A: Model numbers are not available on the equipment.

Q: Could you please confirm that 14 is the correct total Spacesaver unit/system count for this requirement?

A: 14 Spacesaver is correct.

Q: Special Standard SP2 requires the offeror to be a certified Spacesaver installer and a certified VIDIR installer (or provide a manufacturer letter stating the company has a certified installer). If the prime contractor subcontracts 100% of performance to small-business similarly situated subcontractors that hold the Spacesaver and VIDIR installer certifications, will the subcontractors' certifications — or a manufacturer letter referencing the prime's proposed team — satisfy SP2, or must the prime contractor itself hold the certifications?

A: The required certification or letter can be satisfied from either the prime or subcontractor.

Certified installer who holds an active certification or letter from the manufacturer should be the one who will be on site, performing the work at all times.

Q: Special Standard SP3 requires the offer to include a copy of an active OSHA 10 certification. May the OSHA-10-certified individual be the subcontractor's designated on-site supervisor?

A: Yes. Contractor who will be on site, performing the work should be the one that hold an active OSHA 10 certificate.

Q: No wage determination was attached to the solicitation. Please confirm that no wage determination applies to this requirement.

A: Wage determination does not apply to this requirement, per 52.222-51 Exemption from

Application of the Service Contract Labor Standards to Contracts for Maintenance, Calibration, or Repair of Certain Equipment-Requirements.

Q: Request to accept equivalent demonstrated experience in satisfaction of SP2, Special

Licensure/Certifications: Offer must be a certified Spacesaver installer and a certified

VIDIR installer. Offer shall provide an active certification or letter from the manufacturer, Spacesaver and VIDIR stating their company has a certified installer.

Contractor has authorized Veteran Handyman Services to perform preventative maintenance on its bed lift equipment, has enrolled our personnel in its certification program, which completes after five supervised service events, and has committed to sending a factory technician on site with us until certification is complete. VIDIR has further advised in writing that the maintenance tasks specified in the Statement of Work are standard mechanical maintenance operations requiring no proprietary tooling, no proprietary diagnostic software, and no manufacturer specific calibration procedures. A signed letter from VIDIR to that effect will accompany our quotation.

The tasks specified at Section D.1, paragraphs 3 and 4 are track lubrication, guide roller and anti-tip inspection, carriage movement, chain tension, sprockets, handles and cranks, door and aisle lock operation, wiring and cable routing integrity, debris removal, floor condition, fastener security and safety feature verification, and on the bed lifts, chain tension and lubrication, motor and motor mount inspection, wiring verification, ramp inspection, gearbox adjustment and hardware torque. These are standard mechanical maintenance operations on chain and roller driven equipment, a characterization the equipment manufacturer itself has confirmed.

We respectfully request that SP2 be amended to permit an offeror to demonstrate equivalent experience performing scheduled preventative maintenance on comparable mechanical equipment, in the alternative to manufacturer certification.

As written, SP2 limits eligibility in Arizona to firms holding certifications from two unrelated manufacturers. We contacted the sole Arizona Spacesaver distributor and were advised in writing that they are pursuing this requirement themselves and will not support our quote. The result is that one of the two required certifications is controlled by a competing offeror. We believe an equivalent experience alternative would materially increase competition without any reduction in the quality or safety of the work performed.

A: SP2 will not be amended. Maintaining the warranty is key to this contract. As long as the warranty is not affected and you can provide a letter stating that from the manufacturer, we will accept this.

Q: If any repairs are identified during the preventive maintenance visits, should the contractor provide separate labor rates and parts pricing for approval before proceeding?

A: Separate quote would be provided and a new PO would be associated.

Q: Are routine replacement parts and consumable materials expected to be included in the preventive maintenance price, or will all replacement parts be quoted separately?

A: Replacement parts will be quoted, POed and a separate visit will be needed for installation.

Q: Will contractor technicians be required to have a VA escort while performing the work, or will access badges and the required credentialing be sufficient?

A: Do to access requirements, typically a VA escort will be provided.

Q: Is there a specific preventive maintenance checklist, inspection form, or service report format that the contractor must complete and submit after each visit?

A: All items listed in the contract are expected to be evaluated.

Q: Could you confirm whether a minimum of three past-performance references for similar projects is required with the submission?

A: No.

Q: Are there any specific insurance coverage requirements that the contractor must meet for this project?

A: No.

Q: We noticed a difference between the deadline stated in the SOW and the deadline listed in the solicitation. Could you please confirm the applicable submission deadline?

A: Deadline to submit proposals is 10/08/2026, 15:00 MDT as stated on Amendment 0001.

NOTE: Any questions not answered is due to it not having any relevancy to the current solicitation and or is public information in which a contractor may request a FOIA.
